The Upper Blue Nile (UBN) basin is less-explored in terms of drought studies as compared to other parts of Ethiopia and lacks a basin-specific drought monitoring system. This study compares six drought indices: Standardized Precipitation Index (SPI), Standardized Precipitation Evaporation Index (SPEI), Evapotranspiration Deficit Index (ETDI), Soil Moisture Deficit Index (SMDI), Aggregate Drought Index (ADI), and Standardized Runoff-discharge Index (SRI), and evaluates their performance with respect to identifying historic drought events in the UBN basin. The indices were calculated using monthly time series of observed precipitation, average temperature, river discharge, and modeled evapotranspiration and soil moisture from 1970 to 2010. …

Best management practices (BMPs) for reducing agricultural non-point source pollution are widely available. However, agriculture remains a major global contributor to degradation of waters because farmers often do not adopt BMPs. To improve water quality, it is necessary to understand the factors that influence BMP adoption by farmers. We review the findings of BMP adoption studies from both developed and developing countries, published after (or otherwise not included in) two major literature reviews from 2007 and 2008. Drought is one of the most serious climatic and natural disasters inflicting serious impacts on the socio-economy of Morocco, which is characterized both by low-average annual rainfall and high irregularity in the spatial distribution and timing of precipitation across the country. This work aims to develop a comprehensive and integrated method for drought monitoring based on remote sensing techniques. The main input parameters are derived monthly from satellite data at the national scale and are then combined to generate a composite drought index presenting different severity classes of drought. [From the Executive Summary] The following report presents a synthesis of reviewer responses from the Scientific and Technical Advisory Committee’s (STAC) panel on the Chesapeake Bay Program Partnership’s Climate Change Assessment Framework (CCAF) and Programmatic Integration and Response Efforts. The enclosed findings and recommendations are in response to the 16 questions delivered to the panel (Appendix A).
In summary, given the current state of knowledge, the combination of using climate model projections and downscaling provides an acceptable baseline for estimating changing climate conditions for the Chesapeake Bay, and the panel finds the CCAF approach to be fundamentally sound. However, the …

The workshop was conducted to discuss various new and existing seasonal models and experimental drought and vegetation prediction products with experts and decision-makers representing local (private, governmental, and nongovernmental organizations), regional, and international organizations in the Greater Horn of Africa (GHA). Eighty-five participants met to discuss a strategic approach for improving drought early warning and food security systems in the GHA.

Climate change is a global concern as it may affect many aspects of life, including water supply. A tool used to model climate change’s impacts is called a General Circulation Model (GCM). GCMs project future scenarios including temperature and precipitation, but these are designed at a coarse resolution and require downscaling for employment for regional hydrologic modeling. There is a vast amount of research on downscaling and bias-correcting GCMs data, but it is unknown whether these techniques alter precipitation signals embedded in these models or reproduce climate states that are viable for water resource planning and management. Many different scientific observations and measurements indicate that Earth is experiencing global-scale changes in climate, i.e., in the long-term distributions of temperature, cloud cover, precipitation, and extreme weather events. Scientific consensus considers most these changes to be caused or accelerated by human activities. The economic, ecological, social, and cultural challenges caused by global climate change will affect everyone on the planet, and are very likely to have disproportionate impacts on developing nations. Land–atmosphere interactions play a critical role in the Earth system, and a better understanding of these interactions could improve weather and climate models. The interaction among drought, vegetation productivity, and land cover is of particular significance. In a semiarid environment, such as the U.S. Great Plains, droughts can have a large influence on the productivity of agriculture and grasslands, with serious environmental and economic impacts. An overwhelming majority of anthropogenic climate change studies have placed emphasis on biogeochemical agents, chiefly carbon dioxide emissions, which operate on a global scale. Fewer studies focus on biophysical factors such as land use/ land cover which operate on a regional or local scale. The impact from biophysical factors will continue to be reinforced with a growing human population and expanding resource demands. Of these factors, agricultural land use represents one of the largest, most extensive, and vital land use allocations.

