This submission outlines the extent of drought in Western Australia in 1982/83, examines the adequacy of drought assistance measures and, after canvassing alternative assistance measures, proposes a preferred package of drought assistance measures.
The issue of whether or not the non-farm sector in rural areas should receive drought assistance, and if so what type, is not addressed in this submission. Rather the framework of discussion is restricted to the farm sector.

Recent data on ambient wave generated oceanic bubble spectra (Medwin, 1970) permit the calculation of the influence of bubble solution on air-sea gas exchange. Schulkin's formula is used to estimate the depth variation of bubbles, and a square law is used to estimate the increase of bubble volume with wind speed. Calculations indicate that bubble solution can be a very significant factor in gas exchange. Bubble solution enhances gas input and retards degassing of the water column. Preliminary data show a lag time of about 5 hours in the response of the water column to an atmospheric pressure change.

The purpose of this paper is to describe and illustrate some of the features that are of particular interest in the forecasting of one of the most death-dealing series of convective storms of the 1950s that occurred during the afternoon and evening of February 1, 1955. This series of severe storms included tornadoes, destructive winds, hail, and heavy rain that first struck near Marianata, Arkansas, then roared through Commerce Landing, Mississippi and northern Mississippi. then moved on to near Huntsville, Alabama.
