The last decade or so witnessed very significant changes to the disclosure regime for criminal proceedings in Singapore. These came mainly in the form of the enactment of the current Criminal Procedure Code, as well as the landmark cases of Muhammad bin Kadar v Public Prosecutor [2011] 3 SLR 1205 and Muhammad Nabill bin Mohd Fuad v Public Prosecutor [2020] 1 SLR 984. The 2012 amendments to the Evidence Act “significantly broadened the admissibility criteria for expert evidence”; at the same time, the judicial discretion to deny admissibility of relevant expert opinion evidence was also introduced. This article considers the key developments pre- and post-amendments, and in doing so provides an updated framework for prosecutors and defence counsel alike to admit and challenge expert opinion evidence in criminal proceedings. By a judgment of Lord Sumption with which a majority of the court agreed, the Supreme Court in MWB Business Exchange Centres Ltd. v Rock Advertising Ltd. [2018] UKSC 24, [2019] A.C. 119 ruled that a contractual term which prescribed that the contract was not amendable save in writing signed by or on behalf of the parties (a No Oral Modification or “NOM” clause) was effective to invalidate subsequent oral variations to the contract. Trade secret protection law has been an important complement to patent law and has gained increasing importance over the last three decades, not least in Asia. Major Asian countries are now at a crossroads, as some (Japan, Korea, Thailand, Taiwan, and China) are following the US approach to criminalizing trade secret infringement and imposing harsher penalties on economic espionage (Japan, Korea, Taiwan, and China). This paper identifies many of the problems associated with trade secret protection, provides indicators of the overprotection of trade secrets, and warns against its many side effects. Mass rapid transit (MRT) PPPs have proliferated in the past two decades. This chapter provides a framework to categorise and understand alternative PPP designs. As MRT systems are inherently large, unprofitable and risky projects, PPP design is critical to project success and sustainability. We study the experiences of MRT PPPs in London, Hong Kong, Singapore and Beijing to understand factors underlying success and failure and to arrive at policy recommendations for PPPs. Policymakers need to have additional governance improvement and risk mitigation measures in place when tied supply chains are utilised. The ASEAN region is one of the most susceptible regions to climate change, with three of its countries—Myanmar, the Philippines, and Thailand—among those that have suffered the greatest fatalities and economic losses because of climate-related disasters. This paper reveals that the ASEAN’s environmental performance is sorely lagging other regions despite evidence of its cohesive and comprehensive efforts to mitigate emissions and build up adaptive capacity to climate-related disasters. Within the ASEAN, there exist gaps in environmental performance between each country. This suggests that increased cooperation between individual ASEAN countries is pertinent for the region to collectively combat climate change. In …

Purpose: The COVID-19 pandemic has spurred a concurrent outbreak of false information online. Debunking false information about a health crisis is critical as misinformation can trigger protests or panic, which necessitates a better understanding of it. This exploratory study examined the effects of debunking messages on a COVID-19-related public chat on WhatsApp in Singapore. To achieve Higher Education Act Title V funding goals, policymakers must reconsider approaches, respond to Hispanic-Serving Institution (HSI) diversity, and prioritize servingness. This study investigated HSI heterogeneity across traditional performance metrics and student-engagement indicators using data sources previously only examined independently. A multi-step TwoStep cluster analysis revealed six clusters of HSIs. The two most important predictors of cluster membership were years with an HSI designation (transitioning and established) and institution type (associate, bachelor, and special focus). Key quantitative metrics may be useful for policy actors seeking an equity-minded Title V award strategy that considers HSI heterogeneity and prioritizes HEA Title …

Jue Insight: Migration, Transportation Infrastructure, And The Spatial Transmission Of Covid-19 In China, Bingjing Li, Lin Ma

This paper evaluates the impacts of migration flows and transportation infrastructure on the spatial transmission of COVID-19 in China. Prefectures with larger bilateral migration flows and shorter travel distances with Hubei, the epicenter of the outbreak, experienced a wider spread of COVID-19. In addition, richer prefectures with higher incomes were better able to contain the virus at the early stages of community transmission. Using a spatial general equilibrium model, we show that around 28% of the infections outside Hubei province can be explained by the rapid development in transportation infrastructure and the liberalization of migration restrictions in the recent decade.

