Security Threats, American Pressure, And The Role Of Key Personnel: How Nato’S Defence Planning Process Is Alleviating The Burden-Sharing Dilemma, John R. Deni Oct 2020

Security Threats, American Pressure, And The Role Of Key Personnel: How Nato’S Defence Planning Process Is Alleviating The Burden-Sharing Dilemma, John R. Deni

Books, Monographs & Collaborative Studies

In 2017, for the first time since the end of the Cold War, none of the capability targets identified in NATO’s quadrennial NATO Defence Planning Process (NDPP) were left on the negotiating table. Previously, capability targets were identified by the alliance’s secretariat, but they remained unfilled as allies failed to assume responsibility for them.

This monograph examines the 2014–18 iteration of the NDPP, which represented a stunning turnaround in transatlantic burden sharing. The analysis reveals a combination of factors—the changed threat environment, political pressure from Washington, and the role of “policy entrepreneurs” working within NATO—best explain the alliance’s success in …

The Greek Credit Guarantee Scheme (Greece Gfc), Daniel Thompson Oct 2020

The Greek Credit Guarantee Scheme (Greece Gfc), Daniel Thompson

Journal of Financial Crises

Beginning in 2008, many Greek banks began to face liquidity strains and capital problems as a result of the global financial crisis. In October 2008, Eurozone leaders released a declaration requiring all participating nations to ensure adequate liquidity, facilitate ease of funding, and recapitalize banks. On November 7, 2008, the Greek Ministry of Economy and Finance submitted a draft law, Law 3723, to the European Commission to fulfill the above directives through the Bank of Greece (BOG). While Law 3723 consisted of three main “pillars,” the focus for this case is pillar II, the credit guarantee scheme, otherwise known as …

On The Shores Of Greece: Eu Migration Policy In The 2015 Refugee Crisis Through The Lens Of The Comprehensive Refugee Response Framework, Victoria Macdonald Oct 2020

On The Shores Of Greece: Eu Migration Policy In The 2015 Refugee Crisis Through The Lens Of The Comprehensive Refugee Response Framework, Victoria Macdonald

Global Studies Student Projects

This paper breaks down elements of the EU’s response to the 2015 refugee crisis through the case of Greece, specifically in light of the four components in the UN’s Comprehensive Refugee Response Framework. Especially important in the regions of the Mediterranean and Europe since the beginning of the 2015 refugee crisis, this paper defines elements of migration within the European context. Furthermore, it seeks to understand how preference for political and national security over humanitarian aid and action highlight policy failings in light of the UN’s Comprehensive Refugee Response Framework.

Negotiating Afro-Jewish Identity In The Cabo Verdean Diaspora, Alma Gottlieb Oct 2020

Negotiating Afro-Jewish Identity In The Cabo Verdean Diaspora, Alma Gottlieb

Journal of Cape Verdean Studies

In this paper, I explore how diasporic Cabo Verdean-Americans with Jewish ancestry (especially those living in the New England region of the U.S.) experience their racially and spiritually mixed (and doubly or even triply stigmatized) identity. Being African in (racist) North America presents enormous challenges. Being Jewish in (increasingly anti-Semitic) North America presents different but somewhat parallel challenges. To account for unexpected identity crossings, I combine critical race theory with a Geertzian approach to understanding social worlds. In chronicling the experiences of Cape Verdeans who embrace divergent components of their multi-layered racial and spiritual heritage, I consider whether Cabo Verdeans …

The Cape Verde Jews: An Identity Puzzle, Marco Piazza Oct 2020

The Cape Verde Jews: An Identity Puzzle, Marco Piazza

Journal of Cape Verdean Studies

The American historian and epistemologist Hayden White said that «there can be no ‘proper history’ which is not at the same time ‘philosophy of history’» (1973, p. XI). But it could also be argued that one cannot make history of philosophy or history of ideas without working on historical data. The data on which I would like to draw attention in this contribution are seemingly reducible to a small thing: they refer to a micro-history that has left few traces, some tombs, surnames, oral memories, and a couple of toponyms. In these pages I will try to show how emblematic …

Whose Independence? Cabo Verdean-Americans And The Politics Of National Independence Of Cabo Verde (1972-1976), Abel Djassi Amado Oct 2020

Whose Independence? Cabo Verdean-Americans And The Politics Of National Independence Of Cabo Verde (1972-1976), Abel Djassi Amado

Journal of Cape Verdean Studies

In this paper, I argue that anti-colonial politics in the late colonial period of Cape Verde had an important diasporic content. During the 1960s, Cabo Verde began a long, increasingly violent effort to attain independence from Portugal (finally achieved in 1975). Diasporic Cabo Verdeans in the US responded in surprisingly variable ways to the political resistance claiming their national homeland. In this paper, I focus on responses by two political groups that emerged as central in the Cabo Verdean diaspora: the PAIGC-USA Support Committee and the Juridical Congress of World Cape Verdean Communities. I argue that these two groups constituted …

