Executive Summary
Changes in climate create diverse challenges across the U.S. energy system. Some energy infrastructure assets have already suffered damage or disruption in services from a variety of climate-related impacts, such as higher temperatures, rising sea levels, and more severe weather events. In the absence of concerted action to improve resilience, energy system vulnerabilities pose a threat to America’s national security, energy security, economic wellbeing, and quality of life.
Building climate change resilience into our energy infrastructure planning is a challenging and complex undertaking. Planning horizons can span several decades (the typical service life of most energy assets), associated …

Short-Tailed Temperature Distributions Over North America And Implications For Future Changes In Extremes, Paul C. Loikith, J. David Neelin

Some regions of North America exhibit nonnormal temperature distributions. Shorter-than-Gaussian warm tails are a special subset of these cases, with potentially meaningful implications for future changes in extreme warm temperatures under anthropogenic global warming. Locations exhibiting shorter-than-Gaussian warm tails would experience a greater increase in extreme warm temperature exceedances than a location with a Gaussian or long warm-side tail under a simple uniform warm shift in the distribution. Here we identify regions exhibiting such behavior over North America and demonstrate the effect of a simple warm shift on changes in extreme warm temperature exceedances. Several climate frameworks have included the role of carbon storage in natural landscapes as a potential mechanism for climate change mitigation. This has resulted in an incentive to grow and maintain intact long-lived forest ecosystems. However, recent research has suggested that the influence of albedo-related radiative forcing can impart equal and in some cases greater magnitudes of climate mitigation compared to carbon storage in forests where snowfall is common and biomass is slow-growing. While several methodologies exist for relating albedo-associated radiative forcing to carbon storage for the analysis of the tradeoffs of these ecosystem services, they are varied, and they …

The Hampton Roads Resilient Region Reality Check event was held on March 17, 2015 at Old Dominion University. The event was built on three key themes: a region-wide, multi-sectoral, and whole-of-community approach that is oriented toward actions to address SLR and flooding. This event was a collaboration between the Urban Land Institute Hampton Roads (HRULI), Old Dominion University (ODU), and the Community Engagement Working Group of the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project.

Many adolescent girls—the poorest girls in the poorest communities—already live in an “emergency.” Humanitarian crises only amplify the call on their coping and caring capacities, while exacerbating their vulnerabilities. The frequency and intensity of emergencies, including natural disasters, conflicts, and infectious disease outbreaks such as Ebola, appear to be growing.1 These emergencies threaten entire communities and whole countries, often with global implications. Many become virtually permanent. The authors urge key actors responding to both the threats and opportunities that climate change poses to understand adolescent girls as exceptionally at risk on the one hand, and as exceptionally resilient and …

Rising sea level is threatening coastal areas, particularly those in the Caribbean which rely heavily on tourism and marine resources to support local economies. The purpose of this study is to analyze shoreline position along the south coast of Jamaica to determine the locations and rates of coastal change. IKONOS satellite imagery sets for 2003, 2007 and 2012 were used to monitor land use and shoreline changes along Black River Bay, including Galleon Beach Fish Sanctuary, in St. Elizabeth, Jamaica. This dissertation is an ethnographic case study of climate change Doubtfuls and Dismissives with the purpose of understanding their perceptions of water use and renewable energy in the context of a changing climate. I also investigate the information sources and messages they use to understand climate change and climate change solutions. The Global Warming's Six Americas project identifies climate change Doubtfuls and Dismissives as one third of the American public, and an active voice in US climate change policy (Maibach et al, 2009; Leiserowitz et al., 2014). Doubtfuls are people with skeptical attitudes towards anthropogenic climate change, while Dismissives deny …

Discussions of human-caused climate change have become an increasingly salient artifact of various media in recent years. With regard to print media in particular, scholars have uncovered general increases in the frequencies with which climate change articles are published, tantamount to the annual reports from the Intergovernmental Panel on Climate Change (IPCC) advocating the detriments of human activities (particularly carbon dioxide emissions) on the natural environment. Among such reports—be they scientific or anecdotal—writers and journalists have had to interpret the ongoing discussions and evidence surrounding climate change, and develop schemas (or frames) in which to situate arguments. Peer review is a necessary process with a long history of complaints, including over-solicitation of a small number of reviewers, delays, inadequate numbers of reviewers, and a lack of incentives to provide strong reviews or avoid reviews with little helpful information for the author. In the era of Web-based distribution of research, through working paper or project reports, anonymous peer reviews are much less likely. The Journal of Ocean and Coastal Economics will use signed peer reviews and an open communication process among authors, reviewers, and editors. Lack of progress in global climate negotiations has led scholars to reconsider polycentric approaches to climate policy. Several examples of subglobal mechanisms to reduce greenhouse-gas emissions have been touted, but it remains unclear why they might achieve better climate outcomes than global negotiations alone. Decades of work conducted by researchers associated with the Vincent and Elinor Ostrom Workshop in Political Theory and Policy Analysis at Indiana University have emphasized two chief advantages of polycentric approaches over monocentric ones: they provide more opportunities for experimentation and learning to improve policies over time, and they increase communications and interactions — formal and …

Satellite remote sensing estimates of gross primary production (GPP) have routinely been made using spectral vegetation indices (VIs) over the past two decades. The Normalized Difference Vegetation Index (NDVI), the Enhanced Vegetation Index (EVI), the green band Wide Dynamic Range Vegetation Index (WDRVIgreen), and the green band Chlorophyll Index (CIgreen) have been employed to estimate GPP under the assumption that GPP is proportional to the product of VI and photosynthetically active radiation (PAR) (where VI is one of four VIs: NDVI, EVI, WDRVIgreen, or CIgreen). The first year of available Landsat 8 data over the conterminous United States (CONUS), composed of 11,296 acquisitions sensed over more than 11 thousand million 30 m pixel locations, was analyzed comparing the spatial and temporal incidence of 30 m cloud and cirrus states available in the standard Landsat 8 Level 1 product suite. This comprehensive data analysis revealed that on average over a year of CONUS observations (i) 35.9% were detected with high confidence cloud, with spatio-temporal patterns similar to those observed by previous Landsat 5 and 7 cloud analyses; (ii) 28.2% were high confidence cirrus; (iii) 20.1% were …

Life in Hampton Roads Survey Report
This report examines regional and sub-regional measures of environmental risk perceptions from the 2015 Life In Hampton Roads survey (LIHR 2015) conducted by the Old Dominion University Social Science Research Center. Data from prior years is also provided when available to show comparisons in responses over time. Responses were weighted by city population, race, age, gender, and phone usage (cell versus land-line) to be representative of the Hampton Roads region.

Climate Central, a nonprofit research organization that aims to provide the public with relevant and reliable information on climate change, developed an interactive application called the Risk Finder tool that launched in October of 2013. This tool collects data from several federal agencies, including NOAA, FEMA, and the EPA, and allows users to research sea-level rise and climate change in their specific state. In an effort to provide a user-friendly platform, Dan Rizza at Climate Central tasked an introductory Technical and Scientific writing course at Old Dominion University with conducting usability testing on the Risk Finder tool.
