Climate Change And The Myth Of The Adirondack Asbestos Forest, Louis Curth Jan 2022

Climate Change And The Myth Of The Adirondack Asbestos Forest, Louis Curth

Adirondack Journal of Environmental Studies

The history of the Adirondacks offers a valuable lesson about what can happen when widespread commercial activity intersects with episodic climate events to cause extreme forest fire danger. New York State’s response to such events has been largely successful in the past, leading to a myth that the Adirondack forest is unlikely to burn because it is an “asbestos forest”.

Snapshot Of Recreational Users In The Adirondacks 2020, Jill Weiss, Jordan Elliott, Deanna Sullivan Jan 2022

Snapshot Of Recreational Users In The Adirondacks 2020, Jill Weiss, Jordan Elliott, Deanna Sullivan

Adirondack Journal of Environmental Studies

With a marked increase in recreation in popular wilderness areas and user motivations diversifying, management practices can no longer be reactionary and based on narratives and so-called anecdotal evidence. The High Peaks Wilderness Area of the Adirondacks, considered a hot spot for hiking, is faced with heavy use that threatens trail and ecosystem health. For managers to effectively protect fragile ecosystems and provide positive recreational experiences to users, a baseline of empirical data is needed. This pilot study starts that process by characterizing recreational users of the High Peaks, exploring their intent and preparation, and gaining their perspective on management …

Policy Options For Forest-Disturbance-Adapted Species Management: Assessing The Rusty Blackbird In New York’S Adirondack Park, Louis W. Hallstrom, Stephen Bird Jan 2022

Policy Options For Forest-Disturbance-Adapted Species Management: Assessing The Rusty Blackbird In New York’S Adirondack Park, Louis W. Hallstrom, Stephen Bird

Adirondack Journal of Environmental Studies

Wilderness preservation policies can sometimes create protections that lack enough flexibility to address a variety of species needs. Rusty Blackbird populations in the United States have been declining for decades due to a multitude of stressors. Populations have declined by greater than 95% since 1966 according to the breeding bird surveys (Greenburg et al., 2011). The Wilderness and Wild Forest land use designations in the Adirondack Park, New York State, are intended to preserve forests and limit anthropogenic impact on the landscape within the Adirondacks to maintain its “forever wild” status under the New York Constitution. This designation can be …

The Application Of The Right To Be Forgotten In The Machine Learning Context: From The Perspective Of European Laws, Zeyu Zhao Jan 2022

The Application Of The Right To Be Forgotten In The Machine Learning Context: From The Perspective Of European Laws, Zeyu Zhao

Catholic University Journal of Law and Technology

The right to be forgotten has been evolving for decades along with the progress of different statutes and cases and, finally, independently enacted by the General Data Protection Regulation, making it widely applied across Europe. However, the related provisions in the regulation fail to enable machine learning systems to realistically forget the personal information which is stored and processed therein.

This failure is not only because existing European rules do not stipulate standard codes of conduct and corresponding responsibilities for the parties involved, but they also cannot accommodate themselves to the new environment of machine learning, where specific information can …

Borrowed Capital And Factors Affecting Its Utilization Among Rice Farmers In The Province Of Albay, Philippines, Elmer A. Lorenzana

Journal of Public Affairs and Development

Agricultural credit programs provide opportunities for farmers to acquire the necessary farm inputs and apply appropriate technologies. However, it remains a challenge for farmers to use the credit for what it was intended for. This study aimed to measure the factors affecting the utilization of borrowed capital of 233 randomly selected rice farmers from the province of Albay using binary logit as its analytical procedure. The factors influencing the utilization of borrowed capital are the type of the optimization behavior of the farmers, sex, family size, and farm size. The output maximizers and the male farmers have a higher probability …

Public Procurement Practices And Policies: Implications For Public Research And Development In The Philippines, Nelson Jose Vincent B. Querijero, Rhea L. Gumasing, Arlene C. Gutierrez, Ruth Anne T. Ruelos, Charina Krissel D. Tingson

