It is my pleasure to present the UNLV Transmutation Research Program’s third annual report that highlights the academic year 2003 – 2004. Supporting this document are the many technical reports and scientific papers that have been generated over the past three years.

In the third year of our program, we experienced infrastructure growth despite a decreasing budget. The goal of this project is to examine the potential for using optical spectroscopy techniques, such as UV-Visible Spectroscopy and Laser Fluorescence Spectroscopy, for special nuclear materials accountability applications for the UREX+ and other solvent extraction processes. To increase the inherent proliferation resistance of the solvent extraction process, it is necessary to develop on-line techniques to directly measure the concentrations of special nuclear materials in-process. By providing on-line materials accountability for the processes, the potential for covert diversion of the materials streams becomes much more difficult to implement. There is an active international interest in lead-bismuth eutectic and similar liquid lead systems because of the relevance to the transmutation of nuclear waste, fast reactors, and spallation neutron sources. A successful program in nuclear waste processing that includes transmutation in accelerator-driven systems and fast reactors, would significantly decrease the space requirements for geological repositories.

Materials in these systems must be able to tolerate high neutron fluxes, high temperatures, and chemical corrosion. For lead bismuth eutectic (LBE) systems, there is an additional challenge because the corrosive behaviors of materials in LBE are not well understood. Most of the available information …

The first step in any transmutation strategy is the separation of radionuclides in used nuclear fuel. The current separation strategy supporting the Advanced Fuel Cycle Initiative (AFCI) program is based on the use of a solvent extraction separation process to separate the actinides, fission products, and uranium from used commercial nuclear fuel, and on the use of pyrochemical separation technologies to process used transmuter fuels. This project will examine inert fuels containing ZrO2 and MgO as the inert matrix, with the relative amount of MgO varied from 30% to 70% in ZrO2. Reactor physics calculations will be used to examine suitable quantities of burnable poisons from the candidate elements Gd, Er, or Hf with reactor grade Pu providing the fissile component, with up to 10 % of 239Pu. Ceramics will be synthesized and characterized based on the reactor physics results. The Xe 5s nondipole photoelectron parameter γ is obtained experimentally and theoretically from threshold to ∼200  eV photon energy. Significant nondipole effects are seen even in the threshold region of this valence shell photoionization. In addition, contrary to previous understanding, clear evidence of interchannel coupling among quadrupole photoionization channels is found.

We have measured the forward-backward asymmetry of photoelectron angular distributions produced in the vacuum ultraviolet photoionization of helium. This asymmetry, a consequence of the breakdown of the dipole approximation, measures the real part of the ratio of the quadrupole and dipole matrix elements. In the autoionization region, the strong energy dependence of the asymmetry permits an experimental separation of the ratio of those magnitudes from their phase difference. We experimentally determined the Fano parameters of the 2p21D2 quadrupole resonance, and report improved values of the width Γ and line profile parameter q from those previously available …

The goal of the present research is to achieve a basic understanding of corrosion of steels by Lead Bismuth Eutectic (LBE). Liquid LBE is under consideration in the transmuter as both a spallation target and as a blanket coolant. There have been previous studies of LBE, especially by the Russians, who have over 80 reactor-years experience with LBE coolant in their Alpha-class submarine reactors. The Russians found that the presence of small amounts (ppm) of oxygen in the LBE significantly reduced corrosion. However, a fundamental understanding and verification of its role in the corrosion of steels is still very incomplete. …

We continue to get valuable data from sputter depth profiling of steel samples. We meet weekly to discuss progress. We took depth-profiling data on D9 steel that had been exposed to LBE. This the first time we have examined this type of steel. This is important because it will enable us to separate out two effects and determine their effect on corrosion: composition of the steel vs surface preparation.

We continued with sputter depth profiling of 316 and 316L steel samples that have been exposed to LBE. We also calibrated the sputter depth profiling using a sample of SiO2 on Si, and the SEM. This is a valuable independent determination of the thickness of oxide layers.

In the laboratory, progress continues using the XPS machine. Experiments have been performed on steel samples using Argon ions to mill away the surface of the sample, thereby making measurements as a function of depth. The goal of this project is to understand the basic science of corrosion in the steel/LBE system.

We are taking more data, typically using the newly installed X-ray Photoelectron Spectrometry (XPS) apparatus, and analyzing our existing data. Undergraduate students Denise Parsons and Julia Manzerova have helped a great deal in the analysis of the data. We can obtain the elemental composition as a function of position within the sample. This gives clues to the migration of materials, the composition of the protective oxide layer, and the basic science of the corrosion process. The first indication of nondipole effects in the azimuthal dependence of photoelectron angular distributions emitted from fixed-in-space molecules is demonstrated in N2. Comparison of the results with angular distributions observed for randomly oriented molecules and theoretical derivations for the nondipole correction first order in photon momentum suggests that higher orders will be needed to describe distributions measured in the molecular frame.

We have observed photoexcitation of the dipole-forbidden 1s21S0→2p21D2 resonance in helium by measuring the nondipolar forward-backward asymmetry of photoelectron angular distributions in the 2ℓ2ℓ′ autoionizing region. By exploiting the electric dipole-quadrupole interference in the excitation of both the 2s2p1P1 and 2p21D2 levels, we have observed the quadrupole resonance in photoabsorption and extracted its Fano line shape parameters and the relative phase of the 1sEp and 1sEd continua. We find the quadrupole line profile index q2 to be markedly different from theoretical expectations.

The UNLV Transmutation Research Program was established in March 2001 as part of the national Advanced Accelerator Applications program to develop the technologies necessary for the ecological and economical treatment of spent nuclear fuel.

The primary role of the UNLV program in the national effort is the training of graduate and undergraduate students in nuclear engineering and other related fields to support the augmentation of the U.S. human infrastructure for transmutation technologies.

The remediation of nuclear waste created by conventional fission reactors will rely upon the separation of the waste products for further treatment. The UREX+ process now under review will involve the use of an aqueous chemical process to separate out depleted uranium resulting in a product containing minor actinides, fission products, cesium, strontium, technetium, and iodine. The separation and partitioning of used commercial reactor fuel is a vital component of any reprocessing or transmutation strategy. To process the high actinide fuels required for a transmutation effort, the Chemical Technology Division (CMT) at Argonne National Laboratory (ANL) is developing a pyrochemical separations process. Currently, this work is being done via small experiments. While this is more than sufficient to develop the technologies required to process actinide-bearing fuels, it does not allow for the direct investigation of criticality concerns that would be present in larger systems.
