BACKGROUND

Invasive species are second only to habitat destruction as the greatest cause of species endangerment and global biodiversity loss. Invasive species can cause severe and permanent damage to the ecosystems they invade. Consequences of invasion include competition with or predation upon native species, hybridization, carrying or supporting harmful pathogens and parasites that may affect wildlife and human health, disturbing ecosystem function through alteration of food webs and nutrient recycling rates, acting as ecosystem engineers and altering habitat structure, and degradation of the aesthetic quality of our natural resources. This report is the third in a series of efforts by students at the Muskie School of Public Service, Community Planning and Development Master’s program, in a core class called “Sustainable Communities.” In this course students seek to understand principles of sustainability and how efforts to implement Sustainability programs can become more successful. The report assembles term papers students completed on particular efforts by municipalities, universities, and other groups to achieve sustainability goals. The accelerating pace of human-influenced climate change and our growing awareness of its negative public-health, environmental, and economic consequences compel decisive action. In recent years, many institutions of higher education have taken leadership roles to promote sustainability and climate neutrality at the campus level. In January 2008, Bucknell University became a signatory to the American Colleges and University Presidents Climate Commitment (ACUPCC). Under this agreement, Bucknell is required to prepare a comprehensive inventory of greenhouse gas emissions by May 2009, to update the inventory every other year thereafter, and to implement tangible emissions-reducing actions in the short-term (two years). Climate change will affect various sectors of water resources in Oregon in the 21st century. The observed trends in streamflow show significant declines in September flow and, although not significant, increases in March flow in many transient rain-snow basins. These streamflow trends are associated with rising temperature and coincident declines in snowpack in spring in the latter half of the 20th century. While there are no distinct trends in high precipitation events, such events are associated with climate variability such as ENSO and PDO. Effects of ENSO and PDO are more pronounced at the beginning and end of the wet …

The 2009 CEES Energy Justice Conference took place at the University of Colorado Law School on October 23rd and 24th, 2009. It featured 11 sessions, more than 40 speakers, and attracted over 200 attendees. The Portland Municipal Climate Change Working Group prepared a report in March 2008 that outlined several recommendations as a commitment by the City to address greenhouse gas emissions (GHG) produced during daily municipal operations. The Municipal Climate Action Plan was written in partnership with Clean Air – Cool Planet and Portland officials, and acknowledges under Recommendation #2 that an employee energy efficiency program would provide significant positive impact on the City’s reduction of greenhouse gas emissions. High Plains Regional Climate Center: Staff Publications

A low‐cost system was deployed above a swine waste lagoon to obtain estimates of Bowen ratios and characterize lagoon temperatures. The system consisted of humidity and temperature sensors and anemometers deployed above the lagoon, water temperature sensors, and a meteorological station located by the lagoon. To evaluate the system, data was analyzed from the 25th through 28th June 2007. Bowen ratios showed diurnal behavior near the lagoon surface characterized by negative values during day and positive ones at night. Latent (evaporation) and sensible heat fluxes were towards the atmosphere and the lagoon, respectively for most of the day. A diurnal …