Rethinking The Role Of Employment Barriers In Active Labor Market Policy: Evidence From A Fixed Effects Analysis, Jian Qi Tan, Irene Y. H. Ng, Kong Weng Ho

Using a panel dataset from a five-wave survey of participants in Singapore’s Work Support Programme (WSP) from 2010 to 2016, we quantify the cumulative negative impact of facing multiple employment barriers and demonstrate the association between the individual stressors and labor market indicators. Using a fixed effects model to reduce the confounding effects of unobservables, we find that a one standard deviation increase in the number of employment barriers brings about a 2.7 to 3.5 percentage point increase in the probability of being unemployed and a 58 SGD to 78 SGD decrease in individual earnings.

The 1961 Campaña de la Alfabetización (CLC) [Cuban Literacy Campaign] looms large in the Cuban historical imagination as a moment of transformation, sacrifice, and triumph. A strategic partnership has become particularly relevant in the wake of the Russian war in Ukraine. Most studies focus on the historical perspective of particular special relations leaning toward the long-standing nature and stability of those relations. Others describe interstate partnerships as dynamic developments rather than static phenomena. Conventionally, strategic partnerships are multifaceted, including the spheres of economic cooperation, military assistance and partnership, and democracy promotion. This chapter explores the contrasting role of proportionality discourse in the USA and in Latin America. Although the USA provided an important constitutional model for Latin American countries, the latter does not share the former’s disinterest in the proportionality framework, which is considered foreign to the legal tradition of the country despite the fact it is arguably harmonic with the approach to law creation in the common law tradition. Mental health disparities for Black people of diverse ethnicities compared to people of other racial identities has been well-documented (Alegría et al., 2008; Maura & Weisman de Mamani, 2017). Research addressing this pervasive systemic and interpersonal problem often focuses on client-related factors that create or intensify barriers to care. However clinician-related factors (i.e., racial identity, multicultural training, implicit biases, behavior, etc.) also have a significant impact on barriers to care, retention in therapy, and clinical outcomes for people of African descent (Larrison & Schoppelrey, 2011; Owen, Imel, Adelson, & Rodolfa, 2012). This study discusses how International Financial Institutions (IFIs), primarily the International Monetary Fund (IMF), have incorporated the social dimension when designing their reform programs in the Middle East. This research explores three case studies of IMF programs in Tunisia, Jordan and Egypt, and examines how the process of designing and implementing social protection programs has changed after the Arab Spring. The Egyptian case study provides an in- depth analysis of the design of Takaful and Karama in particular and its implementation. Abstract: Since the pioneering work of John H. Dunning on the role of foreign direct investment (FDI) in the economic growth of the United Kingdom, many experts have debated the growth effect of FDI in an economy. This study investigated the impact of FDI on Colombia’s economic growth from 1990 to 2019. Moreover, it explored whether the Colombian economy has benefited from positive spillover from FDIs. Additionally, the paper examined how the stock level of human capital conditioned the effect of FDI on GDP per capita growth. This research project challenges the common belief that North Korea's pursuit of nuclear weapons and their related delivery systems in the 1990s was a fundamental shift in its foreign policy objectives toward the United States. It argues instead that North Korea has continued to pursue the rapprochement policy announced by Kim Il Sung in the early 1970s. Its findings demonstrate that the shift from rapprochement in the 1970s to provocation in the 1990s was a tactical rather than a strategic change in North Korea's foreign policy. A critical problem to study Catholicism in the context of Latin American modernity, is that the conceptual tools we use to study religion were designed to understand the transformations that modernity provoked in European religiosity. Studies on the religion of Latin Americans have largely explored the religiosity of the population through surveys that measure attendance, adherence and affiliation. During Burundi's 1993-2005 civil war, students at Buta Minor Seminary were ordered at gunpoint to separate by ethnicity—Hutus over here, Tutsis over there! They chose instead to join hands and affirm their common identity as children of God. The forty students killed were quickly proclaimed martyrs of fraternity. Their costly solidarity defused the cry for reprisals and continues to inspire Burundians and others on the path of reconciliation. Drawing on fifty interviews with survivors, parents of martyrs, neighbors, religious leaders and other Burundian intellectuals, this essay examines how Burundian Catholics understand the significance of the Buta martyrdom to their …
