From Self-Sufficiency To Personal And Family Sustainability: A New Paradigm For Social Policy, Robert Leibson Hawkins

The Journal of Sociology & Social Welfare

Current social policy that affects welfare recipients focuses on the concept of "self-sufficiency" where leaving welfare for work is the goal. While this approach has reduced welfare rolls, it has not necessarily helped low-income people improve their economic, educational, or social outlook. This paper suggests that the concept of Personal and Family Sustainability (PFS) may be a better way to evaluate and direct social policy. A definition of PFS is developed from the environmental and community development roots of sustainability and four domains for creating PFS indicators are introduced.

How Has The Violence Against Women Act Affected The Response Of The Criminal Justice System To Domestic Violence?, Hyunkag Cho, Dina J. Wilke

The Journal of Sociology & Social Welfare

This study uses an interrupted time series design to examine the association between the Violence Against Women Act of 1994 (VAWA) and several different dimensions of the criminal justice system's involvement in violence against women. These include examining the domestic violence incidence rate, and rates of police notification, arrest, and judicial authorities' involvement. Data from the National Crime Victimization Survey from 1992 to 2003 is used. Results suggest that overall the incidence of domestic violence has decreased while police notification and perpetrator arrest have increased over time. Further, victim involvement with judicial authorities significantly increased after enactment of the VAWA. …

Background: Few studies have focused on men as caregivers at the end-of-life. The objective of this secondary data analysis was to examine the experiences of men involved in end-oflife caregiving, focusing on caregiver strain.

Methods: We used a random sample of Oregon death certificates to telephone survey family caregivers of Oregonians who had died 2 to 5 months earlier in private homes, nursing homes, and other community-based settings. Measurements included single-item indicators and embedded scales to measure caregiver strain and perceived decedent symptom distress. For the 25 husbands, sons, wives, and daughters who reported the highest levels of strain, we …

In formulating social policy the administrative arm of government relies heavily on number-based significations of knowledge, such as needs indicators and performance measures. Relying on numbers increases administrators' confidence in their decisions and shifts responsibility for error away from the decision-maker and towards the numbers. A close examination of the technology of social quantification reveals instability in many of the definitions and codes that needs analysts and program evaluators adopt when numerically inscribing social entities. Lone Mothers And Welfare-To-Work Policies In Japan And The United States: Towards An Alternative Perspective, Aya Ezawa, Chisa Fujiwara

This paper compares recent efforts to reduce lone mothers' reliance on cash assistance and support their increased participation in the workforce and economic independence in Japan and the United States. Similar to reforms introduced in the U.S. in 1996, lone mother policies in Japan have been subject to a series of cuts leading to the introduction of time limits and work-related programs in 2002. In this paper, we examine the character of recent welfare reforms in both countries and their implications for lone mothers' welfare and economic independence. This paper uses a recent survey of welfare leavers in Toronto to examine Workfare, a uniquely American initiative introduced into Canada, with its different welfare state history and traditions. When classic American workfare was imported by an enthusiastic government in Ontario, its application led to employment outcomes remarkably similar to those in the US (reduced caseloads, insecure and contingent employment, high recidivism). Yet, Canada's earlier commitment to community and collective responsibility have not been entirely subsumed below the overarching American umbrella. Language Barriers & Perceptions Of Bias: Ethnic Differences In Immigrant Encounters With The Welfare System, Philip Kretsedemas

The Journal of Sociology & Social Welfare

This article demonstrates why research on immigrant language barriers should account for local variations in the way these barriers are experienced by different immigrant groups. It makes the argument that variations in language barriers experienced by immigrant groups are often reflective of differences in the local migration histories and socio-economic status of these groups. These themes are illustrated by discussing the findings of a comparative survey of welfare service barriers experienced by Haitian and Hispanic welfare clients in Miami-Dade county. Intimate Partner Violence And Disabilities Among Women Attending Family Practice Clinics, Ann L. Coker, Paige H. Smith, Mary Kay Fadden

Purpose: To estimate the frequency and type of disabilities preventing work among those experiencing intimate partner violence (IPV) compared with those never experiencing IPV.

Methods: We used a large cross-sectional survey of women, ages 18–65, attending family practice clinics from 1997 through 1998. Participation included a 5–10-minute in-clinic survey assessing IPV experience and a longer telephone survey assessing health status and chronic disabilities that prevented work outside the home or housework.

Results: Of 1,152 eligible women surveyed, 54% experienced some type of IPV, and 24% were currently in a violent relationship. Women who had ever experienced IPV …

This research study presents a comparative analysis to examine classroom environments and child developmental outcomes across three early intervention models that serve children living in low-income families. Two long standing early intervention programs, Head Start and state-mandated Prekindergarten, are used as comparison groups to compare classroom environment and child outcomes with a collaboration known as Ready Start, a combination program serving children with a half day of Prekindergarten and a half day of Head Start. The Ready Start program is designed to combine the strengths of both programs to best serve the needs of children from low-income families. The study …

The results are, on one hand, these children have no access to Public-Funded School because they are not categorized as local residents; on the other hand the illegal Schools for Migrant Workers' Children exist in many cities. The human service literature suggests that the concept and outcomes of inter-organizational collaboration are not well understood. Nonetheless, inter-organizational collaboration has emerged as a statement of direction for social welfare policy and professional practice. In light of an unclear understanding of collaboration, this analysis suggests the concept has powerful symbolic qualities, which perpetuates its continued use. While the general notion of collaboration is promising, human service administrators and stakeholders must couple critical thinking and action to clarify the meaning, intent, application, and outcomes of inter-organizational collaboration. Low-income people have less access to opportunities for post-secondary education, and the welfare reform in 1996 further limited access for welfare recipients. Since welfare reform, there has been an increasing interest in strategies meant to enhance the well-being of low-income people through education and the development of human capital. In this study, we examine how low-income people saved for post-secondary education in Individual Development Accounts (IDAs) in a nationwide demonstration. IDAs provide matches for savings used primarily for home purchase, microenterprise, and post-secondary education. This study examines media impact on job efficacy in a child protection agency. The research uses inductive, holistic research methods to examine the effect of media scrutiny on changes in management dictates, worker duties and responsibilities, and agency services. Data were collected from media sources, interviews, archival materials, and participant observation, then analyzed via qualitative content analysis, providing a basis for rich ethnographic description of perceptions and behavior of diverse groups of people involved in child protection. Culture As Deficit: A Critical Discourse Analysis Of The Concept Of Culture In Contemporary Social Work Discourse, Yoosun Park

This paper is a critical discourse analysis of the usage of the concept of "culture" in social work discourse. The paper argues that "culture" is inscribed as a marker for difference which has largely replaced the categories of race and ethnicity as the preferred trope of minority status. "Culture" is conceived as an objectifiable body of knowledge constituting the legitimate foundationfor the building of interventions. But such interventions cannot be considered other than an instrument which reinforces the subjugating paradigm from which it is fashioned.
