Social work was not originally an office-based profession but has become one in the past few decades. In the process, the information technology of social work practice has changed relatively little. Social work practice has yet to develop unique computer applications, comparable to developments in medicine, law, architecture, education and other fields. This paper is an effort to propose a moderately optimistic future for the personal care sector of human services. It is proposed that the best available future scenario for personal care services between now and the year 2019 is to concentrate on privatization of service delivery on a small-scale basis. Government, in this model should be limited largely to three roles: 1) source of venture capital; 2) regulation of service delivery; and 3) income maintenance for the poorest populations. The study examined the Black church laity's expectations of the urban minister regarding his involvement in specific social and political issues that confront inhabitants of urban areas. A survey was administered to individuals in Black churches of different protestant denominations in a Southeastern Virginia City in order to determine the degree of the laity's expectations. Specifically, the survey sought answers to the questions: Do Black church laity expect the minister to deal with socio-economic and political problems in urban areas? and, What particular urban problems do the laity expect the minister to offer leadership in facing or solving?

Project INISS is a research project seeking to establish the information processing practices of social workers in Great Britain. This article summarizes its most important findings for U.S. social workers and social administrators. Originally published in 1983, this article offers a snapshot of information practices in human services organizations a decade before the widespread adoption of the internet and just prior to the early beginnings of ubiquitous – nearly universal – use of computers for record keeping and information processing by social workers.

The rural agency on aging did not – could not – engage in effective social planning because it was charged with a full range of responsibilities for sub-state decisionmaking among competing grant applicants. Several aspects of the Area Agency on Aging (AAA) planning mission are identified and discussed including “plan preparation”, rational decision-making, sub-state allocations and needs meeting. Widespread acceptance of the legitimacy of AAA planning goals generated three alternative models, which are termed the case management, inter-organizational and community structural approaches. The 1978 Amendments to the Older Americans Act called for the establishment of social planning, greater emphasis on the needs of the frail elderly (“those in greatest social and economic need”), the establishment of community “focal points” and “comprehensive and coordinated service delivery systems” in rural and urban communities. The amendments were implemented in the 1980 guidelines to Area Agencies on Aging. Three models of computer-based information processing are discussed: Cybernetic, Management Information Systems and Natural Language Processing. The latter is most consistent with social casework information needs because of its potential to focus on the problems of the meaning of social action.

The HSUS came into being because, for several years previously, a great many people throughout the United States were aware of the tremendous need for a strong humane group that would actively endorse and work towards eliminating, on a national scale, some of the more obvious cruelties and injustices imposed on animals in slaughterhouses and by uncontrolled breeding of domestic pets. They also realized the necessity for a humane organization that would act in a missionary role, to encourage and assist in the formation of humane societies in the thousands of towns and areas where none existed.

The advent of federal funding for rural social services during the late 1960s and 1970s brought about changes in the political organization of rural America. A host of new organizational actors, like Area Agencies on Aging and various local aging agencies were created in rural communities across the country, in the wake of Baker v. Carr with its “one man/one vote” principle and funding through programs like the Economic Opportunity Act and the Older Americans Act. The Humane Society of the United States is likewise working and speaking for the millions of Americans who care about animals. HSUS is investigating federal agency animal management programs; testifying on Capitol Hill; providing expert advice to legislative committees and congressmen; taking legal action in federal courts; serving on advisory committees; and monitoring legislative, regulatory, and legal affairs having to do with animals.

A Hands-On Museum For Children, Stephanie Townsend

This paper concerns itself with the preparation for the development of a children's hands-on museum. Included is a definition of such a museum, a rationale for this type of museum, organizational considerations of a community museum, four exhibits intended to stimulate and guide children's cognitive processes, and a brief summation. The rationale for this children's museum is derived primarily from Piaget's theory of cognitive developmental psychology. Thus, the exhibits are exemplars of Piagetian curriculum. The organization section emphasizes Guthe's philosophy concerning museum organization.

This study is a follow-up to an earlier (1971) proposal for the application of Input-output analysis to social planning in human services (Repository item #753), and predates current models of human services as part of the nonprofit, or third sector. The manuscript details a study of financial inputs and service outputs in human services in the United Way system of Knoxville TN, noting a variety of quantitative ratios and measures of the human services delivery system, and assessing some of the strengths and weaknesses of the matrix approach.

In 1967, the U.S. Labor Department and Office of Economic Opportunity and other federal agencies undertook an experiment in regional manpower planning labeled the Cooperative Area Manpower Planning System, or CAMPS. This paper, written during my graduate program in public administration, 1969-1970 reflects my experience as a rural community action program director and an ex-officio participant in the CAMPS planning process of a rural region in southern Minnesota during 1967-1968.
