High Plains Regional Climate Center: Staff Publications
Mesoscale in situ meteorological observations are essential for better understanding and forecasting the weather and climate and to aid in decision-making by a myriad of stakeholder communities. They include, for example, state environmental and emergency management agencies, the commercial sector, media, agriculture, and the general public. Over the last three decades, a number of mesoscale weather and climate observation networks have become operational. These networks are known as mesonets. Most are operated by universities and receive different levels of funding. It is important to communicate the current status and critical roles the mesonets play. Economic Evaluation Of Coastal Land Loss In Louisiana, Stephen R. Barnes, Craig Bond, Nicholas Burger, Kate Anania, Aaron Strong, Sarah Weilant, Stephanie Virgets
Journal of Ocean and Coastal Economics
Louisiana has lost approximately 1,880 square miles of land over the past eighty years. Projections suggest that in a future without action, the next fifty years could result in the loss of 1,750 additional square miles of land area. As land loss continues, a large portion of the natural and man-made capital stocks of coastal Louisiana will be at greater risk of damage, either from land loss or from the associated increase in storm damage. We estimate the replacement cost of capital stock directly at risk from land loss ranges from approximately $2.1 billion to $3.5 billion with economic activity …

The release of carbon dioxide (CO2) and other greenhouse gases (GHGs) due to human activity is increasing global average surface air temperatures, disrupting weather patterns, and acidifying the ocean. Left unchecked, the continued growth of GHG emissions could cause global average temperatures to increase by another 4°C or more by 2100 and by 1.5 to 2 times as much in many midcontinent and far northern locations. Although our understanding of the impacts of climate change is increasingly and disturbingly clear, there is still debate about the proper course for U.S. policy—a debate that is very much on display …

Land-use land-cover change (LULCC) plays an important role in weather and climate systems. Human modifications of land cover include building reservoirs and thus creating artificial lakes for multipurpose use. In this research, the authors have completed a Weather Research and Forecasting (WRF) Model–based assessment of impacts of two large parallel lakes on precipitation. This area is located in the western part of the states of Kentucky and Tennessee and known as the Land between the Lakes (LBL). To determine the impacts, this study has replaced the lakes with grass, deciduous forests, and bare soil and conducted model simulations for three …

The Effect Of The Dry Line And Convective Initiation On Drought Evolution Over Oklahoma During The 2011 Drought, Paul X. Flanagan, Jeffrey B. Basara, Bradley G. Illston, Jason A. Otkin

Observations from the Oklahoma Mesonet and high resolution Weather Research and Forecasting model simulations were used to evaluate the effect that the dry line and large-scale atmospheric patterns had on drought evolution during 2011. Mesonet observations showed that a “dry” and “wet” pattern developed across Oklahoma due to anomalous atmospheric patterns. The location of the dry line varied due to this “dry” and “wet” pattern, with the average dry line location around 1.5∘ longitude further to the east than climatology.Model simulations were used to further quantify the impact of variable surface conditions on dry line evolution and convective initiation (CI) …

Groundwater has been very important to the economic development of Southern California, and will continue to be a crucial resource in the 21st century. However, Climate Change threatens to disrupt many of the physical and economic processes that control the flow of water in and out of aquifers. One groundwater manager, the Six Basins Watermaster in eastern Los Angeles and western San Bernardino Counties, has developed a long-term planning document called the Strategic Plan that mostly fails to address the implications of Climate Change, especially for local water supplies. The Hudson River provides for millions of people as a path for commercial and private transportation, a source of food and energy, and perhaps most importantly for many living in the tri-state area as a destination for recreation and relaxation. The most overlooked feature of the river is how the wildlife shows clear signs of a changing climate and rapid environmental response to the impacts of global warming on the river.

Abstract
The study used calibrated Crop Environment Resource Synthesis (CERES) maize (corn) model to simulate maize (corn) physiological growth processes and yields under 2045 and 2075 projected climate change scenarios for six representative counties in Alabama. The future climatologies for two emission scenarios Representative Concentration Pathway (RCP) 4.5 (medium) and RCP 8.5 (high) were developed based on the IPSL-CM5A-MR high resolution climate model. Average yield decreases of 19.5% and 37.3% were, respectively, projected under RCP 4.5 and RCP 8.5 for 2045, and average yield decreases of 32.5% and 77.8% were, respectively, projected under RCP 4.5 and RCP 8.5 for 2075. …

Measurement Of The Ocean Economy From National Income Accounts To The Sustainable Blue Economy, Charles S. Colgan
Journal of Ocean and Coastal Economics
The widespread efforts to incorporate the economic values of oceans into national income accounts have reached a stage where coordination of national efforts is desirable. A symposium held in 2015 began this process by bringing together representatives from ten countries. The symposium concluded that a definition of core ocean industries was possible but beyond that core the definition of ocean industries is in flux. Better coordination of ocean income accounts will require addressing issues of aggregation, geography, partial ocean industries, confidential, and imputation is also needed. Beyond the standard national income accounts, a need to incorporate environmental resource and ecosystem …
