Epa's Proposed Greenhouse Gas Regulation For Power Plants: How Does It Work And What Will It Mean For Nevada?, Adele C. Morris

In June, the Environmental Protection Agency proposed important new limits on carbon dioxide emissions from existing U.S. power plants. The new regulation is the centerpiece of the Obama Administration’s climate policy. If the controversial rule is finalized as planned next year, it will cover about a third of U.S. greenhouse gas emissions. This lecture will explain the legal, environmental, and economic issues posed by the rule and highlight the important role for states in implementing it. The lecture will also review the implications and options for achieving the emissions target the EPA set for Nevada.

Understanding modern controls on climate is necessary to interpret past climatic conditions. This project investigated the modern controls on δ18O and δD values in Alaskan surface waters to interpret the controls on Late Pleistocene climate variability. ArcGIS was used to develop an isoscape of modern δ18O and δD values of over 400 surface water samples collected across Alaska and the Yukon. It was found that winter temperature and precipitation have the greatest controls on δ18O and δD values in Alaska, resulting in high δ18O values along the coast of the Gulf of Alaska and low values inland toward Central Alaska. …

Religion, Partisanship, And Attitudes Toward Science Policy, Ted G. Jelen, Linda A. Lockett

We examine issues involving science which have been contested in recent public debate. These “contested science” issues include human evolution, stem-cell research, and climate change. We find that few respondents evince consistently skeptical attitudes toward science issues, and that religious variables are generally strong predictors of attitudes toward individual issues. Furthermore, and contrary to analyses of elite discourse, partisan identification is not generally predictive of attitudes toward contested scientific issues.

Modified urban climate regions that are warmer than rural areas at night are referred to as Urban Heat Islands or UHI. Islands of warmer air over a city can be 12 degrees Celsius greater than the surrounding cooler air. The exponential growth in Las Vegas for the last two decades provides an opportunity to detect gradual temperature changes influenced by an increasing presence of urban materials. This thesis compares ground based thermometric observations and satellite based remote sensing temperature observations to identify temperature trends and UHI areas caused by urban development.

Precipitation in the Intermountain West is characterized by its great variability in both spatial and temporal distributions. Moreover, the spatiotemporal distribution of the precipitation is changing due to the climate changes. In this dissertation, three studies are conducted to investigate the multi-scale temporal variability of precipitation, the performance of current climate models on this variability, the influence of large-scale ocean oscillations on heavy precipitation, and the impact of human induced global warming on storm properties.

An assessment of the growth response of key vegetative species to climatic variability is vital to identifying possible local impacts on ecosystems faced with imminent climate change. As a fundamental component of the developing discipline of conservation biogeography, broadscale analyses of biotic assembly and disassembly across multiple temporal and spatial scales provide an enhanced understanding of how geologic transformations and climate oscillations have shaped extant patterns of biodiversity. As with any scientific field, there are limitations in the case of biogeographic historical reconstructions. Historical reconstructions are only as robust as the theoretical underpinnings of the methods of reconstruction (including data collection, quality, analysis, and interpretation). Nevertheless, historical reconstructions of species distributions can help inform our understanding of how species respond to environmental change.

As drought conditions spread across the United States, concerns over water supplies, water use, and water management policies are growing and possible contributing environmental factors are continually being scrutinized. This thesis examines Death Valley as an analog for Southern Nevada and utilizes NASA EOS data, combined with ancillary climate data, to assess the effect of decadal climate variability on groundwater storage in the Death Valley area. Historical climate data, combined with satellite imagery observations, were compiled and calculated for analyses. Climate models suggest that the Mojave Desert ecoregion is vulnerable to becoming drier in the future, and as the human population grows and development increases, environmental stresses will likely increase. Rural perspectives are important for the issue of climate change. Rural areas are high concentrations of active voters who deny the problem of anthropogenic climate change. Rural residents also face decisions about inviting large, utility scale renewable energy developments in their areas. This research examines rural Nevadan’s perspectives on climate change to offer insights about the relationship between climate change perceptions and communication strategies. The research offers policy implications that address context specific issues, solution-oriented dialogue, and interest matching to mitigate anthropogenic climate change.

