In response to the increase in wildfires seen over the past decade, federal, state, and private landowners in California are taking steps to mitigate the effects of future wildfires. A key part of the mitigation plan is to increase the number of prescribed burns being done across the state. This planned substantial increase in prescribed burns aims to protect communities from wildfires but a key concern this paper will address is the impact that this increase is having on marginalized communities in the state. This thesis examines the role played by city-level governments in determining the availability of housing within their locale. I propose an overarching hypothesis that features of government which provide greater opportunity for the public to influence their local governments will lead to a decreased availability of housing. This hypothesis is tested over the course of two chapters. First, through an analysis of cities throughout California, the effect of different structural features of government are tested against several dependent variables which measure housing availability in a series of linear regressions. This thesis investigates the role of gender violence and sexual terror in westward settler expansion of the United States in the nineteenth century. I posit that gender violence was not simply a symptom of war and colonization, but an integral piece of the American colonization strategy. Using studies of three locations during three different periods, I have found that the local, territorial, state, and federal governments all actively deployed sexual assault and other forms of gendered terror as methods of removing Indigenous peoples to reservations and rancherías, opening their lands to settlement and resource exploitation for the purpose of acquiring …

Asian Americans continue to be an untapped force within American politics. Despite their status as the fastest-growing racial or ethnic group in the United States they have had surprisingly low political participation rates.[1] But 2020 represented a watershed moment. Campaign outreach and voter participation increased, and Asian Americans assumed new prominence on the national stage. Nonetheless, the 2020 elections also demonstrate historical divides within the community and a lack of cohesion as a voting group.

Since the 1996 voter approval of medical marijuana laws in California, marijuana policy has become increasingly liberalized. Producers, however, have remained in the greyest of grey market zones. Federal anti-drug laws and supply-side tactics have intensively targeted them even as marijuana has become more licit. In this legally unstable environment, marijuana patient-cultivators and underground producers have articulated and asserted themselves politically and economically, particularly as the likelihood of full legalization has increased. This dissertation explores how producers navigated the nebulous zone between underground and medical markets. In November of 1964, California voters approved by a very substantial margin the legislative measure known as Proposition 14, a hotly contested constitutional amendment which abolished all then-existing Fair Housing Legislation and prohibited local levels of government from acting in such matters in the future. This legislation was sponsored by the California Real Estate Association and essentially was a response to a recently passed Fair Housing Law known as the Rumford Act, which prohibited discrimination in the sale and rental of housing and assigned enforcement responsibilities to the State Fair Employment Practices Commission.

Californians, in 1933 and 1934, were psychologically ready to act against prevailing social and economic conditions. Existing economic dislocations could not continue for long without peril. It was not clear whether the revolt would be toward fascism or extreme radicalism.
