The administration of public policy has always been a challenge in the United States because power is divided and dispersed on both an institutional and a regional basis. Nowhere is this more obvious than in the administration of the federal grant-in-aid programs which developed during the 1960's. Effective administration of these programs has been hampered at the intergovernmental level by the tremendous explosion in the number of grant-in-aid programs, the increasing reliance on categorical grant-in-aid programs, the confusing network of red tape, the development of a "function bureaucracy" which has alienated state and local officials, and the lack of a …

Initially, this study began as one dealing with an extremely large segment of the socio-political spectrum---change in the American system (social,political, economic) with emphasis on the political. It become quite clear to me early in my research that the study was much too broad. to be of any use, and would at most, only occupy my time. The work is a descriptive and comparative study of the British program for economically lagging regions of the country. The author's special interest was local participation in the central Government activity. Secondary sources of information on local aspects were in short supply, and the writer relied upon interviews and unpublished documents obtained on a visit to England to supplement published material. His extensive experience in the American development program also was utilized.
The study offers a classification of elements in the programs of the two countries and identifies comparable trends which have carried further in the British experience. The study …

This thesis examines the implications that the Nixon “shocks” may have on Japan’s foreign policy. The data used consisted of books, articles, periodicals, government publications and newspapers. Examined were such important factors as: the attitudes of the political parties in Japan on foreign policy questions, the rapid rise of the Japanese economy and the implications this has had on Japan's relations with other countries, and the question of Japan's possible remilitarization, both in conventional and nuclear terms. The thesis of the research is that the States' Right Movement of 1948 in Mississippi helped to create a new political awareness among blacks for the first time since Radical Reconstruction. As a result of the Dixiecrat revolt against Truman and civil rights, blacks in the state became more assertive about their rights and in 1948 organized themselves gradually to demand their civil rights. In response to the Dixiecrat Movement can be found the origins of the civil rights movement of the fifties and sixties.

Democracy in America is often guided by the visible forces of the moment. Dangers are too often seen in the context of political interest--when fire is seen, the hoses of democratic action come wheeling out. But there is no excitement in smoke alone. The near constitutional crisis of the 1968 Presidential elections, (when the strong third party candidacy of George Wallace threatened to throw the election into the House of Representatives), caused a lot of smoke and a spark of flame. A Regional Approach: City-County Consolidation As A Method Of Local Governmental Reorganization, Anthony Gene White

City-county consolidated governments are examined to isolate factors important to the success of the consolidation process, and are measured against objective and subjective criteria for the operation of such governments. Data are obtained through survey techniques and statistical analysis of demographic information. Results indicate that such success-oriented consolidation factors inherent in city-county governments do exist and can be interrelated in a mathematical model. Consolidated governments appear to improve their ability to handle urban problems, and officials of consolidated governments are more confident of their ability to handle these problems than are officials of other metropolitan governments reorganized in different manners.

This essay attempts to use the philosophy of politics and history of George Wilhelm Friedrich Hegel to interpret a contemporary situation--the Vietnam War. The gradual involvement of America in Vietnam is illustrated by the use of Hegel's dialectic or logic. Internal problems and strife are put in perspective by Hegel's political philosophy. Problems arise because general theories must always ignore particulars in a concrete situation such as Vietnam. But Hegel's view of the world is generally applicable to the twentieth century.

The intended result of this study is a presentation of the force of personality as the chief explanatory factor in the dispute between Hamilton and Jefferson, and as chief factor in Washington's role as unwilling catalyst. The objective of this thesis is to make a comparative study of President Nixon’s use of television during his two presidential campaigns. Specific emphasis will be placed on Nixon’s use of television in both of the political campaigns. The final objective of this thesis is to record for future researchers one presidential candidate’s use of television, in two political campaigns for the presidency. The Council of Governments is a significant new approach to metropolitan cooperation. Of the approximately 150 councils (as of January, 1970), all but 14 have been established since 1965. Councils across the country are characterized by great variety in organization and representation. This paper examines this complexity, particularly in terms of membership, representation and voting.
The first chapter is primarily a short history of the council movement and the forces which have helped to shape its development. The second examines the variety of council functions, organizational structures and financial arrangements.

This paper is an examination of conflicting views regarding American defense policy which surfaced in a debate during the winter and spring of 1950-51 between the Truman Administration and its supporters and a group of conservative Republicans. The research problem involved unraveling the debate's manifold issues, determining its outcome, and analyzing the impact of that outcome on the future of American foreign policy, particularly in Asia.

Henry Carter Stuart was a prominent farmer and wealthy businessman in Southwestern Virginia. He was a politician in the hard fought "Redeem the Ninth" Congressional election of 1910. And, he was elected, unopposed in both the primary and general elections, to the governorship of Virginia in 1913.
Although he reached the highest political office in the State, Virginia history gives Stuart no more than a mere mention. For many years, the school elections in Little Rock have followed a traditional pattern of meager voter turnout . School elections, prior to the 1967 election, were mentioned briefly in newspaper articles. The platforms were of the same general nature year after year. They included taxes, school expansion, better facilities, and higher teacher salaries. Candidates seldom, if ever, campaigned publicly and actively. Posters were usually placed throughout the city. This small all-Negro town was incorporated in 1963, but does not give much evidence of development since that time. This critical analysis seeks to discover some reasons for this lack of development. Finally in the 1880’s there emerged a reformist group which was ultimately to be the model of the viability, adaptability, effectiveness, and success of evolutionary socialism. The group called itself the Fabian Society and in the beginning it seemed to be not unlike other protest or reformist groups which were springing up all over England at the time. The difference was that this group, though always small in numbers, was to have a tremendous impact throughout England and the rest of the democratic world. The purpose of this study was to examine the civil rights phenomena in the context of the Negro riots during the years 1963-1968. The inadequacies of this study are in part due to the material upon which it is based. The reports of the state study commissions did not deal with racism adequately, or the probability of implementation of various recommendations. Consequently, this paper could not treat these topics except perfunctorily. In turn, it was difficult to assess the practicality of various proposal since the extent of these variables was unknown. This paper presents a study of the Twenty·-Fifth Amendment to the Constitution of the United States of America. The Amendment was first proposed to Congress as Senate and House Joint Resolutions in February 1965. It became law in February 1967, when Nevada secured the distinction of being the 38th state to ratify it, thus fulfilling the required agreement by three·-fourths of the states.
The Amendment has not yet been tested. It is the first comprehensive legislative attempt to solve three related problems that have plagued the executive branch of our government since the earliest days of the Union.
