Outsiders-Within: Critical Race Theory, Graduate Education And Barriers To Professionalization, Carolann Daniel
The Journal of Sociology & Social Welfare
This article uses the lens of critical race theory to examine the experiences of minority students in and outside of the social work education classroom. Research has not critically analyzed the structures, policies and practices of graduate education programs and how they influence the socialization experiences of students. Qualitative interviews with 15 African American and Latino students reveal that their experiences are often characterized by marginalization and conflict. They suggest that certain aspects of the professionalization process create and support forces that reproduce stratified social relations. These problematic relations have a negative impact on minority students threatening their persistence and …

Controlling The Levers Of Power: How Advocacy Organizations Affect The Regulation Writing Process, Richard Hoefer, Kristin Ferguson
The Journal of Sociology & Social Welfare
The Federal regulation-writing process is vital to understanding how laws are translated into policy. This paper re-examines data on human services interest groups active in lobbying the executive branch to determine what factors influence their effectiveness. Building on findings from Hoefer (2000), structural equation modeling is used to re-analyze the original regression model of interest group effectiveness (IGE) on a sample of 127 Washington D.C.-based interest groups. Results indicate that some of the previous findings are not supported and an alternative model is proposed. A group's position, context and access to information and policymakers emerge as significant determinants of IGE. …

Concern with low participation rates of households eligible for the Food Stamp program is shared among many groups focusing on the social and health needs of the low income population. While strides have been made in improving these rates, still both nationally and here in Massachusetts too many families are still food insecure, or worse, still hungry. Project Bread, the leading statewide anti-hunger organization, allocates resources for research, programs, and activities to promote greater utilization of the food stamp and other food assistance programs.

In the context of current concern about levels of marital distress, family violence, and divorce, the SFI study is evaluating the effectiveness of an intervention to facilitate the positive involvement of low-income Mexican American and European American fathers with their children, in part by strengthening the men's relationships with their children's mothers. The study design involves a randomized clinical trial that includes assignment to a 16-week couples group, a 16-week fathers group, or a single-session control group. Couples in both group interventions and the control condition include partners who are married, cohabiting, and living separately but raising a young child …

American Identity And Attitudes Toward English Language Policy Initiatives, Carlos Garcia, Loretta E. Bass
The Journal of Sociology & Social Welfare
Relatively little is known about what individual-level factors drive Americans' attitudes toward offering services to immigrants. Using national-level data and logistic regressions, we examine what factors co-vary with whether respondents agree or disagree with specific policy initiatives regarding support for English language use for immigrants. We then examine what factors are related to whether respondents agree that tax money should be used to fund English classes for immigrant children and adults. We find that age, race, and general warmth toward undocumented immigrants predict English-only attitudes, and that marital status, education, and warmth toward undocumented immigrants predict attitudes toward the use …

Over the past 15-20 years there has been a dramatic increase in transnational social movements including the movement to eradicate violence against women. This paper examines the development of the transnational women's movement and the prioritizing of violence against women (VAW) as a universal women's agenda using the United Nations (U.N.) human rights conferences as a focal point. As one form of VAW, domestic violence (DV) has been placed into the human rights context by many organizations globally. The implications and possible limitations of universalizing a framework for DV are explored using salient examples from various areas of the world. …

Undermining Progress In Early 20th Century North Carolina: General Attitudes Towards Delinquent African American Girls, Tanya Smith Brice

This article examines efforts made to challenge progress towards adequate service provision for delinquent African American girls in early 20th century North Carolina. This article seeks to explore the nuances of aid, from the African American community and by progressive whites, as it relates to legislative efforts, economic backing and public health issues. It also seeks to examine motivations for engaging in undermining activities.

2006 marked the tenth anniversary of the Personal Responsibility and Work Opportunity Reconciliation Act. The 1996 law was the culmination of decades of erosion in backing for basic provisions of the U.S. social safety net. The following reviews the political campaign that undermined thefoundationfor this vital component of the New Deal/Great Society income supports. A series of panics diminished approval for the welfare state, leading to the 1996 "reform." Panic discourse increasingly accompanies policy debate. Examples of anti welfare, anti outsider panic discourses are explored.

Background The conduct of longitudinal clinical trials must involve effective strategies to retain study participants in order to ensure internal validity, adequate statistical power and generalizability of results.
Purpose In a large trial in Peru, we implemented various retention strategies to maintain high participation rates over time.
Methods Novel participant retention strategies were used to follow highly marginalized populations for two years because traditional locator information, such as telephone numbers and official identification (eg, passport, driver's license, the local equivalent of a social security number) were often unreliable or unavailable. Determinants Of Substance Abuse Among Incarcerated Adolescents: Implications For Brief Treatment And Crisis Intervention, Stephen J. Tripodi, David W. Springer, Kevin Corcoran

This study assessed the determinants of substance abuse among incarcerated youth. Because substance abuse is a predictor of incarceration and conduct disorder is known to increase the chances of youth abusing substances, the purpose of this study was to determine what seminal symptoms of conduct disorder seem to be the risk factors for substance abusers among incarcerated youth. Data were collected on 83 youth in southern Oregon, 74 males and 9 females. Logistic regression found the overall model containing 6 symptoms of conduct disorder to be significantly related to substance abuse (p , .001). When looking at the 6 symptoms …

The Water Resources Research Needs Assessment team received funding in summer 2006 from the Inland Northwest Research Alliance (INRA) Water Resources Steering Committee to conduct a structured needs assessment study. This report summarizes the results of a series of survey research projects examining the attitudes and behaviors of Cache County residents regarding recycling programs in 2005. USU researchers were contacted by the Cache County Service District #1, through the Logan Environmental Department, to update information about household recycling attitudes and behaviors, and to present results to various audiences as part of the long-range county solid waste master planning process.
