Water scarcity is increasingly dominating headlines throughout the world. In the southwestern USA, the looming water shortages on the Colorado River system and the unprecedented drought in California are garnering the greatest attention. Similar stories of scarcity and crisis can be found across the globe, suggesting an opportunity for sharing lessons and innovations. For example, the Colorado River and Australia's Murray-Darling Basin likely can share many lessons, as both systems were over-allocated, feature multiple jurisdictions, face similar climatic risks and drought stresses, and struggle to balance human demands with environmental needs. Indigenous peoples throughout the world face diverse and often formidable challenges of what might be termed “water justice.” On one hand, these challenges involve issues of distributional justice that concern Indigenous communities’ relative abilities to access and use water for self-determined purposes. Many adolescent girls—the poorest girls in the poorest communities—already live in an “emergency.” Humanitarian crises only amplify the call on their coping and caring capacities, while exacerbating their vulnerabilities. The frequency and intensity of emergencies, including natural disasters, conflicts, and infectious disease outbreaks such as Ebola, appear to be growing.1 These emergencies threaten entire communities and whole countries, often with global implications. Many become virtually permanent. Peer review is a necessary process with a long history of complaints, including over-solicitation of a small number of reviewers, delays, inadequate numbers of reviewers, and a lack of incentives to provide strong reviews or avoid reviews with little helpful information for the author. In the era of Web-based distribution of research, through working paper or project reports, anonymous peer reviews are much less likely. The Journal of Ocean and Coastal Economics will use signed peer reviews and an open communication process among authors, reviewers, and editors. Lack of progress in global climate negotiations has led scholars to reconsider polycentric approaches to climate policy. Several examples of subglobal mechanisms to reduce greenhouse-gas emissions have been touted, but it remains unclear why they might achieve better climate outcomes than global negotiations alone. Current research indicates that the potential risks associated with human-induced climate change are likely to increase in frequency and intensity. Although there have been several attempts, no effective international treaty or policy has been enacted by the United States with the purpose of combating this global issue. In the past decade, local climate action plans (CAPs) have emerged as a planning solution designed to reduce greenhouse emissions (GHGs). Previous studies have examined CAP attributes, but no research has focused solely on climate planning in politically conservative jurisdictions. Responding to the present and looming effects of global climate change presents a challenging task for policymakers at all levels of governance. The outcomes of climate change do present serious adaptation problems for global policy makers, but the implications of climate change are more immediately experienced by local communities and policy makers. Historical policymaking models suggest that economic well-being is an influential driver in local policy adoption. This particular analysis explores the relationship between economic variables and the development of climate adaptation policies by Connecticut municipalities.
