During recent years, enrollments in most South Dakota elementary schools have declined & at very rapid rate. The prevailing type of rural school district organization in most counties has proved rather ineffective in coping with dwindling enrollments and with the consequent high costs per pupil. It is the purpose of this pamphlet to assist educators, school board members and other Codington County leaders, by analyzing the nature of the problem and by presenting suggestions for its solution as they have grown out of the experiences of other South Dakota communities. In the period of early settlement in Beadle County the farmer’s contacts 'were largely limited to his immediate neighborhood. He seldom traveled more than three or four miles a distance commonly known as a "team haul.” In recent years, improved transportation facilities have permitted farm families to go to the village for an increasing proportion of their goods and services. As rural folks have extended their radius of interaction, larger village-centered communities have emerged. Differences in work customs, educational traditions, recreational interests, neighborhood persistence, religious beliefs, agricultural practices, thrift and frugality, progressive tendencies, and other activities and attitudes can be partially explained by variations in nationality background. Aurora County, with a total of 80 rural schools, had closed 37.4 percent of those schools by 1940. At this date nine were operating with five or fewer pupils. Operation of schools for ten or fewer pupils is excessively expensive on an instructional cost-per-pupil basis. This study was made possible through the cooperation of the State and Federal Work Projects Administration and the South Dakota Agricultural Experiment Station.
