This report looks at the potential financial impact of LD 1725 on the estimated 30,000 stream crossings in the State of Maine that would be affected by the law. Our research for this report included the analysis of nearly 2000 stream crossings and the data collection necessary for the development of extensive stream crossing replacement cost models. We found that the 1.2 bankfull requirements in LD 1725 would result in a 75% ‐ 250% increase in structure widths for stream crossing projects across the state. An upsize of this magnitude would increase the cost of replacing stream crossings statewide by …

Several large-scale climate patterns influenced climate conditions and weather patterns across the globe during 2010. The transition from a warm El Niño phase at the beginning of the year to a cool La Niña phase by July contributed to many notable events, ranging from record wetness across much of Australia to historically low Eastern Pacific basin and near-record high North Atlantic basin hurricane activity. The remaining five main hurricane basins experienced below- to well-below-normal tropical cyclone activity. Karst hydrology provides a unique set of surface and subsurface hydrological components that affect soil moisture variability. Over karst topography, surface moisture moves rapidly below ground via sink holes, vertical shafts, and sinking streams, reducing surface runoff and moisture infiltration into the soil. In addition, subsurface cave blockage or rapid snowmelt over karst can lead to surface flooding. Moreover, regions dominated by karst may exhibit either drier or wetter soils when compared to nonkarst landscape. The following tables provide a detailed look at the role that culvert material and culvert diameter play in the overall cost of a culvert replacement project. Table 1 displays the cost per foot purchase price arranged by diameter size for the various culvert materials that are currently available. Table 2 displays the average additional culvert pipe material cost (increased cost to upsize minus original in-kind replacement cost) that would be incurred when upsizing a given diameter of culvert with a 50 foot length by factors of: 200%, 250% and 300%.

Nutrient limitation in aquatic ecosystems results from a deficiency in nitrogen or phosphorus levels relative to cellular growth needs. Nutrient limitation of freshwater systems is a function of biotic and abiotic factors. Biotic factors include vascular and nonvascular plant community composition. Abiotic factors include underlying bedrock and land-use activities (e.g. agriculture, septic systems). Nutrient availability directly affects growth, productivity, and community structure of primary producers. The purpose of this study was two-fold: (1) to assess the relationship between ambient algal biomass. and in-stream nutrient levels along the longitudinal course of a river through a transition from weak to well-developed underlying …

Wind Flow Modeling For Wind Energy Analysis Of The Nellis Dunes Area In Nevada, Upendra Rangegowda

A wind energy analysis of the Nellis Dunes area in Nevada was conducted. A DEM file which contains the elevation data was used to generate the surface model and to create a 3-D mesh of the region. Local meteorological tower data collected for a period of one year was used to generate the diagnostic initial wind fields. Upper level wind fields were created using a surface boundary layer technique along with linear interpolation of the tower level wind fields. The vertical components of the velocities were adjusted using the equation of continuity. Mass consistent 3-D wind fields were then calculated …
