In the U.S., more than 2200 stormwater utilities have been enacted. This year, we have expanded the survey to include stormwater utilities in other countries. Many of these stormwater assessments are called taxes, but if the assessment is recurring, is not an ad valorem tax, and is dedicated to stormwater purposes, we call it a stormwater utility. With the help of ChatGPT we have been able to identify 25 stormwater fees in Australia. We were also able to identify 3 in New Zealand, and some in Europe as well.

Clear‑air turbulence (CAT) is a major aviation hazard that occurs near airline cruising altitudes in both cloud and cloud‑free environments. Its lack of a distinct visual signature makes detection and avoidance difficult. CAT is associated with wind shear near jet streams, gravity waves, and Kelvin–Helmholtz instability and may be further enhanced by climate change. This study examines the climatology, spatial distribution, seasonal variability, and trends of CAT over the contiguous United States.

Understanding the modulation of drought by large-scale ocean–atmosphere teleconnections is crucial for strengthening drought prediction and resilience in India. This study investigates the influence of the El Niño–Southern Oscillation (ENSO) and the Indian Ocean Dipole (IOD) on meteorological drought characteristics across India from 1950 to 2024 using the Standardized Precipitation Index (SPI) at a 12-month timescale. Drought events were quantified in terms of frequency, duration, severity, and intensity and linked to ENSO–IOD variability through composite, correlation, and mediation analyses. Sonification—the mapping of data to non-speech audio—offers an underexplored channel for representing complex dynamical systems. We treat El Niño-Southern Oscillation (ENSO), a canonical example of low-dimensional climate chaos, as a test case for culturally-situated sonification evaluated through complex systems diagnostics. Using parameter-mapping sonification of the Niño 3.4 sea surface temperature anomaly index (1870–2024), we encode ENSO variability into two traditional Javanese gamelan pentatonic systems (pelog and slendro) across four composition strategies, then analyze the resulting audio as trajectories in a two- dimensional acoustic phase space. Flash flood nowcasting in Central and Southern Appalachia is particularly challenging due to steep terrain, narrow valleys, highly localized rainfall patterns, and limited measurement coverage. Traditional remote sensing methods, such as Doppler radar and microwave radiometry, suffer from reduced resolution at long range and signal blockage by mountains. GNSS-meteorology offers an established alternative for measuring precipitable water vapor and is currently integrated into several numerical weather models. Recent research demonstrates that commercial-grade GNSS receivers can produce tropospheric products comparable to those from geodetic-grade equipment. The sustainable production of biofuels from lignocellulosic biomass is a central goal in the transition to low-carbon energy systems. However, hydrothermal liquefaction (HTL), a promising thermochemical conversion pathway, is constrained by the high oxygen content and complex aromatic structure of lignin, which lowers bio-oil quality. Here, we used a model system of brown-rot-degraded white oak (Quercus alba) to test whether radical-based oxidative pretreatment could enhance HTL performance by converting lignin into more aliphatic intermediates. Oxidation was performed under simulated Fenton conditions using fixed Fe(II) (60 ppm) and two hydrogen peroxide concentrations (3 and 8 M), resulting in extensive lignin depolymerization …

Climate change and sea-level change (SLC) are intensifying flooding in U.S. coastal communities, with disproportionate impacts on Black and minority neighborhoods that face displacement, economic hardship, and heightened health risks. In Norfolk, Virginia, sea levels are projected to rise by at least 0.91 m (3 ft) by 2100, placing underserved neighborhoods such as Oakleaf Forest at particular risk. This study investigates the compounded impacts of flooding at both the building and urban scales, situating the work within the framework of the UN Sustainable Development Goals (UN SDGs). Accurate and timely flood forecasting is essential for enhancing resilience in coastal urban areas in the context of increasing frequency and intensity of rainfall, sea level rise and urbanization. This study presents a hybrid deep learning-based surrogate model that integrates Convolutional Neural Networks (CNN) and Long Short-Term Memory (LSTM) networks to enable real-time spatiotemporal flood forecasting. The model leverages CNN to capture spatial features from inputs such as elevation and Topographic Wetness Index (TWI), while LSTM processes time-series inputs of rainfall and tide data to capture temporal features.