Report From Oakland: The Art Of Insurrection, Pedro Lange-Churión, John Zarobell

Global Studies Faculty Publications

At the end of May, the third month of a shelter-in-place order in the counties of the San Francisco Bay Area, protests erupted daily in Oakland (California) following the killing of George Floyd in Minneapolis. After a spree of early looting, the businesses along Oakland’s main corridors—many still closed to the public today, in November—had boarded up their windows leaving a ready canvas for a host of street artists and muralists to make their mark. The protest works that emerged are both beautiful and politically fraught, exposing some of the most sensitive social and economic divisions in the US. With …

Multiple Religious Belonging: Russian Reflections, Elizabete Taivāne Oct 2020

Multiple Religious Belonging: Russian Reflections, Elizabete Taivāne

Occasional Papers on Religion in Eastern Europe

Russian experts in Religious Studies are not acquainted with the notion of multiple religious belonging. Gradually, they are becoming more aware of contact and interrelation among different cultures and religious traditions. They question whether new synthetic forms of religiosity, which combine aspects of Christianity, Islam, Hinduism, Buddhism, etc., are possible and what the result of such a synthesis is. A few arguments in favor of exclusivity by prominent Russian experts in religious studies are touched on in this paper. One of the most popular is the incompatibility of different cultural paradigms and anthropological patterns.

Gender-Based Violence During The 2020 Covid-19 Pandemic: New Challenges And Adaptations At Haguruka, Asia Korkmaz Oct 2020

Gender-Based Violence During The 2020 Covid-19 Pandemic: New Challenges And Adaptations At Haguruka, Asia Korkmaz

Independent Study Project (ISP) Collection

Haguruka is a Rwandan NGO founded in 1991 that works to ensure Rwandan women and youth’s access to their legal rights. In addition to providing free legal aid, Haguruka runs educational and capacity building programs across the country to combat gender-based violence (GBV).1 When the Rwandan government instituted lockdown measures to prevent the spread of the COVID-19 pandemic in January of 2020, many of Haguruka’s programs were no longer feasible under the new guidelines. Additionally, emerging research has shown that incidents of GBV have increased globally due to policies to combat COVID-19.2 Rwanda is no exception. Through a desk review, …

Analyzing The Social Impact Of Gacaca Courts In The Reconciliation Process In Rwanda, Mary Thibodeau Oct 2020

Analyzing The Social Impact Of Gacaca Courts In The Reconciliation Process In Rwanda, Mary Thibodeau

Independent Study Project (ISP) Collection

Restorative justice is often misunderstood by Western academia in the context of community-based justice systems in African nations. The Gacaca courts used in Rwanda after the 1994 genocide against the Tutsi are frequently criticized for their procedures and outcomes. However, a majority of these criticisms come from Western authors without having engaged in conversations with Rwandans and observing the effects of the trials within the nation. The only people who know and understand the impact of the Gacaca courts are Rwandans. I have been researching how the Gacaca trials contributed to homegrown solutions and their impact within communities in Rwanda …

A Reflection On Religion And Churches In Slovakia 30 Years After The Fall Of Communism, Ján Juran, Lubomir Martin Ondrasek

Occasional Papers on Religion in Eastern Europe

Thirty years after the fall of the communist regime in Slovakia presents an opportune time to reflect on various issues related to the broad subjects of religion and society, state-church relations, and the public ministry of the church. The aim of our paper is to offer such reflections with an emphasis on understanding the historical context and religious developments that affect Slovakia’s current reality and must be taken into account when considering present and future challenges and opportunities. The paper consists of two main parts.1 In the first, we present a brief history of Christianity in Slovakia, elucidate developments with …

The Other China Model: Daoism, Pluralism, And Political Liberalism, Devin K. Joshi Oct 2020

The Other China Model: Daoism, Pluralism, And Political Liberalism, Devin K. Joshi

Research Collection School of Social Sciences

While scholars often portray Chinese political thought and tradition as standing in opposition to Western notions of political liberalism, little consideration has been given to compatibility between liberalism and Daoism, a prominent religion and long-standing alternative school of thought among Chinese peoples. Addressing this gap in the literature, this study in comparative political thought compares Laozi’s Dao De Jing with John Stuart Mill’s On Liberty to illustrate certain core political ideas in the Dao De Jing and their treatment in Mill’s landmark text on political liberalism. Although the two texts diverge in terms of advocacy of popular representation, public contestation, …

Belarus: Religious Freedom Survey, October 2020, Olga Glace

Occasional Papers on Religion in Eastern Europe

Before the UN Human Rights Council Universal Periodic Review (UPR) of Belarus on 2 November, Forum 18 notes continuing violations of freedom of religion and belief and of interlinked freedoms of expression, association, and assembly. These have worsened amid widespread continuing protests against falsified results of the August 2020 presidential election, and against the regime's other serious violations of the human rights of the people it rules.

