This report seeks to provide more information about lower-income people and people of color who engage in bike share, including why they choose to become members, how they use the system, and how they benefit. The report looks at current and past bike share members, along with those who were involved in some type of equity-based outreach program. The findings draw from a survey intended to reach lower-income and/or people of color known to have engaged in bike share, either through membership or participating in events such as organized rides, in the same three cities studied in the resident report …

Let Them Eat Lunch: The Impact Of Universal Free Meals On Student Performance, Amy Ellen Schwartz, Michah W. Rothbart

This paper investigates the impact of extending free school lunch to all students, regardless of income, on academic performance in New York City middle schools. Using a difference-in-difference design and unique longitudinal, student level data, we derive credibly causal estimates of the impacts of “Universal Free Meals” (UFM) on test scores in English Language Arts (ELA) and mathematics, and participation in school lunch. We find UFM increases academic performance by as much as 0.059 standard deviations in math and 0.083 in ELA for non-poor students, with smaller, statistically significant effects of 0.032 and 0.027 standard deviations in math and ELA …

This report documents the results of a year-long, independent study to assess the policy implementation of the government’s Veterans Employment Initiative (VEI). The study considers the initiative’s efficacy and impact; identifies successful practices, implementation strategies, and opportunities for improvement; and offers recommendations to senior policymakers and agency leaders on how best to position the initiative for future success.

The state’s policy to promote broad access to community mediation throughout the Commonwealth was effectuated by the establishment of the Massachusetts Community Mediation Center Grant Program to provide operating grants to eligible community mediation centers. The Massachusetts Legislature appropriated $750,000 to fund Program operations during FY 2017 (the Program’s sixth year). The Legislature’s FY 2017 investment in the Grant Program proved to be money well spent. Not only was state-wide community mediation infrastructure strengthened, the quality of community mediation services was upheld. Accordingly, twelve funded centers delivered services throughout the state and affected thousands of people.

Port capacity is determined by three major infrastructural resources namely, berths, yards and gates. Theadvertised capacity is constrained by the least of the capacities of the three resources. While a lot ofattention has been paid to optimizing berth and yard capacities, not much attention has been given toanalyzing the gate capacity. The gates are a key node between the land-side and sea-side operations in anocean-to-cities value chain. The gate system under consideration, located at an important port in an Asiancity, is a multi-class parallel queuing system with non-homogeneous Poisson arrivals. Creating Accountability With Interstate Cooperation: Unauthorized Water Use Enforcement On The Klamath River, Luke Fowler, Isaac Castellano

While lacking coercive power to compel enforcement, interstate compacts create accountability through multiple sources and layers connecting enforcement behavior to oversight. Using logistic regression, we test a model of accountability and enforcement of unauthorized water usage on the Klamath River. Findings indicate unauthorized water usage is far more likely to be reported and enforced on the Klamath River than on neighboring rivers in the same counties. Conclusions indicate the increased institutional layers of interstate compacts lead to more accountability and stringent enforcement and reporting of unauthorized water use.

A recent trend in state Medicaid programs is the transition of vulnerable populations into Medicaid managed care (MMC) who were initially carved out of such coverage, such as foster children or those with disabilities. The purpose of this article is to evaluate the impact of the transition of foster children from fee-for-service Medicaid coverage to MMC coverage on outpatient health care utilization. The Philippines is one of the countries in the ASEAN region to be regularly hit by natural disasters. In an analysis of natural disaster hotspots, the Philippines is one among several countries where large percentages of the population reside in disaster-prone areas (Hazard Management Unit of the World Bank, 2005). Consequently, these catastrophic events also entail adverse macroeconomic impacts to the economy (Bergeijk & Lazzaroni, 2015). Raddatz (2007) estimated that climate-related disasters reduce real GDP per capita by 0.6%. Since 2007, Boston has made tremendous strides in shedding its designation by Bicycling Magazine as one of the “Worst Biking Cities” (Zezima, 2009, p. A12) by designating over 92 miles of bike lanes throughout the city and introducing bicycle initiatives like Boston Bikes, the Hubway bicycle sharing program. These efforts have resulted in a dramatic rise in the number of cyclists in Greater Boston and a decrease in accidents involving bicycles ((Pedroso, Angriman, Bellows & Taylor, 2016). This brief examines teacher salaries in Arkansas. Using data publicly available from the Arkansas Department of Education, we examine how teacher salaries compare to the nation and surrounding states. Further analyses examine differences in teacher salary within and between the regions of Arkansas. School funding has been an area of contention in the courts of nearly every state. Many of these court cases have challenged the constitutionality of state funding formulas, arguing the funding system was inadequate or inequitable because poor urban or rural districts often faced a disadvantage in garnering tax dollars for education. Specific to Arkansas, in the 1983 decision Dupree v. Alma School District, the Arkansas Supreme Court declared the state’s funding system was not meeting its constitutional requirements.

Research Brief: "Va Disability Compensation And Money Spent On Substance Use Among Homeless Veterans: A Controversial Association", Institute For Veterans And Military Families At Syracuse University

This research examines the amount of money homeless veterans spend on alcohol and drugs, as well as the association between public support income, i.e. VA disability compensation, and expenditures on alcohol and drugs. Though no association was found between VA disability compensation and substance use, this study does underscore the importance of policy establishing substance abuse treatment for homeless veterans. Future studies on this topic should include more female veterans.

This thesis explores the impact of the Syrian refugee crisis on the Common European Asylum System. It evaluates the extent to which the European Union was able to implement a common asylum system, identifies discrepancies between different European countries, primarily Germany and Hungary, and briefly examines the roots of these differences. To this end, the structure of the international refugee protection regime and the German and Hungarian asylum systems are analyzed. Furthermore, the thesis explores how the governments of the two countries perceive the rights of refugees and how their views have affected their handling of the crisis. The case …

New transit infrastructure is a double-edged sword for low-income renters: one the one hand, increased mobility supports access to jobs and critical services; but if transit-oriented development fails to include and preserve affordable housing, they may be pushed out by rising rents. The question of whether public investments spur gentrification and displacement have created intense controversy around planned transit extensions in our region. My research on precarious rental housing illuminates the specific mechanisms of housing displacement and challenges for housing affordability in the single-family/duplex and the large multifamily rental market. This study describes the service delivery challenges and intervention needs of military families that include children with autism spectrum disorder (ASD) who have relocated. In practice and policy, military families with children with ASD living on a military base should consider serving as a mentor to new families on the base to offer information on schools and community resources, and would also benefit from the increased accessibility of resources by the Department of Defense (DoD). Working with faculty and staff from Old Dominion University’s Center for Coastal Physical Oceanography, we developed a “straw man” website for users to sign up to receive flood alerts. The flood alert is based on tidal projections for the Sewell’s Point tide gauge available from the National Weather Service through the meteorological development laboratory (http://www.nws.noaa.gov/mdl/etsurge/index.php) and sends alerts for projected water level. We recruited study participants for one-on-one interviews. Participants were asked to interact with the flood alert signup interface and respond to specific questions about their preferences for flood alerts. This research brief represents an overview of basic spatial patterns across a sample of terrorism incidents in the United States. While research concerning characteristics of incidents has received some study, the geospatial patterns of these incidents remains largely unexamined. Logically, different ideological categories of terrorism may lend themselves to different spatial patterns and preferences for target distance. In addition, the distance required to perpetrate an incident may affect the success rate of an attack. Terrorists who must travel further to engage in preparatory activity such as surveillance or transporting weapons may stand an increased chance of failure due to human …
