In organized energy markets that use locational pricing, power generators and energy suppliers procure financial transmission rights (FTRs) to hedge against grid con- gestion charges, while third-party speculators attempt to capture a return with these extremely volatile contracts. This paper develops a novel methodology for estimating the systematic risk of individual FTRs and detecting the presence of abnormal returns among these financial instruments. The prevalence of congestion paths with abnormal returns could be used by policy experts as an efficiency measure when assessing the performance of FTR markets. In a press conference last week President Donald Trump made this contribution to the escalating debate about monuments and memorials to American heroes who, by today’s reckoning, failed a moral test.

The statue debate is inherently emotional and when it comes to keeping certain statues up or pulling them down, it riles people up —including Donald Trump. However, it is important to separate President Trump’s intemperate and often factually inaccurate remarks at Tuesday’s press conference from the statue controversy as it is currently playing out. There’s an old story about Winston Churchill that is not true but is worth repeating. When approached about cutting funding for the arts so the money could go to the war effort during World War II, Churchill supposedly replied: “Then what are we fighting for?”

By now you have probably heard about Betsy DeVos' big day out recently. She tried to visit a middle school in Washington but found the front door blocked when she showed up. This led, of course, to the publication of an already-infamous cartoon suggesting that DeVos is actually a modern-day Civil Rights warrior, and to the suggestion that protesters blocking DeVos at the schoolhouse door was the functional (if not moral) equivalent of preventing black children from attending segregated schools in the 1950s and '60s. So maybe you saw this cartoon that was drawn by Glenn McCoy for the Belleville (Ill.) News-Democrat under the headline "Trying to Trash Betsy DeVos." If you didn't, take a look.

In the cartoon, of course, you see little Betsy DeVos walking to school, book in hand, surrounded by faceless men who are there to protect her.