Low summer river base flow places a strain on natural and economic resources of the Eastern Cascades. A major contributor to stream flow in this region is snow pack which has declined over the past few decades because of a warming climate. In addition, glacial runoff, which contributes significantly to base flow in summer dry periods, will diminish from glacial recession. However, rock glaciers, because their internal ice (i.e., permafrost) is insulated by an outer debris layer, react slowly to climate change, thus acting as sinks for ice and liquid water storage in mountain environments. The impact of sea level rise on increased tidal flooding and storm surges in the Hampton Roads region is demonstrated, using ~90 years of water level measurements in Norfolk, Virginia. Impacts from offshore storms and variations in the Gulf Stream (GS) are discussed as well, in view of recent studies that show that weakening in the flow of the GS (daily, interannually, or decadal) is often related to elevated water levels along the U.S. East Coast. Two types of impacts from hurricanes on flooding in Hampton Roads are demonstrated here. One type is when a hurricane like Isabel (2003) makes …

Droughts are occurring globally and should be recognized as a global issue and drought planning should use a proactive approach on the part of the world community. However, much drought planning, even in developed and highly developed countries, is reactive and programs are often poorly coordinated sometimes with unforeseen negative consequences for marginalized and disenfranchised populations. Literature pertaining to planning strategy for existing, drought crises is nominal and often contributes to patterns of reactiveness and resulting inequity. Over recent decades, studies have examined various morbidity and mortality outcomes associated with heat exposure. This review explores the collective knowledge of the temporal trends of heat on human health, with regard to the hypothesis that humans are less vulnerable to heat events presently than in the past. Using Web of Science and Scopus, the authors identified all peer-reviewed articles that contained keywords on human impact (e.g. mortality, morbidity) and meteorological component (e.g. heat, heatwave). After sorting, a total of 71 articles, both case studies and epidemiological studies, contained explicit assessments of temporal trends in human vulnerability, and thus were …

Climate variability at global and regional scales is escalating with increased atmospheric carbon and is expected to magnify the intensity and duration of meteorological extremes, especially droughts. From the many environmental stresses that diminish crop production (e.g., soil salinity, frost, soil erosion) drought is one of the most prevalent. This study focuses on the sensitivity of three key crops produced in the northwestern United States to climatological anomalies, while controlling for attribution using anomalies in price. Geography
Mineral and hydrocarbon extraction and infrastructure are increasingly significant drivers of forest loss, greenhouse gas emissions, and threats to the rights of forest communities in forested areas of Amazonia, Indonesia, and Mesoamerica. Projected investments in these sectors suggest that future threats to forests and rights are substantial, particularly because resource extraction and infrastructure reinforce each other and enable population movements and agricultural expansion further into the forest. In each region, governments have made framework policy commitments to national and cross-border infrastructure integration, increased energy production, and growth strategies based on further exploitation of natural resources. Climate change has significant consequences for land conservation. Government agencies and nonprofit land trusts heavily rely on perpetual conservation easements. However, climate change and other dynamic landscape changes raise questions about the effectiveness and adaptability of permanent conservation instruments like conservation easements. Building upon a study of 269 conservation easements and interviews with seventy conservation-easement professionals in six different states, we examine the adaptability of conservation easements to climate change. We outline four potential approaches to enhance conservation outcomes under climate change: (1) shift land-acquisition priorities to account for potential climate-change impacts; (2) consider conservation tools other than perpetual conservation …

Coral bleaching is the detrimental expulsion of algal symbionts from their cnidarian hosts, and predominantly occurs when corals are exposed to thermal stress. The incidence and severity of bleaching is often spatially heterogeneous within reef-scales (km), and is therefore not predictable using conventional remote sensing products. The direct correlation between increasing levels of atmospheric CO2 and global temperatures is now irrefutable. A 50% increase in atmospheric CO2 levels from a pre-industrial level of 270 ppm to a present-day level of 405 ppm, has resulted in documented record temperatures and a concomitant rising of sea levels from melting ice caps.
The ability of biological/terrestrial ecological systems to store atmospheric carbon is a viable option in the effort to mitigate the climate impacts of rising anthropogenically-caused greenhouse gas emissions.
