National security has been a preserve of the State to the detriment of the welfare of the masses. Human security on the other hand incorporates the basic security elements that are globally recognized and touch on the daily lives of the masses. The Ten Household Cluster Initiatives that have been practiced in East Asia, Caribbean and parts of Western Europe and adapted in Eastern Africa are an avenue through which human security can be addressed though they are tightly controlled by the state and characterized by human rights flaws. When studying local state building this article addresses the questions how does state led conflict mitigation in post conflict Rwanda work? How is it experienced by the citizens in terms of participation, accountability and local state legitimacy? Theoretically, the study engages with literature on state-building, state society relations and local conflict mitigation. Historical memory is how we remember the past in association with our group identities. One of the main historical memories that we take part in is the historical memory of the country in which we live. Its social nature can be problematic, leaving gaps in place of horrific events that a country would rather not remember. I argue that gaps are permeated throughout historical memories and that this has allowed for problems of the past to persist in the present, no matter how a country has gone about their process of forgetting. April 07, 1994, will forever remain in the history of Rwanda, as it commemorates the beginning of the Rwandan genocide. In 100 days, an estimated 800,000 people, who were overwhelmingly Tutsi, lost their lives at the hand of their neighbors, friends, and families. Although the genocide occurred 26 years ago, there is still much debate surrounding the cause of this tragedy. While some scholars have suggested that the genocide was triggered by contemporary economic and political factors, this thesis is taking a post-colonial approach by bringing into context the colonial history of Rwanda. This thesis explores liminality conveyed as displacement before death in the network narrative films of Alejandro Gonzalez Iñárritu. Due to their depiction of existential crises and possibly fatal scenarios of several characters in different countries and regions, these network narrative films are colloquially referred to as the “Death Trilogy.” Therefore, rearranging the many strands of death-related abstractions and notions in these films around liminality becomes a jumping-off point to explore deeper layers of these works. This report examines trends in votes cast between the 2016 and 2020 presidential elections in 1) the 101 counties in the United States in which Latinos comprised 50% or more of total populations; and 2) in the 35 counties in the U.S. which had the largest Latino populations.These latter counties were home to 50% of all Latinos living in the United States according to 2019 census data.

Focusing on the United States, this paper examines the impact of military service for the cohort of individuals that have experienced the social factors that characterize emerging adulthood as a unique stage in the life course. We argue that military service, as a turning point, may act differently in contemporary times compared to findings from past research. This difference is driven by changes in military service, the draft versus volunteer military service, and the prevalence of emerging adulthood. As digital goods gain traction and technological advancements that enable and facilitate piracy develop, technological protection measures (‘TPMs’) have become indispensable tools for content-producers to safeguard their intellectual property (‘IP’) rights. Like other intellectual property laws, there is an inherent tension in TPM protection provisions between safeguarding the content-producers’ IP rights and the consumers’ collective legitimate right to access works. TPM protection may be overly broad in two major ways. Firstly, by an inefficacious transposition of the rights and authority requirements, which stems from Article 11 of the WIPO Copyright Treaty. Since 1990, The Substation has been the sole occupant of the conserved building at 45 Armenian Street. Over the years, it has transformed the once-abandoned power station into Singapore’s first artist-led multi-disciplinary arts centre. However, in February 2021, The Substation was officially asked to vacate the building. Although the current situation facing The Substation is not new or unique, its impending fate is emblematic of, and raises deep questions about the progressively precarious and capricious conditions of arts practice in Singapore. The major churches in Hungary—Catholic, Calvinist and Lutheran—felt concerned about the Corona pandemic, especially about Sunday services. As in the spring wave, so in the autumn wave, the question of offline/online services was in the center of public communication. It has kerygmatic reasons—especially among Catholics—since, according to Vatican II, the Eucharist is the source and summit of the relationship with God. (Lumen Gentium 11.) The article examines the ethical responses of the Christian communities of the first centuries to the challenges of the Antonine Plague and the Plague of Cyprian. During these times, the institutionalization and development of the Christian church took place, and thus the strategies of its social service and behavior in the conditions of acute social crises and trials were developed.