The Trabant And The Mercedes: A Psychological Analysis Into The Disjunction Of German Reunification, Faith Morris Oct 2020

The Trabant And The Mercedes: A Psychological Analysis Into The Disjunction Of German Reunification, Faith Morris

Senior Theses

Ostalgie, a combination of the German words Ost (east) and Nostalgie (nostalgia), is the psychological phenomenon that describes former East Germans’ longing for a return to aspects of life from the period of communist rule. This paper explores the phenomenon of Ostalgie in reunified Germany in relation to psychological constructs of nostalgia and collective identity.

Ostalgie is essentially both a means and an end. This paper seeks to prove Ostalgie is a means of creating identity, formulated by the interplay of nostalgia and certain social conditions that combined with and aided the failure of democratic capitalism for former East …

From Third World To First World: Law And Policy In Singapore’S Urban Transformation And Integration, Tan K. B. Eugene Oct 2020

From Third World To First World: Law And Policy In Singapore’S Urban Transformation And Integration, Tan K. B. Eugene

Research Collection Yong Pung How School Of Law

The physical transformation of a colonial backwater city, Singapore, in one generation has been described as a feat of urban planning, renewal, and development. Less studied is the political will of the government to create a thriving city fit for purpose. Even less studied is the role of law that provides the powerful levers for the rapid and deep-seated changes to the urban landscape in Singapore. In this regard, the mindset shift that accompanied the massive urban transformation has facilitated a national psyche that embraces the material dimension of progress, for which urban renewal is not just a mere indicator …

Covid-19 And The 2019/20 International Moots Season, Siyuan Chen

Research Collection Yong Pung How School Of Law

This is the sixth annual review of Singapore’s performance in notable international moot competitions. This season will of course be known as a highly disrupted one, beginning with the Hong Kong unrest that barred some teams from participating in LAWASIA (for which Singapore has been to the last four championship) and COVID-19 that led to the outright cancellation of various Grand Slam moots including the Jessup, International Criminal Court, and Frankfurt (for which Singapore has regularly featured in the championship). Smaller niche moots, such as the International Maritime Law Arbitration and Private Law competitions, were also not spared and either …

Revisiting The Law Of Confidence In Singapore And A Proposal For A New Tort Of Misuse Of Private Information, Cheng Lim Saw, Zheng Wen Samuel Chan, Wen Min Chai

Research Collection Yong Pung How School Of Law

This article critically examines the recent Court of Appeal decision in I-Admin (Singapore) Pte Ltd v Hong Ying Ting [2020] 1 SLR 1130 and its implications for the law of confidence. The article begins by setting out the decision at first instance, and then on appeal. It argues that the Court of Appeal’s “modified approach” fails to meaningfully engage the plaintiff ’s wrongful gain interest and places the law’s emphasis primarily, if not wholly, on the plaintiff ’s wrongful loss interest. The new framework also appears to have been influenced by English jurisprudence, which has had a long but unhelpful …

Iot-Enabled Community Care For Ageing-In-Place: The Singapore Experience, Hwee-Pink Tan

Research Collection School Of Computing and Information Systems

The paradigm of ageing-in-place – where the elderly live and age in their own homes, independently and safely, with care provided by the community – is compelling, especially in societies that face both shortages in institutionalized eldercare resources, and rapidly ageing populations. When the number of elderly who live alone rises rapidly, support and care from their communities become increasing crucial. Internet of Things (IoT) technologies. They can become the fundamental enabler for smart community eldercare. In this presentation, I would like to share our experiences and learnings gathered from large-scale deployments of IoT systems in in-home and community spaces …

Breaking State-Centric Shackles In The Who: Taiwan As A Catalyst For A New Global Health Order, Ching-Fu Lin, Han-Wei Liu, Chien-Huei Wu

Research Collection Yong Pung How School Of Law

After World War II, states established World Health Organization (WHO), recognizing that “the health of all peoples is fundamental to the attainment of peace and security.” This aspiration, embedded in GlobalHealth governance, introduces a paradox vis-à-vis the WHO’s state-centric institutional design. Though Taiwan alerted the WHO to potential human-to-human transmission in the early stage of the pandemic, its participation in the WHO remains limited, contrasting the WHO’s goal of health for all peoples sharply against its outdated emphasis on statehood and power politics. This Essay critically assesses how and why state-centric international health governance neither delivers its goal to “promote and …

Book Review: Victoria Smolkin, A Sacred Space Is Never Empty: A History Of Soviet Atheism, Nadieszda Kizenko

Occasional Papers on Religion in Eastern Europe

Everyone thinks they know about Soviet atheism. The rough outline goes something like this. With communism, atheism became the new religion. Lenin’s body in the Red Square mausoleum was the functional equivalent of the relic cult. After the fall of communism, religion came back. Atheism is over. End of story.
