Institutional authority and responsibility for allocating water to ecosystems (“ecologically available water” [EAW]) is spread across local, state, and federal agencies, which operate under a range of statutes, mandates, and planning processes. We use a case study of the Upper Missouri Headwaters Basin in southwestern Montana, United States, to illustrate this fragmented institutional landscape. Our goals are to (a) describe the patchwork of agencies and institutional actors whose intersecting authorities and actions influence the EAW in the study basin; (b) describe the range of governance mechanisms these agencies use, including laws, policies, administrative programs, and planning processes; and (c) assess …

Today’s agri-food systems face the triple challenge of addressing food security, adapting to climate change, and reducing the climate footprint by reducing the emission of greenhouse gases (GHG). In agri-food systems, changes in land use and land cover (LULC) could affect soil physicochemical properties, particularly soil organic carbon (SOC) stock. Drought is characterized by periods of below average precipitation. There are five major types of drought recognized in the literature: meteorological, hydrological, agricultural, socioeconomic, and ecological. A relatively new concept in the drought literature is “snow drought.” A key part of the definition of drought is that it is not always accompanied by extreme heat. This means drought can occur even in cold climates, cold seasons, and higher latitudes and altitudes, like Alaska. Carbon Farming: A Preliminary Economic Analysis Of Carbon Credits For No-Till And Cover Crops, Drew Havens, Richard K. Perrin, Lilyan E. Fulginiti

Summary Based on experimental data about the amount of carbon sequestered and estimated implementation costs, our preliminary results show that the average cost of sequestering carbon via no-till (about $22 per ton of CO2e) appears to be much lower than the $51 per ton social value of sequestering that ton. In contrast, our preliminary results show that the average costs of sequestration via adoption of cover crops is much higher, about $60 per ton. Depending on how accurate soil carbon models are in predicting sequestration on individual fields to qualify them for enrollment, reimbursement costs for planting cover …

Recent studies indicate that drought indicators based on near-surface air relative humidity (RH), air temperature (T), and air vapor pressure deficit (VPD), derived from the Atmospheric Infrared Sounder (AIRS) instrument aboard NASA’s Aqua satellite can detect the onset of drought earlier than other drought indicators, specifically standardized precipitation index (SPI), which is widely used for drought onset detection. A recent study showed that standardized relative humidity index (SRHI) can detect drought signals earlier than SPI (Farahmand et al. 2015). Lead exposure is a persistent environmental hazard that poses risks to human health. But motivating protective action is challenging with this low visibility hazard whose health effects are often subtle and chronic. Higher risk perception is generally associated with taking protective measures, so public health efforts prioritize risk messaging. Yet, little is known about perceptions of lead exposure risk among the U.S. public. Using cross-sectional data from a national survey of 1035 U.S. residents, we measured the role of trust in government management of lead and subjective knowledge about lead as predictors of perceived risk of lead exposure, controlling for …