Science communicators have struggled to provide meaningful information about climate change due to the complex nature of the problem and the polarized political and media landscapes, and yet, a well informed public is a crucial element to both public acceptance and policy initiatives aimed at climate change mitigation. Current literature suggests that scientific literacy actually increases cultural polarization around the issue of climate change (Kahan, 2012). The evolution of our national climate change policy at the Environmental Protection Agency (EPA) from the 1990s-2000s, is marked by a backdrop of congressional inaction. In 2007, litigation (Massachusetts v. EPA) required the EPA to re-interpret the Clean Air Act to also apply to greenhouse gases. This presentation will include a summary of the legal arguments in that case, and the narrow Supreme Court decision that supported the petitioners; a review of the legal and practical challenges emanating from this ruling; and consideration of the EPA's impact on continuing legislative debates. The goal of this study was to determine the moisture source of winter precipitation in the central Great Basin for the past 2000 years, and to elucidate the role of Pacific Ocean and North American climate variability modes in driving observed droughts of the region around the Medieval Climatic Anomaly (MCA, ~900-1300 CE). Here a high resolution (~2-4 year) precisely dated moisture source reconstruction is presented from the δ18O values of speleothem LC-1 collected from Leviathan Cave in central Nevada, which reveals significant δ18O variability. This presentation will explore how trade negotiations can reduce trade barriers to low carbon produced goods, the implications of the World Trade Organization (WTO) and free trade agreements, and how pricing carbon to reduce greenhouse gas emissions can lead to international competitiveness and carbon leakage concerns. Estimating long-lead time precipitation under the stress of increased climatic variability is a challenging task in the field of hydrology. A modified Support Vector Machine (SVM) based framework is proposed to estimate annual precipitation using oceanic-atmospheric oscillations. Oceanic-atmospheric oscillations, consisting of Pacific Decadal Oscillation (PDO), North Atlantic Oscillation (NAO), Atlantic Multidecadal Oscillation (AMO), and El Niño–Southern Oscillation (ENSO) for a period of 1900–2008, are used to generate annual precipitation estimates with a 1 year lead time. The SVM model is applied to 17 climate divisions encompassing the Colorado River Basin in the western United States. The overall results revealed that …

The environment of the Late Prehistoric period (1200 A.D. to Historic Contact) Mojave Sink was wetter than modern conditions. The settlement and subsistence patterns of the occupants of the region during this period were driven by the availability of water, subsistence resources, raw material sources, and tradition. These people utilized the regional landscape based upon the seasonal availability of these resources. Supplemental agricultural production has been proposed for the Mojave River Delta due to the more favorable environmental conditions of this period. This thesis investigated climate variability and their associated hydrologic responses in the western United States. The western United States faces the problem of water scarcity, where the management and mitigation of available water supplies are further complicated by climate variability. Climate variability associated with the phases of oceanic-atmospheric oscillations has been shown to influence streamflow and precipitation, where predictive relationships have led to the possibility of producing long-range forecasts. Climate change affects the water available in a region. It also affects the water demand, because of the increase in temperature. A system dynamics model was developed for the Colorado River Basin (CRB), operating at a monthly time scale, to assess the potential impacts of climate change on streamflow in the Colorado River and its subsequent impact on the water resources management in the Las Vegas Valley (LVV). The effect of climate change on streamflow was evaluated using 16 global climate model outputs for 3 emission scenarios, also referenced in the Inter-Governmental Panel on Climate Change Fourth Assessment Report. The Mexican highlands consist of four major mountain ranges spanning most of mainland Mexico. The evolutionary history of the Mexican highlands has been shaped by various geological and climatic events over the past several million years. The relative impacts of these historical events on diversification in montane taxa, however, remains uncertain. I used mitochondrial DNA data from three widely distributed species complexes of lizards as a model system to exemplify the potential roles of Neogene mountain formation and Quaternary climate change on timing and tempo of diversification across the Mexican highlands. Ecological studies have shown worldwide that vegetation is being affected by climate change. Species are shifting to new elevations and physiographic positions to adapt to changes in their environment. More specifically, paleoecology studies in the Mojave Desert have shown shifting vegetation patterns in response to past warming and precipitation changes. This research examines the complexities of communicating climate change risk information and the underlying individual attitudes and message content that affect message reception. Using climate change messages incorporating fear appeals and normative information subject's reactions to the messages were evaluated using the Theory of Planned Behavior model. The study found that fear appeals did increase behavioral intention to adopt a lower carbon lifestyle among test group subjects. The Theory of Planned Behavior model showed that attitudes and self-efficacy were significant predictors of the behavioral intent to adopt a lower carbon lifestyle, while community norms were only marginally predictive.
