The administration of public policy has always been a challenge in the United States because power is divided and dispersed on both an institutional and a regional basis. Nowhere is this more obvious than in the administration of the federal grant-in-aid programs which developed during the 1960's. Effective administration of these programs has been hampered at the intergovernmental level by the tremendous explosion in the number of grant-in-aid programs, the increasing reliance on categorical grant-in-aid programs, the confusing network of red tape, the development of a "function bureaucracy" which has alienated state and local officials, and the lack of a …

The work is a descriptive and comparative study of the British program for economically lagging regions of the country. The author's special interest was local participation in the central Government activity. Secondary sources of information on local aspects were in short supply, and the writer relied upon interviews and unpublished documents obtained on a visit to England to supplement published material. His extensive experience in the American development program also was utilized.

This thesis examines the implications that the Nixon “shocks” may have on Japan’s foreign policy. The data used consisted of books, articles, periodicals, government publications and newspapers. Examined were such important factors as: the attitudes of the political parties in Japan on foreign policy questions, the rapid rise of the Japanese economy and the implications this has had on Japan's relations with other countries, and the question of Japan's possible remilitarization, both in conventional and nuclear terms. The thesis of the research is that the States' Right Movement of 1948 in Mississippi helped to create a new political awareness among blacks for the first time since Radical Reconstruction. As a result of the Dixiecrat revolt against Truman and civil rights, blacks in the state became more assertive about their rights and in 1948 organized themselves gradually to demand their civil rights. In response to the Dixiecrat Movement can be found the origins of the civil rights movement of the fifties and sixties.

A Regional Approach: City-County Consolidation As A Method Of Local Governmental Reorganization, Anthony Gene White

City-county consolidated governments are examined to isolate factors important to the success of the consolidation process, and are measured against objective and subjective criteria for the operation of such governments. Data are obtained through survey techniques and statistical analysis of demographic information. Results indicate that such success-oriented consolidation factors inherent in city-county governments do exist and can be interrelated in a mathematical model. Consolidated governments appear to improve their ability to handle urban problems, and officials of consolidated governments are more confident of their ability to handle these problems than are officials of other metropolitan governments reorganized in different manners.

This essay attempts to use the philosophy of politics and history of George Wilhelm Friedrich Hegel to interpret a contemporary situation--the Vietnam War. The gradual involvement of America in Vietnam is illustrated by the use of Hegel's dialectic or logic. Internal problems and strife are put in perspective by Hegel's political philosophy. Problems arise because general theories must always ignore particulars in a concrete situation such as Vietnam. But Hegel's view of the world is generally applicable to the twentieth century.

The Council of Governments is a significant new approach to metropolitan cooperation. Of the approximately 150 councils (as of January, 1970), all but 14 have been established since 1965. Councils across the country are characterized by great variety in organization and representation. This paper examines this complexity, particularly in terms of membership, representation and voting.

The first chapter is primarily a short history of the council movement and the forces which have helped to shape its development. The second examines the variety of council functions, organizational structures and financial arrangements.

School elections, prior to the 1967 election, were mentioned briefly in newspaper articles. The platforms were of the same general nature year after year. The purpose of this study was to examine the civil rights phenomena in the context of the Negro riots during the years 1963-1968. The inadequacies of this study are in part due to the material upon which it is based. The reports of the state study commissions did not deal with racism adequately, or the probability of implementation of various recommendations. This paper presents a study of the Twenty·-Fifth Amendment to the Constitution of the United States of America. The Amendment was first proposed to Congress as Senate and House Joint Resolutions in February 1965. It became law in February 1967, when Nevada secured the distinction of being the 38th state to ratify it, thus fulfilling the required agreement by three·-fourths of the states.

The Amendment has not yet been tested. It is the first comprehensive legislative attempt to solve three related problems that have plagued the executive branch of our government since the earliest days of the Union.
