Internationalization Struggles And Student Mobility: Ethnic Exclusion And Racism In Philippine Higher Education, Yasmin Y. Ortiga

There is an extensive literature on student mobility that seeks to understand the nature of, rationales for and consequences of internationalisation in higher education. This scholarship primarily focusses on students studying in the ‘west’. This paper shows how ‘atypical’ student destinations also illuminate the contradictions of internationalisation, revealing the challenges faced by higher education settings beyond academic centres in the west. Drawing on the case of the Philippines, I discuss how private universities actively recruited international students to maximise profits from student tuition. Yet, these efforts led to a backlash among Filipino educators and students, prompting administrators to institute policies …

The article traces the institutional history of theological education in Ukraine from the Ostroh Academy (1576) to the present, proposing a typological framework of four models. The Ostroh Academy is interpreted as a proto-university synthesising Orthodox confessional formation, humanist learning, and civic responsibility. The Kyiv-Mohyla Academy (1632/1701) is read as a paradoxical Counter-Reformation continuation of the same logic, appropriating the Jesuit collegium model as an instrument of resistance to Polonisation and Latinisation. The eighteenth-century network of collegia — Chernihiv, Pereiaslav-Khmelnytsky, Kharkiv, and the Poltava Slavonic Seminary — is treated as a mature networked form integrating theological education with Pietist influences …

In Ethiopia, more than 16 million people face hunger and malnutrition due to conflict, poverty, or extreme weather conditions caused by climate change. In 2005, the government launched its flagship social protection strategy, the Productive Safety Net Program (PSNP), to meet the food security needs of the rural population by providing humanitarian food access and boosting productive capacity to reduce vulnerability. This work-for-food/cash transfers program allows beneficiaries to buy food while working on public infrastructure. The transfers can then be used to help participants build livelihood assets and become more resilient to shocks. Although the PSNP has substantially improved food …

Focusing on Liberia, this study investigates the efficacy of governance feminism (GF) and international conflict feminism (ICF) in postconflict liberal peacebuilding, specifically analyzing United Nations Security Council Resolution 1325 and the Women, Peace, and Security (WPS) agenda to reveal critical gaps between policy narratives and the lived realities of Liberian women. This paper examines Thailand's anti-Chinese policies during the period of Phibun Songkhram (1938–1944; 1948–1957), exploring why they exhibited a highly contradictory pattern of “initially hardline but ultimately compromising.” It further analyzes how this policy model objectively propelled Thailand's modernization process. The article argues that while the Phibun government implemented radical anti-Chinese measures at the levels of nationalist mobilization and symbolic politics—such as closing Chinese schools, restricting Chinese-language media, imposing occupational exclusion, and promoting nationalist propaganda—it remained economically and organizationally dependent on Chinese capital, commercial networks, and professional expertise. This created a dual-track policy structure of “surface suppression and core concession.” …

This paper examines the historical and performative entanglements between tablā, the dominant percussion instrument of North India, and jorī, a paired drum preserved within the Nāmdhārī Sikh community of Punjab. While previous studies have treated these instruments in terms of their historical origins or musical functions, this study argues that their relationship is best understood through forms of frictional entanglement, in which bodily technique, material conditions, aesthetic orientations, and religious practice do not align but actively interfere with one another.

Using public ethnography anchored in the post-development theory and interpretivist epistemological paradigm, this study examines what we term the ‘socio-cultural milieus dynamics’ (SCMD) of the Solomon Islands (SI) and how these shape meaning, discourse, and practice in ways that influence Australia's aid localisation efforts and aid outcomes. The findings indicate that local communities are deeply entrenched in complex SCMD with heterogeneous networks of decision-makers within the ecosystem. These SCMD, we argue, are evident in the structural and contested roles associated with the gendered composition of local committees, the power asymmetries between dominant local elites and subalternised groups, and the relationalities …

This article analyzes how the UN constructs capacity building as an element of its development agenda. It theorizes that the UN operates as a governmental actor, adopting and pursuing a political rationality of good governance, while also navigating structural limitations to its organizational authority in implementing this agenda imposed by the liberal international order. This client report examines recurring military coups in the Sahel region of Africa and the probability of implications for U.S. interests. We incorporated analysis of terrorist organizations, adversarial involvement in the region, and projected socioeconomic factors in the next three to five years. Our analysis indicates these factors could pose a direct threat to U.S. national security interests. Current U.S. policy prohibits aid distribution to coup governments, increasing the likelihood that Sahelian countries will turn to U.S. adversaries for economic support.
