This report looks at the potential financial impact of LD 1725 on the estimated 30,000 stream crossings in the State of Maine that would be affected by the law. Our research for this report included the analysis of nearly 2000 stream crossings and the data collection necessary for the development of extensive stream crossing replacement cost models. We found that the 1.2 bankfull requirements in LD 1725 would result in a 75% ‐ 250% increase in structure widths for stream crossing projects across the state. An upsize of this magnitude would increase the cost of replacing stream crossings statewide by …

Several large-scale climate patterns influenced climate conditions and weather patterns across the globe during 2010. The transition from a warm El Niño phase at the beginning of the year to a cool La Niña phase by July contributed to many notable events, ranging from record wetness across much of Australia to historically low Eastern Pacific basin and near-record high North Atlantic basin hurricane activity. The remaining five main hurricane basins experienced below- to well-below-normal tropical cyclone activity. Karst hydrology provides a unique set of surface and subsurface hydrological components that affect soil moisture variability. Over karst topography, surface moisture moves rapidly below ground via sink holes, vertical shafts, and sinking streams, reducing surface runoff and moisture infiltration into the soil. In addition, subsurface cave blockage or rapid snowmelt over karst can lead to surface flooding. Moreover, regions dominated by karst may exhibit either drier or wetter soils when compared to nonkarst landscape. However, because of the lack of both observational soil moisture datasets to initialize simulations and regional land surface models (LSMs) that include explicit karst hydrological …

Climate change interacts with and can often amplify the negative impacts of invasive species. These interactions are not fully appreciated or understood. They can result in threats to critical ecosystem functions on which our food system and other essential provisions and services depend as well as increase threats to human health. The Invasive Species Advisory Committee to the National Invasive Species Council recognizes the Administration’s commitment to dealing proactively with global climate change. However, unless we recognize and act on the impact of climate change and its interaction with ecosystems and invasive species, we will fall further behind in …

This conference is a sequel to the 2009 World Energy Justice Conference (WEJC 2009) which began examining ways of mainstreaming safe, clean, and efficient energy for the world's Energy Poor (EP). The EP number two and a half billion people living on less than $1-2 a day who have no access to modern energy services. WEJC 2010 more fully develops these themes. WEJC 2010 will explore how the next round of global warming meetings in Cancun could design new flexibility mechanisms that give credits, for example, for the reduction of black carbon by the adoption of cookstoves, and embrace small …

The following tables provide a detailed look at the role that culvert material and culvert diameter play in the overall cost of a culvert replacement project. Table 1 displays the cost per foot purchase price arranged by diameter size for the various culvert materials that are currently available. Table 2 displays the average additional culvert pipe material cost (increased cost to upsize minus original in-kind replacement cost) that would be incurred when upsizing a given diameter of culvert with a 50 foot length by factors of: 200%, 250% and 300%.

Invasive species are second only to habitat destruction as the greatest cause of species endangerment and global biodiversity loss. Invasive species can cause severe and permanent damage to the ecosystems they invade. Consequences of invasion include competition with or predation upon native species, hybridization, carrying or supporting harmful pathogens and parasites that may affect wildlife and human health, disturbing ecosystem function through alteration of food webs and nutrient recycling rates, acting as ecosystem engineers and altering habitat structure, and degradation of the aesthetic quality of our natural resources. The accelerating pace of human-influenced climate change and our growing awareness of its negative public-health, environmental, and economic consequences compel decisive action. In recent years, many institutions of higher education have taken leadership roles to promote sustainability and climate neutrality at the campus level. In January 2008, Bucknell University became a signatory to the American Colleges and University Presidents Climate Commitment (ACUPCC). Under this agreement, Bucknell is required to prepare a comprehensive inventory of greenhouse gas emissions by May 2009, to update the inventory every other year thereafter, and to implement tangible emissions-reducing actions in the short-term (two years). Climate change will affect various sectors of water resources in Oregon in the 21st century. The observed trends in streamflow show significant declines in September flow and, although not significant, increases in March flow in many transient rain-snow basins. These streamflow trends are associated with rising temperature and coincident declines in snowpack in spring in the latter half of the 20th century. While there are no distinct trends in high precipitation events, such events are associated with climate variability such as ENSO and PDO. Effects of ENSO and PDO are more pronounced at the beginning and end of the wet …

World Energy Justice Conference (October 23-24)
The 2009 CEES Energy Justice Conference took place at the University of Colorado Law School on October 23rd and 24th, 2009. It featured 11 sessions, more than 40 speakers, and attracted over 200 attendees. The Conference brought together leading international and U.S. decision-makers in politics, engineering, public health, law, business, economics, and innovators in the sciences to explore how best to address the critical needs of the energy-oppressed poor (EOP) through long-term interdisciplinary action, information sharing, and deployment of appropriate sustainable energy technologies (ASETs).
