Climate variability at global and regional scales is escalating with increased atmospheric carbon and is expected to magnify the intensity and duration of meteorological extremes, especially droughts. From the many environmental stresses that diminish crop production (e.g., soil salinity, frost, soil erosion) drought is one of the most prevalent. This study focuses on the sensitivity of three key crops produced in the northwestern United States to climatological anomalies, while controlling for attribution using anomalies in price. Mesoscale in situ meteorological observations are essential for better understanding and forecasting the weather and climate and to aid in decision-making by a myriad of stakeholder communities. They include, for example, state environmental and emergency management agencies, the commercial sector, media, agriculture, and the general public. Over the last three decades, a number of mesoscale weather and climate observation networks have become operational. These networks are known as mesonets. Most are operated by universities and receive different levels of funding. It is important to communicate the current status and critical roles the mesonets play. Modeling Gross Primary Production Of Midwest Maize And Soybean Croplands With Satellite And Gridded Weather Data, Gunnar Malek-Madani

The gross primary production (GPP) metric is useful in determining trends in the terrestrial carbon cycle. Models that determine GPP utilizing the light use efficiency (LUE) approach in conjunction with biophysical parameters that account for local weather conditions and crop specific factors are beneficial in that they combine the accuracy of the biophysical model with the versatility of the LUE model. One such model developed using in situ data was adapted to operate with remote sensing derived leaf area index (LAI) data and gridded weather datasets. Land-use land-cover change (LULCC) plays an important role in weather and climate systems. Human modifications of land cover include building reservoirs and thus creating artificial lakes for multipurpose use. In this research, the authors have completed a Weather Research and Forecasting (WRF) Model–based assessment of impacts of two large parallel lakes on precipitation. This area is located in the western part of the states of Kentucky and Tennessee and known as the Land between the Lakes (LBL). Observations from the Oklahoma Mesonet and high resolution Weather Research and Forecasting model simulations were used to evaluate the effect that the dry line and large-scale atmospheric patterns had on drought evolution during 2011. Mesonet observations showed that a “dry” and “wet” pattern developed across Oklahoma due to anomalous atmospheric patterns. The location of the dry line varied due to this “dry” and “wet” pattern, with the average dry line location around 1.5∘ longitude further to the east than climatology.Model simulations were used to further quantify the impact of variable surface conditions on dry line evolution and convective initiation (CI) …

Summary
This report describes the Air Quality Related Values (AQRVs) of the Northern Great Plains Network (NGPN). AQRVs are those resources sensitive to air quality and include streams, lakes, soils, vegetation, fish and wildlife, and visibility. This report also describes air pollutant emissions and air quality in NGPN, and their effects on AQRVs. The primary pollutants likely to affect AQRVs include nitrogen (N) and sulfur (S) compounds (nitrate [NO3-], ammonium [NH4+], and sulfate [SO42-]); ground-level ozone (O3); haze-causing particles; and airborne toxics.

Both observational and modeling studies clearly demonstrate that land-use and land-cover change (LULCC) play an important biogeophysical and biogeochemical role in the climate system from the landscape to regional and even continental scales. Without comprehensively considering these impacts, an adequate response to the threats posed by human intervention into the climate system will not be adequate. Public policy plays an important role in shaping local- to national-scale land-use practices. An array of national policies has been developed to influence the nature and spatial extent of LULCC. This chapter examines which levels of government handle various aspects of drought, as well as interactions between levels of government, providing examples from states across the western United States. It also takes a look at aspects of drought that fall outside traditional lines of authority and disciplinary boundaries. As part of a discussion on how states support local drought response, the chapter details and contrasts how California and Colorado track public water supply restrictions, and describes Colorado’s process for incorporating input from river basins across the state into its water plan. Vegetation productivity metrics, such as gross primary production (GPP) may be determined from the efficiency with which light is converted into photosynthates, or light use efficiency (ϵ). Therefore, accurate measurements and modeling of ϵ is important for estimating GPP in each ecosystem. Previous studies have quantified the impacts of biophysical parameters on light use efficiency based GPP models. Here we enhance previous models utilizing four scalars for light quality (i.e., cloudiness), temperature, water stress, and phenology for data collected from both maize and soybean crops at three Nebraska AmeriFlux sites between 2001 and 2012 (maize: 26 field-years; soybean: …