Journal of Public Affairs and Development

This study examines procurement practices and policies that hinder or facilitate public research and development. An online survey and interviews with key informants in 44 research development institutions (RDIs) in the Philippines were conducted. Participants include Project Leaders, members of the Bids and Awards Committee (BAC), the BAC secretariat, chief accountants, technical working groups, and suppliers. The results show that some procurement policies, workflows, and capacities of the procuring entities contribute to procurement delays. A lack of qualified or suitable suppliers and a limited market of highly specialized and scientific equipment are also factors affecting procurement efficiency. It is recommended …

Journal of Public Affairs and Development

The importance of access to and the proper utilization of technology in improving farm productivity is widely recognized. For this reason, many interventions focus on the development and promotion of farm technologies in rural areas. Sariaya, Quezon is one of the recipients of the programs of the Department of Agriculture (DA), particularly the Bayanihan Agri Clusters (BACs), the Rice Competitiveness Enhancement Fund (RCEF), and the Rice Business Innovations Community Program (RiceBIS). While these programs are being implemented, the adoption of certified seeds technology in the community remains low. Policy Delphi technique was employed to formulate policy outcome forecast, issue statement, …

Promote Smart Decarceration And Eliminate Racism Grand Challenges For Social Work: Reimagining Marijuana Policy, Charles H. Lea Iii, Gaby Mohr, Susan A. Mccarter, Sarah B. Coughlin, Aaron Gottlieb, Briana S. Partlow, Keshawn S. Matthews, Branden A. Mcleod

The Journal of Sociology & Social Welfare

Marijuana decriminalization and legalization policies are being passed in many state and local jurisdictions throughout the United States (U.S.). In this process, many lawmakers have used the argument that these policies and associated practices will redress racial disparities in the criminal punishment system. Yet, the evidence suggests this is not the case. We, therefore, use Critical Race Theory (CRT) to interrogate how marijuana-related policies and practices perpetuate collateral consequences and racial disparities in mass incarceration and recidivism to uncover the ways in which they challenge efforts to promote smart decarceration and eliminate racism. We argue that in order to effectively …

Factors Associated With Receiving Supplemental Nutrition Assistance Program (Snap) Among Newly Resettled Refugees In The United States, Edson Chipalo, Zainab Suntai, Simon Mwima

The Journal of Sociology & Social Welfare

In the United States, SNAP was made available to refugees in 1977, and most refugees rely heavily on SNAP to sustain themselves before becoming self-reliant. Knowledge of sociodemographic factors and chronic debilitating conditions related to receiving SNAP benefits among refugees is limited. This study aimed to examine sociodemographic factors and chronic debilitating conditions associated with receiving SNAP benefits among refugees resettled in the United States. This study used a cross-sectional, nationally representative sample (n=6,100) of the refugees who entered the U.S. between 2013 and 2017. The data were obtained from the 2018 Annual Survey of Refugees (ASR) from participants aged …

Opportunities And Challenges For Deploying Connected And Automated Vehicles To Address Transportation Disparities In Urban Areas, Erika Shepard, Kimberly Napoline, Frank Douma, Adeel Lari

Journal of Law and Mobility

As the development and testing of connected and automated vehicles (CAV) accelerates, it is important for government stakeholders, planners, and policymakers to have a better understanding of the challenges and opportunities CAVs will bring to infrastructure, communities, and lifestyles. There is general consensus among scholars and transportation practitioners that CAV will “disrupt” transportation systems, land use patterns, and socioeconomic power structures as they exist today. The implications of CAV on transportation infrastructure have been the subject of numerous academic and professional studies, suggesting both positive and negative effects may occur. Furthermore, in an American context, transportation planning has historically contributed to …

Setting The Agenda: The Legal And Historical Context To Best Understand How Transportation Technology Might Be Regulated To Combat Forced Labor, Brittany Eastman Jan 2022

Setting The Agenda: The Legal And Historical Context To Best Understand How Transportation Technology Might Be Regulated To Combat Forced Labor, Brittany Eastman