Spanish-speaking populations in the United States are more vulnerable in disaster contexts due to inequities, such as language barriers, that prevent them from receiving life-saving information. For the past couple of decades, governmental organizations have addressed these issues by translating weather watches, warnings, and advisories into Spanish. Previous studies suggest that these Spanish translations do not communicate the same level of urgency as their English counterparts. Despite the devastating impacts of droughts, the United States lacks a national drought plan. This leaves states to address droughts in water, hazard, and stand-alone plans which are designed to reduce drought vulnerability and to prepare government, industry, and society to cope with the impacts. Evaluating meteorological dynamics is a challenging task due to the variability in hydroclimatic settings. This study is designed to assess the sensitivity of precipitation and temperature dynamics to catchment variability. The effects of catchment size, land use/cover change, and elevation differences on precipitation and temperature variability were considered to achieve the study objective. The variability in meteorological parameters to the catchment characteristics was determined using the coefficient of variation on the climate data tool (CDT). Flash droughts, characterized by their unusually rapid intensification, have garnered increasing attention within the weather, climate, agriculture, and ecological communities in recent years due to their large environmental and socioeconomic impacts. Because flash droughts intensify quickly, they require different early warning capabilities and management approaches than are typically used for slower-developing “conventional” droughts. Numerical weather prediction (NWP) models have become a necessary addition to the atmospheric research community over the last several decades, and atmospheric modeling has been used internationally for numerous operational and research purposes. NWP models contain a vast number of combinations of physical and dynamical parameterization schemes; however, they are not always accurate in forecasting weather phenomena at a particular location, as different combinations of parameterization schemes represent differing conditions. Roadway resilience across the 10,000 miles of road and 3,500 bridges in Nebraska is critical to the economic success of production and logistics. In a state where historical flooding scenarios, such as the one in March 2019 that caused $150 million in damage, could potentially be increasing, it has become essential to understand the spatial and temporal distribution of high-frequency water obstruction areas on roadways. Crop prices and energy prices can affect the water level in an aquifer? Absolutely, yes, because over time, they affect the amount withdrawn for irrigation. Our recent research confirms that effect and provides estimates of the size of the effect on the High Plains Aquifer (HPA). The HPA underlies parts of eight states and 208 counties in the west-central United States (see Figure 1). This region produces more than 9% of US crop sales and relies on the aquifer for irrigation. These withdrawals for irrigation have contributed to a diminished stock of water in the aquifer that varies considerably across …

Mitigation of climate change requires the systematic identification and cataloging of emissions sources at city, state, and national levels. In this study, an inventory of annual greenhouse gas emissions from the state of Nebraska was created based on industry data, and emissions inventories were completed each year from 1990 to 2016. Nebraska’s net emissions were found to increase from 56.2 million metric tons of carbon dioxide equivalents (MMtCO2e) in 1990 to 87.4 MMtCO2e in 2016. Agriculture was found to be the sector with the most emissions (36 MMtCO2e) followed by electricity generation (21 MMtCO …

The vegetation drought response index (VegDRI), which combines traditional climate- and satellite-based approaches for assessing vegetation conditions, offers new insights into assessing the impacts of drought from local to regional scales. In 2011, the U.S. southern Great Plains, which includes Texas, Oklahoma, and New Mexico, was plagued by moderate to extreme drought that was intensified by an extended period of recordbreaking heat. The 2011 drought presented an ideal case study to evaluate the performance of VegDRI in characterizing developing drought conditions. This lecture will focus on three issues. The first is a presentation of data from the first greenhouse gas emissions inventory for the State of Nebraska, which will be published in the coming weeks. In 2016, emissions from beef cattle made up 23% of net state emissions, and coal for electricity made up 23.7% of net state emissions. The second issue to be addressed are the impacts of the 2012 drought on agriculture in Nebraska and the region. On June 24, 2021, the U.S. Senate adopted S. 1251, the  Growing Climate Solutions Act of 2021. Cosponsored by  54 senators, including Nebraska Senator Deb Fischer, S. 1251 seeks to make it easier for farmers and ranchers to participate in voluntary carbon credit markets and to get a fair share of the carbon credit revenue they generate. If  adopted by the U.S. House of Representatives and signed into law by the President, S. 1251 would go a long way in facilitating effective producer participation in U.S. carbon markets.

Drought is an inescapable reality in many regions, including much of the western United States. With climate change, droughts are predicted to intensify and occur more frequently, making the imperative for drought management even greater. Many diverse actors – including private landowners, business owners, scientists, non-governmental organizations (NGOs), and managers and policymakers within tribal, local, state, and federal government agencies – play multiple, often overlapping roles in preparing for and responding to drought. Flash droughts are characterized by a period of rapid intensification over sub-seasonal time scales that culminates in the rapid emergence of new or worsening drought impacts. This study presents a new flash drought intensity index (FDII) that accounts for both the unusually rapid rate of drought intensification and its resultant severity. The FDII framework advances our ability to characterize flash drought because it provides a more complete measure of flash drought intensity than existing classification methods that only consider the rate of intensification. The FDII is computed using two terms measuring the maximum rate of intensification (FD_INT) and average drought …
