Preserving Assets In At-Risk Municipalities: Financial Strategies For Climate Change Adaptation, New England Environmental Finance Center

Climate Change

A large share of America's population, businesses and economic activity now occurs in coastal areas. At the same time, during this century many coastal communities are likely to be severely impacted by sea level rise and increased storm surge and tidal flooding.

“What to do” about this vulnerability is the subject of this brief. It is intended to help municipalities identify courses of action and steps they might take toward increasing their resilience, especially regarding financial resources that will need to be allocated toward the various strategies identified.

Six medium-scale gravity waves (GWs) with horizontal wavelengths of λH=60–160 km were detected on four nights by Taylor et al. (2009) in the OH airglow layer near Brasilia, at 15° S, 47° W, during the Spread F Experiment (SpreadFEx) in Brazil in 2005. We reverse and forward ray trace these GWs to the tropopause and into the thermosphere using a ray trace model which includes thermospheric dissipation. We identify the convective plumes, convective clusters, and convective regions which may have generated these GWs. We find that deep convection is the highly likely source of four of these GWs. Concentrations of gaseous elemental mercury (GEM), gaseous oxidized mercury (GOM) and particulate-bound mercury (PBM) were measured along with ancillary variables 9 km east of downtown Reno, Nevada, U.S.A. from November 2006 through March 2009. Mean two-year (February 2007 through January 2009) GEM, GOM, and PBM concentrations were 2.0 ± 0.7 ng m− 3 (± standard deviation), 18 ± 22 pg m− 3, and 7 ± 7 pg m− 3, respectively. Data collected were compared with observations made at another location just north of the city at 169 m higher elevation. At both locations higher concentrations of GEM and PBM occurred …

Air mercury (Hg) speciation was measured for 11 weeks (June–August 2007) at three sites simultaneously in Nevada, USA. Mean reactive gaseous Hg (RGM) concentrations were elevated at all sites relative to those reported for locations not directly influenced by known point sources. RGM concentrations at all sites displayed a regular diel pattern and were positively correlated with ozone (O3) and negatively correlated with elemental Hg (Hg0) and dew point temperature (Tdp). A low‐cost system was deployed above a swine waste lagoon to obtain estimates of Bowen ratios and characterize lagoon temperatures. The system consisted of humidity and temperature sensors and anemometers deployed above the lagoon, water temperature sensors, and a meteorological station located by the lagoon. To evaluate the system, data was analyzed from the 25th through 28th June 2007. Bowen ratios showed diurnal behavior near the lagoon surface characterized by negative values during day and positive ones at night. A compact, low-cost atmospheric pressure, chemical ionization mass spectrometer ('mini-CIMS') has been developed for continuous underway shipboard measurements of dimethylsulfide (DMS) in seawater. The instrument was used to analyze DMS in air equilibrated with flowing seawater across a porous Teflon membrane equilibrator. The equilibrated gas stream was diluted with air containing an isotopically-labeled internal standard. DMS is ionized at atmospheric pressure via proton transfer from water vapor, then declustered, mass filtered via quadrupole mass spectrometry, and detected with an electron multiplier. The oxidation capacity of the highly polluted urban area of Santiago, Chile has been evaluated during a summer measurement campaign carried out from 8-20 March 2005. The hydroxyl (OH) radical budget was evaluated employing a simple quasi-photostationary-state model (PSS) constrained with simultaneous measurements of HONO, HCHO, O-3, NO, NO2, j((OD)-D-1), j(NO2), 13 alkenes and meteorological parameters. In addition, a zero dimensional photochemical box model based on the Master Chemical Mechanism (MCMv3.1) has been used to estimate production rates and total free radical budgets, including OH, HO2 and RO2. Students are often taught that ecosystems are "delicately balanced," But what. exactly, does this mean? How do we help students relate what they learn in the classroom about ecosystems to the world immediately around them?

As scientists who work closely with middle school students as part of a National Science Foundation-funded Graduate Fellows in K-12 Education program called Project Fulcrum. we have learned that abstract concepts, such as "delicately balanced ecosystem," are often not truly understood. Air/sea fluxes of dimethylsulfide (DMS) were measured by eddy correlation over the Eastern South Pacific Ocean during January 2006. The cruise track extended from Manzanillo, Mexico, along 110 degrees W, to Punta Arenas, Chile. Bulk air and surface ocean DMS levels were also measured and gas transfer coefficients (k(DMS)) were computed. Air and seawater DMS measurements were made using chemical ionization mass spectrometry (API-CIMS) and a gas/liquid membrane equilibrator. Mean surface seawater DMS concentrations were 3.8 +/- 2.2 nM and atmospheric mixing ratios were 340 +/- 370 ppt. The air/sea flux of DMS was uniformly out of the ocean, with …

