Fusion Energy For Peacebuilding: A Trinity Test-Level Critical Juncture, Elias Carayannis, John Draper, Balwant Bhaneja

Peacebuilding used to power humanity’s quest for fusion; it still could. This article analyses the enormous implications of a burning plasma fusion breakthrough, for both worsening conflicts and peacebuilding, by applying the nonkilling global political science peacebuilding framework; the quintuple helix technology innovation ecosystem model; and recent path dependence theory. The first burning plasma will be an unprecedented historical event, with the closest parallel being the Trinity Test; we analyze the Test in path dependence terms to compare it with fusion. Peace in Northern Ireland today remains fragile despite the exhaustive peacebuilding efforts that have taken place since the Good Friday Agreement in 1998. Many aspects of the sectarian conflict have been embedded in cultural substrata of the respective communities, and cultural transformation is necessary to achieve comprehensive and sustained peace. The basic assumptions about the Other in this sectarian conflict have their origin in traumatic events that occurred more than three hundred years ago and have been reinforced by the more recent three decades of conflict known as the Troubles. This article is the second of two that describe a psychodynamically informed understanding of the sectarian conflict in Northern Ireland and an approach to cultural transformation called “cultural work” aimed at building peace among the state’s traumatized communities. The conflict between Protestant and Catholic communities has extended well into the cultural domain and is often weaponized to attack the Other. Conversations about culture quickly become stuck in a quagmire of identity politics. This article describes a psychodynamic trauma–informed approach to cultural conversations involving an in-depth analysis of culture that avoids becoming stuck. In the last decades, humanitarian mine action (HMA) and disarmament, demobilization, and reintegration (DDR)2 processes have increasingly been recognized as essential to paving the way for sustainable development thanks to their contributions towards human security, livelihood, and access to services. The integration between the two processes, however, has not yet been fully addressed in the literature or practice. This paper seeks to identify areas where DDR and HMA intersect and, supported by anecdotal evidence, suggest a conceptual framework for future research and implementation. The 2019–20 Hong Kong protests, commenced in March 2019, were triggered by the introduction of The Fugitive Offenders and Mutual Legal Assistance in Criminal Matters Legislation Bill 2019 by the Hong Kong government. In June 2019, peaceful civil disobedience escalated into violence, signalling the emergence of polarization and antagonism in the city. As of December 2019, an estimated 300,000 excess probable depressive cases and 810,000 suspected PTSD cases were associated with the 2019–20 social unrest. Local ownership has become a basic tenet of post-conflict peacebuilding strategies sponsored by the International Community. However, research on peacebuilding underlines a gap between policy discourse and actual practice. This paper illustrates the challenges and opportunities posed by the promotion of local ownership by assessing the case of Sierra Leone. This West African country is often labelled as one of the most successful peacebuilding interventions thus far. However, by analysing the interaction between insiders and outsiders during the initial post-conflict phase (1996-2007), this paper concludes that stakeholders perceived differently the meaning and policies associated with the concept of local ownership. …

Over the years, critical studies scholars have criticised liberal peacebuilding strategies for their elitist top-down policies, which hardly pay attention to the local concepts and acts of peace. Critical peace and conflict studies scholars’ advocacy for ‘everyday peace’ comes from negotiated governance, where loosely coordinated processes surpass liberal peace's top-down policies. Therefore, everyday peace recognises people's commentaries and practices shaping their resistance, resilience, and negotiation with conflicting groups. In particular, women and people far from city centres are often marginalised or are not included in peacebuilding efforts.