Hydrological modeling of the Upper James Watershed (UJW), Virginia, is critical for predicting water availability, flood management, agriculture, ecosystem protection, and hydropower production under increasing climate change. The Hydrologic Engineering Center-Hydrologic Modeling System (HEC-HMS) is applied to evaluate climate change impacts on key hydrological components within the watershed. Future climate conditions were assessed for the near (NF: 2026-2050), mid (MF: 2051-2075), and far (FF: 2076-2100) periods using three Global Climate Models (GCMs) under Shared Socioeconomic Pathways SSP 2-4.5 and SSP 5-8.5. Coastal urban areas are increasingly exposed to flooding driven by more frequent and intense rainfall events, rising sea levels, and expanding impervious surfaces. Norfolk, Virginia, a low-lying coastal city with aging stormwater infrastructure, faces heightened vulnerability to these hydrologic pressures. This study evaluates the hydraulic performance of an existing urban detention basin within the Edgewater–Larchmont catchment under 10-, 50-, and 100-year, 2-h design storms using the U.S. Environmental Protection Agency’s Storm Water Management Model (SWMM). Modeling Flood Risks For Small-Scale Coastal Watershed Across Shared Socioeconomic Pathway Scenarios, Sebastian Loschner

Coastal flooding, driven by the mixture of natural processes and human activities such as precipitation, waves, sea level rise, and urbanization, remains a growing concern. While recent flood-risk studies use IPCC's Shared Socioeconomic Pathways with climate projections to assess future flood exposure, smaller coastal watersheds, < 120,000 acres, remain insufficiently studied. Projected sea level rise is expected to intensify these impacts in smaller systems, potentially causing more severe flooding than reported for larger watersheds. To address this gap, this study used the SRH-2D model integrated with Aquaveo's Surface-water Modeling System to simulate flooding in the lower Fish River basin, Alabama. A coastal watershed sensitive to both riverine and tidal influences. Simulations tested different sea levels based on SSP scenarios corresponding to low, moderate, and high emissions for the years 2050 and 2100. Results indicate that the midcentury scenarios remained even in inundation extent and volume, between 9.9-10.4% compared to the 2020 baseline, the latter scenarios had a wider range in results of between 25.9-50.3% compared to the same baseline. Across scenarios, the most vulnerable and inundated areas of the smaller coastal watershed were the narrow points where upstream flow convene with downstream backwater. These findings highlight the need for futuristic location-specific flood mitigation strategies.

The national building standard ASCE 7 moved to reliability-targeted snow loads (RTSLs) in the 2022 version. This necessitates the development of RTSLs for international locations. This repository contains the data and code needed to produce RTSLs and Winter Wind Parameters for locations outside of the Conterminous United States (OCONUS). It relies on annual maximum snow loads provided in a separate data release (see Brimhall et al. 2025).