Ammonia is the primary base in the atmosphere. It reacts readily with atmospheric acids such as sulfuric acid, nitric acid, and hydrochloric acid to form ammonium salts that occur predominantly in the fine aerosol particle (PM2.5) fraction. The ability to measure ammonia species (NHx, the sum of gaseous NH3 and particulate NH4+) is essential for the investigation of atmospheric behaviors of NHx. In this study, the role of the Saharan air layer (SAL) is investigated in the development and intensification of tropical cyclones (TCs) via modifying environmental stability and moisture, using multisensor satellite data, long-term TC track and intensity records, dust data, and numerical simulations with a state-of-the-art Weather Research and Forecasting model (WRF). The long-term relationship between dust and Atlantic TC activity shows that dust aerosols are negatively associated with hurricane activity in the Atlantic basin, especially with the major hurricanes in the western Atlantic region. Each year, prior to the onset of the Indian Summer Monsoon, the Gangetic Plains (GP), bounded by the high-altitude Himalayan mountains, are strongly influenced by the transport of dust outbreaks originating in the northwestern desert in India (known as the Thar Desert). Dust particles constitute the bulk of the regional aerosol loading which peaks annually during the pre-monsoon season. This paper integrates observations from space-borne sensors, namely MODIS and CALIPSO, together with ground sunphotometer measurements, to infer dust loading in the pre-monsoon aerosol build-up over source and sink regions in northern India. The West Antarctic Peninsula region is an important source of Antarctic krill (Euphausia superba) in the Southern Ocean. From 1980-2004 abundance and concentration of phytoplankton and zooplankton, krill reproductive and recruitment success and seasonal sea ice extent here were significantly correlated with the atmospheric Southern Oscillation Index and exhibited three- to five-year frequencies characteristic of El Nino-Southern Oscillation (ENSO) variability. This linkage was associated with movements of the Southern Antarctic Circumpolar Current Front and Boundary, a changing influence of Antarctic Circumpolar Current and Weddell Sea waters, and eastward versus westward flow and mixing processes that are consistent with forcing by …

In autumn 2005, a joint expedition between the University of Maine and the Institute of Tibetan Plateau Research recovered three ice cores from Guoqu Glacier (33°34′37.8″N, 91°10′35.3″E, 5720 m above sea level) on the northern side of Mt. Geladaindong, central Tibetan Plateau. Isotopes (δ18O), major soluble ions (Na+, K+, Mg2+, Ca2+, Cl, NO3, SO42−), and radionuclide (β‐activity) measurements from one of the cores revealed a 70‐year record (1935–2005). A long-lasting Saharan dust event affected Europe on 18–23 May 2008. Dust was present in the free troposphere over Greece, in height ranges between the surface and approximately 4–5 km above sea level. The event was monitored by ground-based CIMEL sunphotometric and multi-wavelength combined backscatter/Raman lidar measurements over Athens, Greece. The dust event had the maximum of its intensity on 20 May. Three-dimensional dust spatial distribution over Greece on that day is presented through satellite synergy of passive and active remote sensing using MODIS and CALIPSO data, respectively. Water vapor is an important and highly variable constituent in time and space; the knowledge of its variability is important in climate studies. In India, the ground observations of water vapor using conventional methods such as radiosonde are limited. In this paper, a comparison of hourly estimates of total column water vapor from Global Positioning System (GPS) with multisensor satellite is presented over three stations. We show quantitatively seasonal and monthly dependency of bias, standard deviation, root mean square error (RMSE), and the correlation coefficient between the water vapor data sets. The flow of pollutants from Europe and desert dust to Europe from the Sahara desert both affects the air quality of the coastal regions of Egypt. As such, measurements from both ground and satellite observations assume great importance to ascertain the conditions and flow affecting the Nile Delta and the large city of Alexandria. We note that special weather conditions prevailing in the Mediterranean Sea result in a westerly wind flow pattern during spring and from North to South during the summer. Fundamental to the onset of the Indian Summer Monsoon is the land-sea thermal gradient from the Indian Ocean to the Himalayas-Tibetan Plateau (HTP). The timing of the onset is strongly controlled by the meridional tropospheric temperature gradient due to the rapid premonsoon heating of the HTP compared to the relatively cooler Indian Ocean. Analysis of tropospheric temperatures from the longest available record of microwave satellite measurements reveals widespread warming over the Himalayan-Gangetic region and consequent strengthening of the land-sea thermal gradient. Osmium is one of the rarer elements in seawater, with typical concentration of ≈10 x 10-15 g g-1 ( 5.3 x 10-14 mol kg-1. The osmium isotope composition (187Os/188Os ratio) of deep oceans is 1.05, reflecting a balance between inputs from continental crust (≈ 1.3) and mantle/cosmic dust (≈ 0.13). Here, we show that the 187Os/188Os ratios measured in rain and snow collected around the world range from 0.16 to 0.48, much lower than expected (>1), but similar to the isotope composition of ores (approximate to 0.2) …
