On October 31st, 2016, the City of Portland instituted an ordinance requiring the deconstruction of all residential homes and duplexes built prior to 1917 or possessing a historical designation. Deconstruction is a relatively new industry, and with this local regulatory encouragement, several new contractors became certified to participate in the expanded market. This report provides background on the industry, largely from the 2016 report researched and written by the Northwest Economic Research Center (NERC) in anticipation of the requirement, and an examination of what has occurred in the year following the ordinance’s passage, using deconstruction and demolition permit data and …

The housing market in Chinese metropolises have become inflated significantly over the last decade. In addition to an economic upturn and housing policies that have potentially fueled the real estate bubble, factors that have contributed to the spatial heterogeneity of housing prices can be dictated by the amenity value in the proximity of communities, such as accessibility to business centers and transportation hubs. In the past, scholars have employed the hedonic pricing model to quantify the amenity value in relation to structural, locational, and environmental variables. California’s Sustainable Communities and Climate Protection Act (SB 375) and the Oregon Sustainable Transportation Initiative (SB 1059) have made them the first states in the nation to try and reduce greenhouse gas (GHG) emissions using the transportation-planning process. Evaluating how these pioneering laws have changed local planning processes – as well as plans themselves – in each state provides insight into the laws’ effectiveness at changing development patterns in a way that reduces GHG emissions, without waiting decades to see the effects in the built environment. The traditional process of identifying corridors for road diet improvements involves selecting potential corridors (mostly based on identifying fourlane roads) and conducting a traffic impact analysis of proposed changes on a selected roadway before implementing changes. The evaluation of roadway reallocation projects should include the analysis of traffic volumes, level of service, speeds, queue lengths and bus operations. There are tools and equipment to evaluate effectively traffic volumes and level of service changes in before-and-after studies. However, the detailed evaluation of speed and queue length distributions along a segment are significantly more cumbersome. In addition, the exhaustive evaluation of bus …

- Active transactions of multifamily rental properties have been disproportionately NOAH. There have been over two thousand transactions of NOAH buildings in the Portland metro area from 2006 to 2017 — over 68,000 units of housing. These sales are accelerating, with over 20 percent occurring in just the last 18 months.
- Sales prices for multifamily rental properties have increased substantially, making preservation of affordable rents more challenging. Regionally, the average sale price increased by 78 percent between 2010 and 2017; during this period there was a 43 percent …

The Role Of Macroeconomic, Policy, And Forecaster Uncertainty In Forecast Dispersion, You Li, Anthony S. Tay

We explore the role of uncertainty in explaining dispersion in professional forecasters’ density forecasts of real output growth and inflation. We consider three separate notions of uncertainty: general macroeconomic uncertainty (the fact that macroeconomic variables are easier to forecast at some times than at others), policy uncertainty, and forecaster uncertainty. We find that dispersion in individual density forecasts is related to overall macroeconomic uncertainty and policy uncertainty, while forecaster uncertainty (which we define as the average in the uncertainty expressed by individual forecasters) appears to have little role in forecast dispersion.

Rare earth elements (REE) contain unique chemical and physical properties such as lanthanum, are found in small concentrations, need extensive precise processes to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as IPhones, satellites, and military weapons systems as varied as Virginia-class fast attack submarines, DDG- 51 Aegis destroyers, the F-35 Joint Strike Fighter, and precision guided munitions. The U.S. has some rare earth resources, but is heavily dependent on access to them from countries as varied as Afghanistan, Bolivia, and China. Losing access to these resources would have significant adverse economic, …

Overlapping Authorities In U.S. Energy Policy, Luke Fowler, Autumn T. Johnson

The authors argue overlapping intergovernmental authorities explain much of the complexities in U.S. energy policy, by accounting for limited powers, uncertain autonomy, cooperation and conflict, inter-state differences, and intersecting policies. Additionally, the authors identify implications of overlapping authority for policymakers, regulators, and industry leaders, including polycentric policymaking venues, direct and indirect policy effects, and energy system governance. Overlapping authority provides a framework for understanding intersecting roles of national, state, and local governments in energy policy.

Crowdsourcing is rapidly evolving and applied in situations where ideas, labour, opinion or expertise of large groups of people is used. Crowdsourcing is now used in various policy-making initiatives; however, this use has usually focused on open collaboration platforms and specific stages of the policy process, such as agenda-setting and policy evaluations. Other forms of crowdsourcing have been neglected in policy-making, with a few exceptions. This article examines crowdsourcing as a tool for policy-making and explores the nuances of the technology and its use and implications for different stages of the policy process. The objective of this study was to evaluate the effect of institutional and policy interventions on reducing the rate of cesarean delivery on maternal request (CDMR) in Wenzhou, China. Institutional interventions included health education, painless delivery introduction, and doula care. Additionally, a series of health policies were developed by the Chinese central and local governments to control cesarean section rates, mostly through controlling CDMR rates. We conducted a pre-/post-intervention study using 131,312 deliveries between 2006 and 2014 in three tertiary-level public hospitals in Wenzhou, China. Are urban waterways amenities, and if so, are there inequities in household access? While urban waterways represent a potential site for access to nature within the urban environment, there have been few studies on the accessibility and interactions with water features in particular, what we refer to as “blue spaces." This study drew on a sample of households in Northern Utah living in neighborhoods with a nearby river or canal to ask if local waterways provide positive impacts to households and if proximity to them increased the likelihood of households spending time at them and being familiar with them. Private sector participation in urban rail transit has proliferated in the past two decades. The large metropolises of East Asia have had decades of experience with private sector participation in the provision of heavy metro services. The design of these public–private partnerships (PPP) are varied. The diverse experiences of Tokyo, Hong Kong, Singapore and Beijing contain valuable lessons for other cities. The research purpose of this collaborative study is to develop a psychometrically sound measure of youth leadership and examine its relationship to community outcomes such as retention, civic engagement, entrepreneurial activity and community attachment. This program, entitled the Rural Civic Action Program (RCAP), is designed to engage undergraduate “fellows” with rural middle or high schools to facilitate a service learning project intended to address locally identified needs.

Expanding cities present a sustainability challenge, as the uneven proliferation of hybrid landscape types becomes a major feature of 21st century urbanization. To fully address this challenge, scholars must consider the broad range of land uses that being produced beyond the urban core and how land use patterns in one location may be tied to patterns in other locations. We study the determinants of mobile banking adoption, with a special interest on how mobile banking can increase access to financial services among racial and ethnic minorities in the United States. In our analysis, we use survey data from two different sources: 1) Survey of Consumers' Use of Mobile Financial Services (SCUMFS) We conduct a regression analysis and Oaxaca Decomposition to determine the explanatory factors of racial and ethnic gaps in bank account ownership. We find that minorities are less likely to use mobile banking than Whites in the NSUUH, but more likely to adopt mobile banking according to SCUMFS, …

Researchers in many disciplines have turned to Google Street View to replace pedestrian- or carbased in-person observation of streetscapes. It is most prevalent within the research literature on the relationship between neighborhood environments and public health but has been used as diverse as disaster recovery, ecology and wildlife habitat, and urban design. Evaluations of the tool have found that the results of GSV-based observation are similar to the results from in-person observation although the similarity depends on the type of characteristic being observed. Larger, permanent and discrete features showed more consistency between the two methods and smaller, transient and judgmental …
