The purpose of this study was to describe the perception of directors of youth-serving agencies on what prevention and intervention programs have been implemented by youth-serving agencies in eastern Iowa. Directors of youth-serving agencies in the following cities in Iowa answered the questionnaire (Gang Program Assessment Questionnaire): Waterloo, Cedar Falls, Dubuque, Cedar Rapids, Davenport, Iowa City, Coralville, Adel, Ankeny, Bondurant, Indianola, Johnston, Knoxville, Nevada, Newton, Pella, Pleasant Hill, Ames, Des Moines, Makquoketa, and Urbandale.

Youth shelters provide temporary care to children who may have been a runaway, homeless, or had problems at home. They may have been physically, emotionally, or sexually abused. Some children admitted to a youth shelter have committed law violations, and others may be waiting for treatment or discharged from a program and have no immediate place to reside.

The purpose of this study was to profile the demographics of all children admitted to the Black Hawk County Youth Shelter for each of the years 1989 through 1994. Files of the 1187 children admitted to the shelter were exmained. Data were …

Drawing on conceptual knowledge regarding normative life transitions and primary prevention and using a panel-design survey methodology, this study investigates factors that continue to student adaptation during the move from high school to university. All participants were first-time, full-time, first-semester students enrolled in biological or environmental science programs at a mid-size publicly funded university located in southwestern Ontario. Participants were surveyed twice: once prior to university entry and a second time following completion of their first-semester. The study determined that the vast majority of students view this transition as a normative life event, with most feeling ownership for the decision …

This qualitative evaluation examined the custodial and noncustodial parents' and children's experiences of using a supervised access programme. There were a total of forty-three interviews completed using open-ended questions. Both custodial and noncustodial parents clearly reported that if supervised access was not available, the child(ren) would not have contact with the noncustodial parent. In general, parents were grateful for the service being offered. Unfortunately, in some cases, the parents stated that the programme acted as an obstacle in allowing the family to progress. The one-dimensional approach of assessing cognitive factors is commonplace in studies investigating people with developmental disabilities. The published literature on grief and people with developmental disabilities was found to be similar in this regard. This study differs by investigating the influence of external social factors on the grief of people with developmental disabilities. A qualitative methodology of semi-structured interviewing was used to collect descriptive information from people with developmental disabilities about their social experiences and experiences with death. This thesis presents an evaluation of primary prevention intervention working towards ending men’s violence against women. In 1995, a committee was created by the Waterloo Regional Public Education Committee for the Prevention of Violence and Oppression Against Women and Children to develop a presentation kit on the topic of men’s violence against women. The presentation kit is to be used by staff and volunteers from the local agencies in talking to groups of men about violence against women. A survey was conducted on a sample of 15 seniors living in a nursing home, who had a median age of 79 years. About 93% of them were institutionalized because of poor health; with stroke, dementia and arthritis being the most prevalent diseases. Furthermore, all of them had suffered other forms of significant loss in their lives, including emotional cut-offs and death, with reported feelings of guilt and unresolved grief. While most felt lonely, this problem often tended to be alleviated by factors such as friendships, visits by kin and non-kin, as well as activities and entertainments. Other reasons for …

Since 1983, more than 34,000 Amerasians and their 48,000 accompanying family members from Vietnam have been resettled in the United States of America. Having American fathers whose race and ethnicity are very differentfrom traditional Vietnamese, these children were considered outcasts by members of their own culture and,for the most part, led marginal lives in Vietnam. This article presents findings of a study conducted on a sample of 80 Amerasian refugees who have resettled in a large Southern city within the last two years. The federal government became involved with child support in 1935 when it established Aid to Families with Dependent Children (AFDC) under the Social Security Act, 1935 to allow communities to be financially responsible for children whose parents had died or had deserted them. (Lieberman, 1986). The Child Support and Establishment of Paternity Act (1975) created title IV-D of the Social Security Act (PL93-647), made the Department of Health and Human Services responsible for administering the Child Support Enforcement Program, and created the Federal Office of Child Support Enforcement. Title IV-D required all states to: 1) Establish a parent locator service, …

Public Spending On Income-Tested Social Welfare Programs For Investment And Consumption Purposes, Martha N. Ozawa

The Journal of Sociology & Social Welfare

The Clinton administration contends that public spending for investment should be increased, but public spending for consumption should be decreased. This article reports findings from a study that investigated the trend in public spending from 1975 to 1992 for social welfare programs that are targeted to low-income families and individuals. The study found that public spending for social welfare programs for investment purposes declined generally during that period and public spending for consumption purposes increased primarily because of the increase in medical benefits.

Empowering disputants to represent themselves and create their own agreement is a frequently cited goal of community mediation programs. This paper explores how disputants' positions and interests are represented in mediation, and investigates the implications of such representation for the negotiation process. This narrative analysis of transcripts of videotaped community mediation hearings shows that disputant self-representation in mediation is never unconstrained. The interactional organization of mediation and the actions of mediators work to limit and define how disputants formulate their utterances. Mediator representation of disputants varies in the degree of intervention or coercion applied. Mediators may limit themselves to rephrasing, …

The multifaceted significance of institutional care for elderly people in contemporary Japan is analyzed. An overview of the changes in the demographic structure in Japan is provided. Changes in the social environment of care for elderly people in the postwar period are discussed. Recent social, political, and economic development have strained the credibility of conventional constructs for organizing social welfare. In contrast to the "welfare state" construct that evolved during the industrial era, a "Social Compact" model is presented as more consonant with a postindustrial context. Features of the social compact are discussed, as well as its applicability to Poland.

Maximizing Credibility And Accountability In Qualitative Data Collection And Data Analysis: A Social Work Research Case Example, Sandra K. Beeman

The Journal of Sociology & Social Welfare

A case example demonstrates the use of qualitative methods of data collection and data analysis that balance structure and flexibility, and maximize credibility and accountability. Data collection methods use sensitizing concepts from past research and theory and allow for the discovery of respondent-defined meanings. This approach comparatively analyzes cases, structures and documents data analysis steps, and utilizes external reviewers of case materials. The development and use of methods that maximize credibility and accountability will increase their acceptance among social workers and will benefit the profession by adding empirically-grounded depth and insight to its knowledge base.
