Debates continue to abound regarding the importance of having an educated, well-trained workforce that can effectively fill the technology-sophisticated jobs emerging in the South. No doubt, the ticket to a decent job continues to be tied to a college education. But, the reality is that not all adults are able to secure a post-secondary education. We analyze data from selected March Current Population Surveys (U. S. Bureau of the Census) spanning the period 1968 to 1998 to provide a statistical portrait of labor force participation and composition, and underemployment in the nonmetropolitan (nonmetro) and metropolitan (metro) South. The southern labor force has been characterized by many of the same trends seen at the national level. Labor force participation rates have been on the rise in the South, due exclusively to the influx of women into the labor market. For this reason, and due to immigration, the southern labor force has come to consist more of …

The last few years have witnessed a tremendous change in the geographic location patterns of the Mexican population in the United States. The rural South represents one of the areas that have seen a noticeable growth in the Mexican population over the last few years. Unfortunately, data necessary to examine the social and economic adjustment of Mexicans in this area are not available at this time. This analysis uses data from the 1990 Public Use Microdata Sample (PUMS) to examine the earnings patterns bf Mexican-origin workers in the South. College Graduates In The Nonmetropolitan South: Origins And Prospects, Robert M. Gibbs

This study documents the regional origins of the college-experienced population in the nonmetro South, using the National Longitudinal Survey of Youth, 1979 Cohort. As of 1994, the nonmetro South had generated over half of its own college-experienced adults between the ages of 30-38, a higher rate than that of any other region. Although the results of logistic regression estimates show that nonmetro southerners were less likely to attend college, those who left the region for college were more likely to return than other regional migrants, especially after age 30. Job Search, Employment Density, And The Rate Of Exit Of Unemployment In Nonmetropolitan Labor Markets, Bradford F. Mills

Journal of Rural Social Sciences

Little is known about the influences that employment density and other local labor-market conditions have on transitions from unemployment to employment in nonmetropolitan areas. The empirical job search model developed in this paper finds that individual characteristics, unemployment rates, commuting patterns, and trade and service sector growth all significantly influence the rate of exit of unemployment following job loss. Measures of local labor-market density, by contrast, appear to have little direct impact on the rate of exit of unemployment. Migration In The Nonmetropolitan South, Mark Nord, John Cromartie

Journal of Rural Social Sciences

Data from multiple sources are analyzed to provide a picture of domestic migration patterns, characteristics of migrants, and effects of migration on poverty and human capital in the rural South during the 1990s. Migration trends in the 1990s were quite favorable for the rural South. Net migration was positive and substantial and represented a gain of people in their early career years including a disproportionate share of young families. The "brain drain" that characterized the 1980s has at least slowed, and possibly stopped. The comparative advantage of rural areas is increasingly found in their natural amenities and low population densities …

According to the National Vital Statistics Report (1998), Black women age 45-64 are ten times more likely than white women of the same age to die from diseases of the heart. They are five times more likely to die from diabetes. The goal of this study was to examine how articles published in leading medical journals between 1989 and 1998 accounted for such differences in health outcomes among Black and white women.

The explanatory content of the articles was analyzed and coded according to four types of attributions: genetic/biological, cultural/behavioral, structural/socioeconomic and alternative. Each type of explanation derives from different …

Gender Differences In The Effect Of Child Maltreatment On Criminal Activity Over The Life Course, Ryan E. Spohn

Criminology and Criminal Justice Faculty Publications

This paper adds to a growing body of knowledge regarding the criminal consequences of childhood victimization. A prospective research design is used to compare a group of maltreated youth to a matched control group in order to determine the extent to which child abuse and neglect influence both juvenile delinquency and adult crime. Controlling for race and sex, abused and neglected children are more likely to have a juvenile arrest record. In addition, controlling for involvement in juvenile crime, child maltreatment also influences adult criminality. Property crime is the most frequent kind of criminal victimization and one with important economic and psychological consequences, although it has not received the same public attention as violent crime in recent years. Property crime victimization rates are much higher for juveniles than for adults, but very little attention has been paid to property crimes against juveniles or the particular features that characterize these crimes. Postsecondary education is the key to exiting from poverty permanently. Yet, the PRWORA allows women only up to 12 months of vocational training while on welfare. This paper focuses on bringing back the importance of investing in the education of poor women, particularly the postsecondary education of poor women with children, to the forefront of the welfare debate. In this paper we review federal and state level welfare policies toward postsecondary education of poor women with children. Some states are interpreting federal welfare policy strictly and allowing only up to 12 months of vocational training while on welfare. Other states …

In the early 1800s, Anglo-Americans entered the Southwest in great numbers, bringing religious institutions with them, Mexican American Baptist dependency on Anglo Baptist institutions occurred. Anglos in the Southwest brought in the doctrine of Manifest Destiny and strict racial codes. Mostly Southerners, they sought to submit so-called foreign cultured people, in this case Mexican Americans, to a predetermined role in the economic and sociopolitical life of the Southwest. Anglo Baptists were part of this culture and influenced by the practice of this ideology. The Equal Employment Opportunity Guidelines on Sexual Harassment identify six factors that are relevant in determinations of sexual harassment. This study attempted to determine if three of these factors (i.e., frequency of harassment, number of victims and number of perpetrators) drive perceptions of what constitutes sexual harassment. Participants role-playing jurors on an hostile environment sexual harassment case demonstrated no differences in perceptions as a function of number of victims or number of perpetrators. The significant effect for frequency of harassment was not in the hypothesized direction, with less frequent harassment being perceived as more likely to constitute sexual harassment. The …

Health care systems do not exist in isolation, but rather, as part of the larger social and cultural mosaic. In particular, perceived attitudes are major obstacles in health promotion exercises. This problem is especially true for non-white populations where little is known about the prevailing social and cultural perceptions towards western biomedical prescriptions. To further our understanding of Asian women's acceptance of mammograms, three attitudinal indexes are conceptualised, constructed and validated. Travel brochures to the island of Puerto Rico aptly profess the rich variation in skin color and other phenotypes among its people. Following acts of domination vis-a-vis the island's cultural mores, invading colonizers evolved a social hierarchy to discourage any notions of merit attributable to racial diversity. According to the data herewith, the presumption of a relationship between skin color and selected values for skin color ideals is plausible.
