A Children's Services Human. Resource Management is based on the policies and procedures that define the staffing requirements for the effective operation of the children's service. Raising asset limits and creating individual development accounts have been proposed in welfare reform. In part the rationale for these proposals is that assets have positive effects on attitudes and behaviors, including long-term planning, greater work effort, and improved social connectedness. The Panel Study of Income Dynamics (PSID), between 1968 and 1972, included a wide range of attitude and behavioral measures. A qualitative research report focused on interviews with twelve rural men between the ages of 30 and 55 living for at least 10 consecutive years in a community with a population of less than two thousand persons. Most were farmers. Discontinuation of intensive care treatment is a factor in most infant deaths occurring in the neonatal intensive care unit. Parents participate in and are affected by decisions to discontinue intensive care. Yet, few studies have been reported which examine parental views and experience. The purpose of this study was to explore parental involvement in the discontinuation of intensive care treatment from critically-ill infants. Using a qualitative methodology, decision-making in 28 sets of parents, 27 mothers and 17 fathers, was examined. The key themes reported by parents were personal process—individual feelings, thoughts, and reactions; the marital partnership—parents’ experiences and relationships with …

This study explores the dynamics of engaging the male batterer in the assessment interview. A model of interviewing is employed which considers both the interpersonal processes as well as the extent and relevance of the information which is gathered. Engagement is understood to have occurred when the client is committed to the process of therapy. The study focuses on the processes by which the battering client might be engaged in therapy. Due to the policy of deinstitutionalization there is a population of adults with a developmental disability who are aging in the community and who are living with their aging parents as caregivers. This study used a phenomenological, qualitative approach to gain an in-depth understanding of the experiences of these aging family caregivers of aging adults with a developmental disability. A literature review indicated that some sources of support and service needs have been identified for this population of caregivers, and that planning for the future of their adult child with a developmental disability was important to these caregivers. The impact on children who witness mother-assault was conceptualized as an expanded posttraumatic stress disorder (PTSD) and an exploratory research study testing this formulation was carried out. The current conceptualization was based in part on the work of V. Wolfe and associates who utilized a model whereby a number of mediating factors were thought to determine adjustment to traumatic. An important part of their model was the utilization of the Type I and II trauma typologies of Terr (1990, 1991). These typologies were used to measure the PTSD symptoms of children in response to the severity and course of mother-assault. …

This paper is an analysis of the history and signifcance of suicide in relation to the church and its mission to be "the salt of the earth". It will be an analysis of the types of suicide and its frequency in Canada. The paper will also review the resources, both literary and community, which are available for the minister. Interviews were conducted with ministers of various denominations, primarily in the Hamilton Region to determine the extent of their contact with suicidal situations. This study looks at social work education from the standpoint of lesbian students and faculty. The literature indicates that many social workers manifest signs of homophobia, and that this affects the provision of services to gay and lesbian clients. The purpose of this study is to explore how issues of same-gender sexual orientation are addressed in schools of social work and to make recommendations for change. Recent state initiatives to change the AFDC program are usually described as a unified welfare reform movement with the single goal of decreasing welfare usage. However, analysis of state waiver applications submitted to HHS finds no single purpose in the reforms. Additionally, the net effect of the state experiments would be to increase usage by expanding eligibility.

A framework is offered for making organizational assessment for change using feminist, labor, and organizational culture perspectives. A vision of a humane work environment is important. The labor literature provides the critical analysis, the feminist perspective provides alternatives, and the concept of organizational culture provides the tool for assessment. Based on an exploratory study with women administrators, the authors look at how differences in values are reflected in the administration and structure of feminist and traditional agencies.

How To Help The Working Poor Develop Assets, John R. Belcher

The Journal of Sociology & Social Welfare

This article explores the inability of the working poor to withstand income shocks. Because they often lack assets, the working poor are increasingly vulnerable to increasing deprivation. Interestingly, the welfare state enables the middle-class to develop and maintain assets through institutional arrangements. It is argued that solutions to the problem of poverty must include ways for the working poor also to develop and maintain assets.

This paper analyzes President Clinton's first budget. Clinton's budget is his public policy. The budget is compared to Clinton's three stated objectives of stimulating the economy, investing in the future and reducing the deficit. His proposed budget and subsequent modifications are also compared to the budgets of previous administrations. In contrast to Reagan's first budget, which was a radical modification of public policy, Clinton's budget is only an incremental change from the public policies of the Reagan/Bush years.

Early experiments with welfare-to-work programs and other welfare reform initiatives had disappointing results, but successful state trial programs since the Family Support Act of 1988 are changing the prevailing wisdom. With evidence that reform can enhance self-sufficiency, many states are embarking on a redefinition of public assistance. Wyoming, a conservative frontier state, is implementing a welfare reform plan that incorporates components shown to be successful elsewhere. In addition to enhanced child support enforcement and workfare, Wyoming welfare reform stresses job preparation, education, and training up to the university level. Proposals supporting the accumulation of assets in poor households are hopeful of creating upward mobility. The experiences of poor families in managing assets and other elements of daily economic life were explored through interviews with low-income Hispanic and Anglo families. All families exhibited planning and management skills needed for assets accumulation, but were unable to escape the effects of unrewarding neighborhood environments. Assets did not provide clear avenues out of poverty. If assets-based programs are to raise the economic status of poor families in extreme poverty neighborhoods they must include mechanisms to protect value and reduce uncertainty.

Housing strategies designed to create a sense of community for our nation's at-risk and poverty-stricken citizens continue to be a source of debate. One major issue is the degree to which criminal behavior exists within these environments. In this article, the results from a seven year study of one single room occupancy (SRO) facility in Pittsburgh, Pennsylvania are described. Analysis of two models used for intervening with the vulnerable tenant population of the SRO suggest that a "strengthfocused" strategy rather than a "need- focused" approach may be more effective in reducing crime and may contribute to the establishment of a …