September Arctic sea ice extent has diminished by roughly 50% in the 45 years since satellite observations began. The Arctic Ocean may experience ice-free summers within the next decade, with implications for habitat, resource extraction, geopolitics, and local and global climate change. To predict how Arctic sea ice will change in the future, we need to understand its behavior in the present. Summer circulation and moisture patterns in the Southeast United States are controlled by the position of the North Atlantic subtropical high. In a warming climate, the subtropical high is projected to strengthen and expand west, but there remains uncertainty regarding its variability and linkages to natural drivers. Here, we use a tree-ring network across the Southeast United States to reconstruct the relative intensity of the pressure gradient across the subtropical high’s western flank over the past 870 years. Brazil is one of the countries that has the most agricultural area under no-till (NT) management. This research study aims to evaluate life-cycle greenhouse gas (GHG) emissions from maize (M) grain production in agroecosystems that used different cover crops under NT management in southern Brazil. The data for this study were from a long-term 41-year field experiment in southern Brazil. The long-term experiment evaluated the effects of fallow (F) and cover crops (oat (O), vetch (V), cowpea (B), pigeon pea (P), and lablab (L)) on nitrous oxide and methane emissions and soil carbon (C) sequestration in maize agroecosystems. Karst landscapes are abundant in Missouri, with features such as caves, springs, and sinkholes that form through the dissolution of limestone. Leith Creek is a small stream in Polk County, Missouri fed by two springs and the shallow unconfined Springfield Plateau aquifer, a highly karstified aquifer which is made up of limestone and minor interbedded shale-mudstone units. To determine if Leith Creek is gaining or losing, stream flow, water chemistry and temperature sensors were monitored. Nature-based Solutions (NbS) offer multifunctional approaches to address climate change and environmental challenges, providing a sustainable alternative to traditional gray infrastructure. Despite their promise, widespread adoption remains limited, in part due to an incomplete understanding of their full costs and benefits relative to conventional infrastructure. This study investigates the causes and consequences of shoreline erosion at Kkotji Beach, a prominent tourist destination on the west coast of South Korea, where the degradation of the coastal environment has increasingly threatened the local tourism industry and economy, by employing a mixed-methods approach that combines field observations with MIKE 21 hydrodynamic simulations and by integrating perspectives from coastal engineering and the social sciences to develop practical, site-specific strategies for mitigating erosion, enhancing public awareness, and promoting sustainable coastal planning and development that support long-term environmental resilience and economic stability. Nature in cities is essential for human well-being. Quantifying and valuing the goods and services provided by nature to city dwellers is missing in tropical contexts. Yet, as cities worldwide face similar challenges, understanding the services provided by tropical urban ecosystems becomes imperative for effective management. Here, we present the first Natural Capital Assessment of a tropical city, unveiling three critical insights. Firstly, we demonstrate the vital reliance of a developed tropical city on nature, particularly for climate change mitigation through regulating services. Access to healthcare remains a critical challenge for rural populations, particularly in flood-prone coastal communities where transportation barriers limit access to essential medical services. This study evaluates the effectiveness of drone-based medication delivery in improving healthcare accessibility for vulnerable populations on Virginia’s Eastern Shore. Compared to traditional personal vehicle travel, drone delivery reduced trip times from up to 50 minutes to under 10 minutes for more than 80% of the population, including elderly patients. Using publicly available datasets, we developed two transportation vulnerability indices that incorporate age, travel time, and flood risk to prioritize patients for drone-based pharmaceutical delivery. Many communities are already experiencing the impacts of climate change that disrupt their daily lives. In Coastal Virginia, these impacts take the form of nuisance and stormwater flooding caused by sea level rise and changes in precipitation. Coastal Virginia has one of the highest relative sea level rise rates on the Atlantic Coast and the regional planning district commission recommends that Atlas 14 rainfall intensity, duration, and frequency curves be increased by 20% to account for changes in rainfall. Roaded catchments are earthwork structures designed to increase the amount of run-off from the catchment above a receiving farm dam.
Roaded catchments are lined with clay and compacted to make a smooth surface that reduces infiltration and increases run-off. Roaded catchments should discharge into a silt trap and then into a dam (excavated earth tank). This combined structure should be fenced to exclude livestock.
The Department of Primary Industries and Regional Development recommends that roaded catchments are part of an integrated water and salinity management program.

As climate change intensifies and sea levels rise, coastal aquifers become increasingly vulnerable to interacting oceanic and terrestrial processes. This dissertation examines the combined impacts of climate change and sea-level rise (SLR) on coastal shallow groundwater using an integrated surface-subsurface hydrologic model, focusing on the low-lying Little Creek watershed (LCW) in Norfolk, Virginia. The SWAT-MODFLOW model, a coupled system, unifies land surface, streamflow, and groundwater processes, providing a comprehensive framework for watershed-aquifer analysis. Model parameters were derived from U.S. Geological Survey datasets, relevant literature, station records, and technical reports, followed by meticulous calibration.
