The Himalayan regions are vulnerable to all kinds of natural hazards. On 7 February 2021, a deadly disaster occurred near the Tapovan, in Uttarakhand, Himalayas. During the event, large volume of debris along with broken glacial fragments flooded the Rishi Ganga River and washed away the nearby hydropower plants (Rishi Ganga and Tapovan), which was revealed from detailed analysis of multi spectral and bi-temporal satellite data. We present the impact of the Chamoli disaster on the flood plains and water quality of Himalayan rivers, Rishi Ganga near Tapovan, Alaknanda near Srinagar and Ganga near Haridwar and Bijnor. On June 24, 2021, the U.S. Senate adopted S. 1251, the Growing Climate Solutions Act of 2021. Cosponsored by 54 senators, including Nebraska Senator Deb Fischer, S. 1251 seeks to make it easier for farmers and ranchers to participate in voluntary carbon credit markets and to get a fair share of the carbon credit revenue they generate. If adopted by the U.S. House of Representatives and signed into law by the President, S. 1251 would go a long way in facilitating effective producer participation in U.S. carbon markets.

Projections of 500 hPa geopotential height (Z500) patterns over the Pacific Northwest of North America and their associated surface temperature, precipitation, and frequency of occurrence are assessed using models from the 6th phase of the Coupled Model Intercomparison Project (CMIP6). The self-organizing maps approach is applied to reanalysis data from the Modern-Era Retrospective Analysis for Research and Applications, version-2 (MERRA-2) to cluster daily Z500 anomalies into 12 representative patterns that span the range of historical circulation patterns. The seasonal tree-ring chronologies that recorded discrete moisture signal for warm and cool season have been used to reconstruct the North America Seasonal Precipitation Atlas (NASPA) by the point-by-point regression method, and the results indicated that they can fairly reproduce the seasonal precipitation variability in the past. Compared with reconstructions using only paleoclimate proxy data, the paleoclimate data assimilation (PDA) considers both proxy data and climate model output, so the PDA reconstructions are consistent with both the climate signals reflected by the proxy data and the physical mechanisms represented by climate models. As the Arctic experiences consequences of climate change, a shift from thicker, multi-year ice to thinner, first-year ice has been observed. First-year ice is prone to extensive pools of meltwater (“melt ponds”) forming on its surface, which enhance light transmission to the ocean. Changes in the timing and distribution of melt pond formation and associated increases in under-ice light availability are the primary drivers for seasonal progression of water column primary production and warming. Climate change is increasingly recognized as a threat to global peace and security. This paper intends to provide a better understanding of the nature of interactions between climate change and events that undermine peace through a systematic review of recent literature. The present study assesses the degree to which temperature affects the crime rates in all 62 counties in the State of New York. Five different crimes (i.e., robbery, aggravated assault, burglary; larceny, and motor vehicle theft) for the year 2019 were selected from the Division of Criminal Justice Services of New York to be examined. The current study examined whether the rate of these crimes was associated with the changes in weather, with the assumption that higher weathers would lead to higher property and violent crimes, when controlling for the effect of various control variables. The objective of this study is to develop high spatial and temporal resolution Land Surface Temperature (LST) data using a combination of Landsat 8, infrared satellite sensors such as the Moderate Resolution Imaging Spectroradiometer (MODIS), and the Geostationary Operational Environmental Satellite-R Series (GOES-16). The Landsat 8 Thermal Infrared Sensor (TIRS) provides higher spatial resolution (30 m) estimates of skin temperature every 16 days. MODIS makes daytime and nighttime observations of the Earth’s thermal emission at a coarser spatial resolution (1000 m), while GOES-16, which has lower spatial resolution (2 km), measures the skin temperature at a much higher temporal resolution …

In this research project, we studied possible changes in water consumption patterns in different counties and water rights holders who obtain surface water supply from the State Water Project (SWP) in California. Climate change remains a highly polarized topic in the United States. Research suggests that the divide in climate change beliefs is partly a result of news media’s representation of select aspects of the problem, or framing. Frames influence individuals’ attitudes, emotions, and behaviors towards climate change. Overwhelming representation of certain climate change frames has led to a lack of emotional connection to the issue, resulting in inaction or dismissal. The Arctic Ocean is a rapidly changing environment, and a key observational system for monitoring climate change. The Arctic is going under a rapid transition from thicker, multi-year ice, to thinner first-year ice, that may have many potential consequences. As first year Arctic sea ice begins to retreat in the spring and early summer, melting snow and ice form ponds on the surface- “melt ponds”. This Knowledge Synthesis examines how Canadian communities can proactively advance climate resilience to effectively reduce the risk from climate change impacts.
Our synthesis reveals that some communities have prepared high level adaptation plans, but very few have a detailed implementation strategy with established funding frameworks. Most actions to build community resilience in Canada are unplanned and take place in recovery following an extreme loss event. Indigenous communities are at the forefront of climate change adaptation in Canada. Self-determination and adaptive capacity building through community-led risk assessments, planning, and disaster recovery organizations, while addressing the broader context of reconciliation gaps and …