Journal of Law and Mobility

Transportation is a piece of all human activity. As individuals and as a society, the logistics of getting people and goods from one place to another is a question we answer countless times a day. Just today, billions of people drove to work, took the bus to school, used a rideshare to get to the store, or took the train into the city to enjoy an evening out on the town. This list does not even consider all the items people have ordered online which will be shipped and delivered to homes. Even more exciting is the innovation that inspired …

Revisiting Participatory Rural Appraisal (Pra) Related Studies And Exploring Pra's Success Determinants: A Content Analysis, Raquel Garcia-Agustin

Journal of Public Affairs and Development

Participatory Rural Appraisal (PRA) has shown that participation in development programs in poor communities can be empowering not only for the community members but also for the development workers. However, not all PRAs have seen successes especially in fulfilling their mission to encourage real participation. Hence, it is imperative to understand whether PRA has led to adequate understanding of indigenous perspective to call for action and the interest PRA serves. This analysis aims to provide critical insights and reflections from the experiences of previously conducted PRAs. It further aims to reveal whether PRAs were used effectively and successfully according to …

Journal of Public Affairs and Development

In 2016, a dramatic shift in Taiwan's politics caught China's attention. After the inauguration of President Tsai Ing-wen, Beijing increased the pressure on Taiwan. Aside from limiting Taiwan's international space, Beijing had taken other steps. This study aims to review the policy regarding the relationship among Taiwan, the US, and China. The primary data were gathered through interviews with Taiwanese key informants of different age groups. Secondary data were gathered from official documents, online sources, journal and news articles, and books. Based on the analysis of informants' opinions on this issue, the study found that the majority of informants prefer …

Texas Stakeholders’ Knowledge And Perceptions Of Chronic Wasting Disease Risks: Implications For Wildlife Agency Communications, Elena C. Rubino, Christopher Serenari Jan 2022

Texas Stakeholders’ Knowledge And Perceptions Of Chronic Wasting Disease Risks: Implications For Wildlife Agency Communications, Elena C. Rubino, Christopher Serenari

Human–Wildlife Interactions

Chronic wasting disease (CWD) is a fatal neurological disease impacting cervids. The disease can move swiftly through populations, making CWD management a priority for wildlife agencies across the United States. Stakeholder perceptions of CWD may shape behaviors that can negatively impact wildlife agencies. Thus, agencies need comprehensive assessments of stakeholder risk perceptions and enhanced understandings of how perceptions are formed to improve communications. Using a mail- and online-based questionnaire to collect data from September 2020 through January 2021, we surveyed 503 hunters throughout the state of Texas, USA, and 481 Texas landowners who owned property in CWD-affected counties to better …

Enhancing Stakeholder Engagement To Achieve The Sustainable Management Of Free-Roaming Equids, Celeste Carlisle, Dan Adams Jan 2022

Enhancing Stakeholder Engagement To Achieve The Sustainable Management Of Free-Roaming Equids, Celeste Carlisle, Dan Adams

Human–Wildlife Interactions

Wild horse (Equus caballus) and burro (E. asinus; WHB) stakeholders in the American West are divergent in their views of free-roaming equids on public lands. Management authority for free-roaming equids on designated public lands was given to the Bureau of Land Management (BLM) and the U.S. Forest Service (USFS) in 1971 by U.S. Congress with the passing of the Wild and Free-Roaming Horses and Burros Act (WFRHBA). In 1976, the Federal Land Policy and Management Act (FLPMA) mandated the BLM to manage public lands for multiple-uses, which included livestock grazing, energy development, recreation, and timber harvest. …

(Re)Empowering The Community: A Case Study Of Namibia's Legal Evolution Of Wildlife Governance, Stefan Carpenter

William & Mary Environmental Law and Policy Review

This Article will introduce the theoretical foundation of the CBC [Community-Based Conservation] approach. It will then use Namibia as a case study to both: (a) illustrate the sort of historical, political, and economic drivers that motivate the adoption of CBC across the global south, and (b) highlight the existence of potential structural weaknesses present in even the most lauded CBC programs. Finally, this Article will present some of the common theoretical and results-based criticisms of CBC and discuss broader lessons that can be drawn from the Namibian experience. The analyses in this Article draw from academic literature, Namibia’s statutes and …

