Coupled Oceanic-Atmospheric Variability And U.S. Streamflow, Glenn A. Tootle, Thomas C. Piechota, Ashok Singh
Civil and Environmental Engineering and Construction Faculty Research
A study of the influence of interdecadal, decadal, and interannual oceanic-atmospheric influences on streamflow in the United States is presented. Unimpaired streamflow was identified for 639 stations in the United States for the period 1951–2002. The phases (cold/negative or warm/positive) of Pacific Ocean (El Niño–Southern Oscillation (ENSO) and Pacific Decadal Oscillation (PDO)) and Atlantic Ocean (Atlantic Multidecadal Oscillation (AMO) and North Atlantic Oscillation (NAO)) oceanic-atmospheric influences were identified for the year prior to the streamflow year (i.e., long lead time). Background
National Weather Service (NWS) personnel who are responsible for rating tornadoes have expressed frustrations in applying the Fujita Scale in a consistent and accurate manner. Weak links in a structural system or a slow-moving storm sometimes lead to an overrating of a tornado event. Several technical articles suggest that wind speeds associated with some descriptions of damage are too high. For example, a 260 mph wind speed is not required to completely destroy a well constructed house and blow away the debris. The damage occurs at significantly lower wind speeds. Minor et al. Explosive Ordnance Disposal (EOD) Open Burning (OB) operations are performed to treat and dispose of unserviceable munitions in the Department of Defense (DOD) inventory. Air pollution modeling of OB operations is an Environmental Protection Agency requirement for permit issuance at OB sites. Specific OB regulation is still in its infancy; therefore, establishment of OB modeling techniques is still in the early stages. This thesis effort sought to develop a computer model, based upon the Gaussian Puff Equation. A seminar and workshop was held at Fitzroy Crossing in October 1993 to address the consequences of flooding to landholders and communities.
Damage to flood plain fencing was identified as one of the major concerns to landholders.
An outcome from the workshop was the decision to draw on local knowledge and collate information on options for fence and floodgate designs.
This information was to be made available to land holders and other interested parties - hence this publication.