According to recent Census data, the Hispanic or Latino population represents nearly 1 in 5 Americans today, where 71.1% of these individuals speak Spanish at home. Despite increased efforts among the weather enterprise, establishing effective risk communication strategies for Spanish-speaking populations has been an uphill battle. No frameworks exist for translating weather information into the Spanish language, nor are there collective solutions that address this problem within the weather world. Densely populated low-lying coastal zones of countries that border the Indian Ocean are at risk due to sea level rise. However, sea level change in the Indian Ocean is poorly understood primarily due to short and sparse tide gauge observations. Although satellite altimetry provides accurate basin-wide sea level measurements, trends computed from its relatively short (~27-year) data record are heavily influenced by interannual to multi-decadal variability. To accurately project future Indian Ocean sea level trends using altimeter data it is imperative that trends associated with fluctuating internal variability (interannual-decadal) be identified and extracted, which in turn requires long (~100-year) data. …

Land-cover change is a critical concern due to its climatic, ecological, and socioeconomic consequences. In this study, we used multiple variables including precipitation, vegetation index, surface soil moisture, and evapotranspiration obtained from different satellite sources to study their association with land-cover changes in the Mediterranean region. Both observational and modeling data were used for climatology and correlation analysis. Famine Early Warning Systems Network (FEWS NET) Land Data Assimilation System (FLDAS) and Global Land Data Assimilation System (GLDAS) were used to extract surface soil moisture and evapotranspiration data. Executive Summary
Changing climate and introduced species are placing an increasing number of species at risk of extinction. Increasing extinction risk is increasing calls to protect species by relocating, or translocating, them to locations with more favorable biotic or climatic conditions. Managed relocation, or assisted migration, of species entails risks to both the conservation target organisms being moved as well as the recipient ecosystems into which they are moved.
Recognizing this risk, calls have been made for practitioners interested in considering a managed relocation project to engage in a serious risk assessment prior to advancing a project. We engaged a …

President Obama had an aggressive climate plan that included regulation of carbon emissions from power plants. Hillary Clinton would have continued with aggressive policies to slow and reverse global warming but was defeated by Donald Trump in 2016. President Trump sought to undo most of President Obama’s climate policies and pursued a fossil-fuel friendly energy and climate policy. The 2020 election of President Biden marks a resumption of ambitious policies to slow and ultimately reverse global warming. This newsletter identifies three major policies the Biden administration is expected to pursue and attempts to explain what policy implication might look like.

Satellite-borne passive microwave radiometers provide brightness temperature (TB) measurements in a large spectral range which includes a number of frequency channels and generally two polarizations: horizontal and vertical. These TBs are widely used to retrieve several atmospheric and surface variables and parameters such as precipitation, soil moisture, water vapor, air temperature profile, and land surface emissivity. Since TBs are measured at different microwave frequencies with various instruments and at various incidence angles, spatial resolutions, and radiometric characteristics, a mere direct integration of them from different microwave sensors would not necessarily provide consistency. The initial lockdown phase of the COVID-19 pandemic presented an unfortunate opportunity to observe how abrupt, large-scale changes in traffic volume can reduce greenhouse gas emissions. This study explores how carbon dioxide (CO2) emissions from Virginia’s transportation sector may have been affected by the changes in activity stemming from COVID-19 to inform more carbon-neutral policies as the state recovers from the economic downfall. Few annually dated stable isotope records exist across Oceania. In mid- to high-latitude locations in South America, tree-ring stable isotopes provide information about past climate dynamics such as the Southern Annular Mode (SAM). The SAM drives latitudinal shifts in Southern Hemisphere westerly winds, influencing temperature and moisture delivery across the mid- to high-latitudes, including Tasmania. Combinations of paleoclimate proxies from across the Southern Ocean might provide insight into dynamic processes like the SAM that are difficult to measure with a single proxy. Ecosystems across the United States are changing in complex ways that are difficult to predict. Coordinated long-term research and analysis are required to assess how these changes will affect a diverse array of ecosystem services. Investigations of how past human societies managed during times of major climate change can inform our understanding of potential human responses to ongoing environmental change. In this study, we evaluate the impact of environmental variation on human communities over the last four millennia in the southern Lake Titicaca basin of the Andes, known as Lake Wiñaymarka. Refined paleoenvironmental reconstructions from new diatom-based reconstructions of lake level together with archaeological evidence of animal and plant resource use from sites on the Taraco Peninsula, Bolivia, reveal frequent climate and lake-level changes within major cultural phases. This study analyzed samples collected along the Trinidad Head Line (41°N) to characterize variability in the ichthyoplankton assemblage in coastal waters off northern California from late 2007 through 2019, a period during which a major marine heatwave (MHW; late 2014-16) strongly perturbed the ecosystem. I augmented visual identification with genetic techniques to resolve the species composition of visually cryptic larval rockfishes (Sebastes spp.). While taxonomic composition off northern California was largely similar to studies off Oregon and Washington, and cross-shelf structure and seasonal patterns in species’ abundance were generally consistent with the distribution and phenology of parental stocks, interannual …
