[Introduction] The Hampton Roads region is located in southeastern Virginia where the Chesapeake Bay meets the Atlantic Ocean. The region includes seventeen municipal governments and has a large federal government presence with 26 federal agencies represented (See Figure 1). The region has a population that exceeds 1.7 million and is home to the deepest water harbor on the U.S. East Coast. Hampton Roads' economy is dependent on the local waterways and houses the world's largest naval facility, the sixth largest containerized cargo complex and supports a thriving shipbuilding and repair industry as well as a tourism industry. Over the past several years, there has been several studies focused on reconstructing global mean sea level (GMSL) for the 20th century, along with projecting rates out into the future. Of greater importance for mitigation and adaptation plans, however, is the rate of local or regional sea level (RSL) rise. Ocean dynamics along with changes in Earth’s gravitational field can cause RSL to deviate from the change in GMSL. During the satellite altimeter era covering the past two decades, RSL trends can be four times the global average, with much of this spatial variation due to internal climate variability. Isolating …

Due to global climate change, sea level rise (SLR) has become a threat for future generations, but the extent of this danger is unknown. To help understand the possible effects of SLR on the east coast of the United States, we studied three national parks: Acadia National Park (ACAD), Assateague Island National Seashore (ASIS) and Everglades National Park (EVER). We predicted that ACAD would be less affected by SLR than ASIS and EVER due to the construction of its beach profile. By measuring the beach profile, we found that Sand Beach in ACAD was reflective with an average slope of …

This report examines regional measures of environmental risk perceptions from the 2017 Life In Hampton Roads survey (LIHR 2017) conducted by the Old Dominion University Social Science Research Center. Data from prior years is also provided when available to show comparisons in responses over time. Responses were weighted by city population, race, age, gender, and phone usage (cell versus land-line) to be representative of the Hampton Roads region.

Over the past century, the Hampton Roads area of the Chesapeake Bay region has experienced one of the highest rates of relative sea level rise on the Atlantic coast of the United States. This rate of relative sea level rise results from a combination of land subsidence, which has long been known to be present in the region, and rising seas associated with global warming on long timescales and exacerbated by shifts in ocean dynamics on shorter timescales. An understanding of the current-day magnitude of each component is needed to create accurate projections of future relative sea level rise upon …

The goals of this study were to utilize citizen scientists in groundwater research in a coastal community where groundwater plays a large role in sustainable water resources management, and assess the extent of groundwater and marine inundation in response to future sea-level rise scenarios. A total of 7 citizen scientists participated in the study by measuring water levels from 15 groundwater monitoring wells using water level meters once a week over a 10-week period. Automated water level loggers were deployed in three of the same wells to assess the quality of the data collected by the citizen scientists. Additional water …

Global mean sea level rise estimated from satellite altimetry provides a strong constraint on climate variability and change and is expected to accelerate as the rates of both ocean warming and cryospheric mass loss increase over time. In stark contrast to this expectation however, current altimeter products show the rate of sea level rise to have decreased from the first to second decades of the altimeter era. Here, a combined analysis of altimeter data and specially designed climate model simulations shows the 1991 eruption of Mt Pinatubo to likely have masked the acceleration that would have otherwise occurred. There has been little policy effort to address sea level rise in coastal states in the US. It is important to examine, at the state level, how the multitude of different (and changing) actors with different preferences and perspectives contribute to such inertia. This study examines state-level legislative inaction with regards to sea level rise. Using Kingdon's multiple streams framework, we draw a picture of the policy landscape in Virginia as one where the problem of sea level rise is perceived as a low priority, with little consensus on achievable policy solutions, and is politically controversial. In an era of rising sea levels, costal land managers including land trust representatives, municipal planners, and others contributing to decisions about whether to develop or protect coastal parcels do not have viable means of evaluating future values on wetlands that will be created when sea levels rise. This project develops and tests a software modeling approach to help address this issue, in combination with a novel, expert-opinion driven benefit-cost framework. The beta test used three parcels in Scarborough, Maine: Hampton Circle, Maine Audubon, and Pine Point. It used a group of experts to 1) allocate initial values to these …

Sea level rise (SLR) along Virginia’s coasts and around the Chesapeake Bay as measured by tide gauges is analyzed and discussed. It is shown that the SLR rates vary between one location to another and in most locations the rates increase over time (i.e., SLR is accelerating). The latest science of SLR is reviewed and the causes of the high SLR rates in Virginia are discussed. The impacts of land subsidence and ocean currents (changes in the Gulf Stream in particular) on sea level are especially notable and important for predicting future SLR in Virginia. The author assessed the risk to a wastewater pump station and a planned replacement located nearby due to coastal flooding and rising sea levels. The locations for the pump stations are in the Larchmont neighborhood by the Lafayette River tidal estuaries in Norfolk, Virginia. The Lafayette River is a tributary to the Elizabeth River, which flows to the Chesapeake Bay. The low-lying areas along the river are subject to coastal surges caused by tropical and extra-tropical storms that flood the bay.
The region is considered one of the urban areas most exposed to the accelerating rate of rising sea levels. …

Less than five years ago, Old Dominion University started the Climate Change and Sea Level Rise Initiative (CCSLRI), which led to the recently established Mitigation and Adaptation Research Institute (MARI) and the Hampton Roads Sea Level Rise Preparedness & Resilience Intergovernmental Planning Pilot Project. This interdisciplinary area of research also has a long history in many European countries. The Hampton Roads Resilient Region Reality Check event was held on March 17, 2015 at Old Dominion University. The event was built on three key themes: a region-wide, multi-sectoral, and whole-of-community approach that is oriented toward actions to address SLR and flooding. This event was a collaboration between the Urban Land Institute Hampton Roads (HRULI), Old Dominion University (ODU), and the Community Engagement Working Group of the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project.
