A Low-Carbon Energy Blueprint for the American West (Martz Summer Conference, June 6-8)

The future of the planet may depend upon our ability to increase energy supplies even as we reduce carbon emissions. This conference will address how a low-carbon energy program might evolve with a particular focus on the American West. It will focus on the future of energy in the West--on a “managed transition” to a different energy mix, on the need to nest this effort in a framework that acknowledges interconnections, and on identifying the most salient opportunities to consider the legal, political, financial, and technical challenges.

Green infrastructure is an approach for managing stormwater that uses vegetation and soils to capture and treat rainwater where it falls. Unlike single-purpose gray infrastructure, green infrastructure realizes multiple benefits at once, including flood mitigation, improved water and air quality, community beautification, provision of recreational opportunities, and energy and cost savings. This resource directory is intended to help communities design, implement, fund, and monitor green infrastructure practices and programs. It was compiled by the Environmental Finance Center Network through the Capacity Building for Sustainable Communities program funded by U.S. Department of Housing and Urban Development and U.S. Environmental Protection Agency. …

Public Knowledge About Polar Regions Increases While Concerns Remain Unchanged, Lawrence C. Hamilton, Matthew J. Cutler, Andrew P. Schaefer

The authors of this brief conduct the first comparative analysis of the polar questions that were part of the National Opinion Research Center's 2006 and 2010 General Social Survey. Developed by scientists at the National Science Foundation's Office of Polar Programs, these questions covered topics such as climate change, melting ice and rising sea levels, and species extinction. The authors report that the public's knowledge about the north and south polar regions significantly improved between 2006 and 2010--before and after the International Polar Year. The Greenhouse Gas Emissions Reduction Fund (GHGERF) was created by the New Hampshire legislature in 2008 and has been administered by the New Hampshire Public Utilities Commission (PUC). The purpose of the Fund was to support energy efficiency, energy conservation, and demand response programs to reduce New Hampshire’s greenhouse gas emissions. Funding was derived from the State’s participation in the Regional Greenhouse Gas Initiative (RGGI), a cooperative effort by nine northeastern states to reduce carbon dioxide emissions in the electric power sector via a cap and trade program. Since outsiders first visited the Arctic, they have believed in man's ability to conquer the region. Today's Arctic conquest is not one of heroic exploration, but rather one of ownership and exploitation. This paper illustrates contestation in the Arctic through the metaphor of a game, with attendant prizes, players, and rules. It focuses on how to prevent the future destruction of the Arctic given the interactions of the Arctic's landscape, prizes, players, and current management frameworks. This study seeks to understand how global discourses of sea level rise (SLR) and mangrove ecology influence national climate change adaptation policy to reduce coastal vulnerability in Suriname. A majority of the Surinamese population lives along the low elevation coastal zone and is highly exposed to projected SLR. Failure by the international community to reach agreement on climate change mitigation means that vulnerable coastal communities must adapt. The Suriname coast is predominantly shaped by mudbanks and mangroves which together provide protection against coastal erosion and trap sediments resulting in coastal accretion. This brief explores how political views influence Americans’ understanding and perception of science. The research is based on a national version of the Community and Environment in Rural America survey called NCERA, and on New Hampshire’s statewide Granite State Poll. Author Lawrence Hamilton reports that most people on both surveys feel that they understand either a great deal or a moderate amount about global warming or climate change. However, deep partisan divisions affect both personal beliefs about climate change and perceptions of agreement among scientists. The environment of the Late Prehistoric period (1200 A.D. to Historic Contact) Mojave Sink was wetter than modern conditions. The settlement and subsistence patterns of the occupants of the region during this period were driven by the availability of water, subsistence resources, raw material sources, and tradition. These people utilized the regional landscape based upon the seasonal availability of these resources. Supplemental agricultural production has been proposed for the Mojave River Delta due to the more favorable environmental conditions of this period. If agriculture was being practiced it would have affected the regional land-use patterns. For this thesis I propose …

Assessing A Combined Theories Approach To Climate Change Communication, Ted Greenhalgh

This research examines the complexities of communicating climate change risk information and the underlying individual attitudes and message content that affect message reception. Using climate change messages incorporating fear appeals and normative information subject's reactions to the messages were evaluated using the Theory of Planned Behavior model. The study found that fear appeals did increase behavioral intention to adopt a lower carbon lifestyle among test group subjects. The Theory of Planned Behavior model showed that attitudes and self-efficacy were significant predictors of the behavioral intent to adopt a lower carbon lifestyle, while community norms were only marginally predictive.