Putin's Invasion Of Ukraine: What's Religion Got To Do With It?, Mark R. Elliot Jan 2022

Putin's Invasion Of Ukraine: What's Religion Got To Do With It?, Mark R. Elliot

Occasional Papers on Religion in Eastern Europe

Summary

  • As of February 24, 2022, as Russian air strikes, missiles, and tanks began pouring into an outmatched Ukraine, the Byzantine calculus of symphonia, of a mutually interdependent church and state, devolved into an unholy alliance joining at the hip a predatory Putin and a sycophantic Russian Orthodox Patriarch Kyrill.
  • Especially over the past decade Patriarch Kyrill has tied the fate of his church to that of his patron Putin, the same tragic mistake made by the same church in its defense of tsarist Russia in its death throes.
  • Since his accession in 2009, and emphatically since Russia’s moves against …

Luhansk (Donbas): Religious Freedom Survey, February 2022, Felix Corley, John Kinahan

Occasional Papers on Religion in Eastern Europe

Freedom of religion and belief is severely restricted in the rebel Luhansk People's Republic occupying currently (February 2022) about a third of Ukraine's Luhansk Region. Forum 18's survey analysis documents violations including: rendering illegal all Protestant and non-Moscow Patriarchate Orthodox communities; a climate of fear about discussing human rights violations; repeated denials of permission to a Roman Catholic priest to live in the region; and increasing numbers of banned allegedly "extremist" books, including an edition of the Gospel of John published in 1820.

All human rights including the freedom of religion and belief are severely restricted in the rebel self-declared …

Best Practices In Protestant Aid For Ukrainian Refugees: 2022, Mark R. Elliott

Occasional Papers on Religion in Eastern Europe

Excerpt: "Russia’s all-out invasion of Ukraine on February 24, 2022, dramatically accelerated Moscow’s military campaign against its southwestern neighbor which had begun in 2014. This unprovoked invasion managed to generate an equally dramatic displacement of Ukrainian civilians, some 13.5 million and counting.

"Paradoxically, the humanitarian response has been both phenomenal and inadequate. It has been phenomenal in its prodigious marshalling of resources and in its determination to alleviate enormous human suffering, calling forth impulses of generosity on a massive scale on the part of the UN, the EU, numerous individual European and North American governments, businesses, foundations, relief and development …

Nato And The Swedish Churches: Dealing With Defence Policy In The Midst Of A European Crisis, Erik Sidenvall

Occasional Papers on Religion in Eastern Europe

Excerpt: "Just like the rest of the population, Swedish Christians remain fundamentally divided in their opinions about the best way to arrange Sweden’s relationship to NATO. But the responses on the part of the churches also seem to hark back to bygone ages. National defense and foreign policy remain, in a country for centuries fundamentally shaped by Lutheran doctrine concerning the division between faith and politics, a matter for the political realm. A tense and potentially threatening geopolitical situation tends to reinforce long cherished views."

Fat Rights, Public Health Oppression And Prejudice, And The “Obesity Epidemic”, Nicholas D. Lawson Jan 2022

Fat Rights, Public Health Oppression And Prejudice, And The “Obesity Epidemic”, Nicholas D. Lawson

Touro Law Review

The pervasiveness, frequency, and intensity of fat shaming, bullying, and harassment experienced by fat people is well-documented, and three quarters of the American public support antidiscrimination protections for fat people. Yet fat people generally remain unprotected from discrimination under federal and state law in all but two jurisdictions. This Article traces these problems to the agendas of public health leaders, organizations (the Centers for Disease Control and Prevention and the World Health Organization), and associated industries, which are fighting an “obesity epidemic.” It describes some of their fat-shaming strategies and persistent public-health-crisis framings, as well as sensationalized presentations of research …
