In a rapidly changing environment, the behavior and decision-making power of agents may have to be adaptive with respect to a fluctuating autonomy. In this paper, a centralized fuzzy approach is proposed to sense changes in environmental conditions and translate them to changes in agent autonomy. A distributed coalition formation scheme is then applied to allow agents in the new autonomy to renegotiate to establish schedule consistency. The proposed framework is applied to a real-time logistics control of a military hazardous material storage facility under peace-to-war transition.

We consider a container terminal discharging and uploading containers to and from ships. The discharged containers are stored at prespecified storage locations in the terminal yard. Containers are moved between the ship area and the yard using a fleet of vehicles, each of which can carry one container at a time. The problem is to dispatch vehicles to the containers so as to minimize the total time it takes to serve a ship, which is the total time it takes to discharge all containers from the ship and upload new containers onto the ship. The traditional educational approach with students as passive recipients has been the subject of criticism. A constructivist learner-centered approach towards education has been argued to produce greater internalization and application of knowledge compared to the traditional teacher-centered, transmission-oriented approach. Nevertheless, contemporary instructional design models argue for the use and integration of both approaches especially in complex learning tasks. Despite the much publicized benefits of e-government, many countries are experiencing difficulty in yielding success in their e-government initiatives. Studies which adopt the national e-government initiatives as the unit of analysis remain largely rare. This paper aspires to provide an analysis of Singapore’s widely acclaimed success in the e-government effort at the national level to allow other countries to learn and gain from its experience. This paper describes G-Portal, a geospatial digital library of geographical assets, providing an interactive platform to engage students in active manipulation and analysis of information resources and collaborative learning activities. Using a G-Portal application in which students conducted a field study of an environmental problem of beach erosion and sea level rise, we describe a pilot study to evaluate usefulness and usability issues to support the learning of geographical concepts, and in turn teaching.

In this paper, we attempt to give spatial semantics to web pages by assigning them place names. The entire assignment task is divided into three sub-problems, namely place name extraction, place name disambiguation and place name assignment. We propose our approaches to address these sub-problems. In particular, we have modified GATE, a well-known named entity extraction software, to perform place name extraction using a US Census gazetteer. A rule-based place name disambiguation method and a place name assignment method capable of assigning place names to web page segments have also been proposed. Human Mental Models Of Humanoid Robots, Sau-Lai Lee, Ivy Yee-Man Lau, Sara Kiesler, Chi-Yue Chiu

Effective communication between a person and a robot may depend on whether there exists a common ground of understanding between the two. In two experiments modelled after human-human studies we examined how people form a mental model of a robot's factual knowledge. Participants estimated the robot's knowledge by extrapolating from their own knowledge and from information about the robot's origin and language. These results suggest that designers of humanoid robots must attend not only to the social cues that robots emit but also to the information people use to create mental models of a robot.

In this paper, we study a logistics problem arising in military transport planning. A military organization operates a large fleet of vehicles in a depot to serve the requests of various operational units. Each request has a fixed start and end time, and is served by a prescribed number of vehicles. We address the following two problems: (1) how many vehicles are at least needed to meet a given service level of requests; and (2) suppose we allow each request to shift its start time by a constant duration, call all the requests be met? GeogDL is a digital library of geography examination resources designed to assist students in preparing for a national geography examination in Singapore. We describe an interactive learning environment built into GeogDL that consists of four major components. The practice and review module allows students to attempt individual examination questions, the mock exam provides a simulation of the actual geography examination, the trends analysis tool provides an overview of the types of questions asked in previous examinations, while the contributions module allows students and teachers to create and share knowledge within the digital library.

G-Portal is a Java-based digital library system for managing the metadata of geography related resources on the Web. In addition to providing a flexible repository subsystem to accommodate metadata of different formats using XML and XML Schemas, G-Portal organizes metadata into projects and layers, and supports an integrated and synchronized classification and map-based interfaces over the stored metadata. In this paper, we describe the development of an appropriate metadata scheme for GeogDL, a Web-based digital library application containing past-year examination resources for students taking a Singapore national examination in geography. The new metadata scheme was developed from established metadata schemes on education and e-learning. Initial evaluation showed that a role-based approach would be more viable, adapting to the different roles of teachers/educators and librarians contributing geography resources to GeogDL. The paper concludes with concrete implementation of the role-based metadata schema for GeogDL.

Over the past several years, a number of wide-area information navigation and discovery tools have been introduced, including WAIS[1], Gopher[2], World-Wide Web[3], etc. In this paper, we describe a graphical query interface to remote bibliographic databases that can be found on the internet. A library query client, called LibSearch, has been designed and implemented using a set of APIs based on Z39.50 protocol standard[4]. Efficient Employment Of Cohorts Of Labor In The U.S. Economy: An Illustration Of A Method, A. E. Boardman, Steven M. Miller, A. P. Schinnar

This paper presents a model for the analysis of efficient labor force participation in the U.S. economy. Ridge regression estimates of the elasticities of cohorts of labor, classified by sex and occupation, are used in conjunction with wage data to illustrate the derivation of efficient allocation of labor cohorts in five economic sectors. These efficient constructs are compared with actual census data for 1960 and 1970. The results, while tentative, show a trend toward more efficient utilization of labor and greater participation by women in the work force.
