Councils Of Governments: A Study Focusing On Membership, Representation And Voting, Jerry Alan Matson

The Council of Governments is a significant new approach to metropolitan cooperation. Of the approximately 150 councils (as of January, 1970), all but 14 have been established since 1965. Councils across the country are characterized by great variety in organization and representation. This paper examines this complexity, particularly in terms of membership, representation and voting.

The first chapter is primarily a short history of the council movement and the forces which have helped to shape its development. The second examines the variety of council functions, organizational structures and financial arrangements.

Henry Carter Stuart was a prominent farmer and wealthy businessman in Southwestern Virginia. He was a politician in the hard fought "Redeem the Ninth" Congressional election of 1910. And, he was elected, unopposed in both the primary and general elections, to the governorship of Virginia in 1913.

Although he reached the highest political office in the State, Virginia history gives Stuart no more than a mere mention. For many years, the school elections in Little Rock have followed a traditional pattern of meager voter turnout . School elections, prior to the 1967 election, were mentioned briefly in newspaper articles. The platforms were of the same general nature year after year. They included taxes, school expansion, better facilities, and higher teacher salaries. Candidates seldom, if ever, campaigned publicly and actively. Posters were usually placed throughout the city. Finally in the 1880’s there emerged a reformist group which was ultimately to be the model of the viability, adaptability, effectiveness, and success of evolutionary socialism. The group called itself the Fabian Society and in the beginning it seemed to be not unlike other protest or reformist groups which were springing up all over England at the time. This small all-Negro town was incorporated in 1963, but does not give much evidence of development since that time. This critical analysis seeks to discover some reasons for this lack of development.
