Indigenous Water Justice Symposium (June 6)

Indigenous peoples throughout the world face diverse and often formidable challenges of what might be termed “water justice.” On one hand, these challenges involve issues of distributional justice that concern Indigenous communities’ relative abilities to access and use water for self-determined purposes. On the other hand, issues of procedural justice are frequently associated with water allocation and management, encompassing fundamental matters like representation within governance entities and participation in decision-making processes. There has been little policy effort to address sea level rise in coastal states in the US. It is important to examine, at the state level, how the multitude of different (and changing) actors with different preferences and perspectives contribute to such inertia. This study examines state-level legislative inaction with regards to sea level rise. Using Kingdon's multiple streams framework, we draw a picture of the policy landscape in Virginia as one where the problem of sea level rise is perceived as a low priority, with little consensus on achievable policy solutions, and is politically controversial. Relocation Based On Slow-Onset Climate-Induced Environmental Change In Keta, Ghana, Abdul-Moomin Ansong Salifu

Coastal indigenous communities in Keta, Ghana, are experiencing resettlement as a result of slow-onset, climate-induced flooding and erosion. Previous researchers have documented the risk of relocation from rapid-onset events, but little is known about the effectiveness of policies developed in response to slow-onset changes. This phenomenological study investigated the ongoing lived experiences of adult household members in Keta who were relocated by the government. Jun's critical theory provided a constructionist interpretive framework to determine whether Ghana's national policy on climate change resettlement adequately meets Rawls's criteria for distributive social justice. Executive Summary

Changes in climate create diverse challenges across the U.S. energy system. Some energy infrastructure assets have already suffered damage or disruption in services from a variety of climate-related impacts, such as higher temperatures, rising sea levels, and more severe weather events. In the absence of concerted action to improve resilience, energy system vulnerabilities pose a threat to America’s national security, energy security, economic wellbeing, and quality of life.

The Hampton Roads Resilient Region Reality Check event was held on March 17, 2015 at Old Dominion University. The event was built on three key themes: a region-wide, multi-sectoral, and whole-of-community approach that is oriented toward actions to address SLR and flooding. This event was a collaboration between the Urban Land Institute Hampton Roads (HRULI), Old Dominion University (ODU), and the Community Engagement Working Group of the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project.

Many adolescent girls—the poorest girls in the poorest communities—already live in an “emergency.” Humanitarian crises only amplify the call on their coping and caring capacities, while exacerbating their vulnerabilities. The frequency and intensity of emergencies, including natural disasters, conflicts, and infectious disease outbreaks such as Ebola, appear to be growing.1 These emergencies threaten entire communities and whole countries, often with global implications. Many become virtually permanent. Peer review is a necessary process with a long history of complaints, including over-solicitation of a small number of reviewers, delays, inadequate numbers of reviewers, and a lack of incentives to provide strong reviews or avoid reviews with little helpful information for the author. In the era of Web-based distribution of research, through working paper or project reports, anonymous peer reviews are much less likely. The Journal of Ocean and Coastal Economics will use signed peer reviews and an open communication process among authors, reviewers, and editors. Lack of progress in global climate negotiations has led scholars to reconsider polycentric approaches to climate policy. Several examples of subglobal mechanisms to reduce greenhouse-gas emissions have been touted, but it remains unclear why they might achieve better climate outcomes than global negotiations alone. Decades of work conducted by researchers associated with the Vincent and Elinor Ostrom Workshop in Political Theory and Policy Analysis at Indiana University have emphasized two chief advantages of polycentric approaches over monocentric ones: they provide more opportunities for experimentation and learning to improve policies over time, and they increase communications and interactions — formal and …

Climate Central, a nonprofit research organization that aims to provide the public with relevant and reliable information on climate change, developed an interactive application called the Risk Finder tool that launched in October of 2013. This tool collects data from several federal agencies, including NOAA, FEMA, and the EPA, and allows users to research sea-level rise and climate change in their specific state. The study was conducted as a client-based, service learning project for a Technical and Scientific writing course, serving client Dan Rizza at Climate Central, a nonprofit research organization.
