The purposes of this paper are four-fold. First, dispersant use as an oil spill response option and the issues surrounding dispersant use will be discussed. Second, the past dispersant use policy will be reviewed, as will the recent changes to the policy in terms of the attempt to make dispersants a viable response option in the United States. Third, the role of interest groups in oil spill response issues and the importance of including them in contingency planning efforts, specifically dispersant planning, will be discussed. The traffic movements in the Straits of Malacca (SOM) have been ever increasing over the past few years resulting in numerous marine casualties that have caused serious concern to the Government of Malaysia. Current characteristics of navigation in the SOM present a potential major catastrophe. The first hypothesis is that there is a positive relationship between traffic movement and the number of marine casualties. Thus, an increase in traffic movement will result in an increased risk of marine casualties. Reduction of coastal nonpoint source (NPS) pollution requires an innovative approach. Efforts must comprehensively address the cumulative effects of individual behaviors. Therefore, program objectives must apply to the entire contributing watershed, but emphasize local implementation. Local governments must be empowered to install regulatory and other mechanisms to reduce NPS pollution. Local citizen organizations such as watershed associations, must effectively educate watershed citizens about their ole in NPS pollution. Watershed citizens must change their behaviors which contribute to the problem. However, developing a vibrant constituency around NPS pollution itself remains a serious challenge to mitigation efforts. As a geographically defined, holistic …

The Oil Pollution Act of 1990 (OPA 90) is the first comprehensive oil spill legislation passed in the United States. Included in the law were new provisions governing the liability and financial responsibility of both the company responsible for the spill and the insurer. These provisions, while well-intentioned, have created a dangerous situation for both the environment and the economy of the United States. This paper describes the development of a spatial decision-support and management system to be used for improved coastal and harbor management. The design combines two separate systems, one is the use of Global Positioning Systems (GPS), and the other is the use of a Geographic Information (GIS) (ARCVIEW II). This pilot project specifically examined the use of GPS and GIS to identify, map, and monitor individual mooring buoys in one recreational harbor in Narragansett, Rhode Island. This study will examine two separate, but related matters; (1) expansion of port State control through new treaties and international practice, and (2) the port State's use of targeting to focus its attention on substandard performance. It will also outline and clarify the practice of targeting which has been employed under several regional port State control agreements throughout the world. In the State of Rhode Island, marine fisheries are managed through the Marine Fisheries Council, a citizen-based regulatory body of nine members from either the commercial or recreational fishing industries or experienced with the conservation and management of fisheries resources. To ostensibly help this group make informed decisions, biological data and scientific advice are provided by the State Division of Fish and Wildlife. This thesis examines the decision-making process of this Council. In 1995, fifty-two water samples were drawn from 49 new wells and 2 wells that had been previously sampled during earlier phases. These included twenty samples from 19 wells in eastern Pulaski County, thirteen wells in Lee County, 16 wells in Jackson County, two wells in Lonoke County, one well in Crittenden County and resamples of two wells in Woodruff County. Figure 1 shows the locations of the 3 counties where the majority of the samples were taken and Figures 2-4 show the monitoring locations withing these counties. Crop production depends not only on the yield but also on the area harvested. The yield response to climate change has been widely examined, but the sensitivity of crop land use to hypothetical climate change has not been examined directly. Crop land-use regression models for estimating crop area indices (CAIs) - the percent of land used for corn, soybean, wheat, and sorghum production - are presented. Inputs to the models include available water-holding capacity of the soil, percent of land available for rain-fed agricultural production, annual precipitation, and annual temperature. The Algodones dunes of southeastern California comprise one of the largest active dune fields in the United States. The source of sand of the Algodones dunes is controversial, and the source of stabilized aeolian sand in the adjacent East Mesa area has not been investigated at all. We used mineralogical compositions and trace element concentrations to ascertain the most likely source of sand for these active and stabilized dunes. Results indicate that alluvium derived from the San Bernardino Mountains, which enters the Salton trough to the northwest of the dune fields, and alluvium derived from the Chocolate Mountains, which is …

Solution pipes found in the Quaternary eolian and marine carbonates of Bermuda are filled with reddish to reddish-brown soil material. The bulk of the soil is composed of clay and silt-sized quartz and aluminosilicate clay minerals. The carbonates are of high purity and, therefore, are not likely to have been the parent material. Previous workers have hypothesized that Saharan dust may have been the soil parent material. The fine-grained component of loess from the Mississippi River Valley of North America also could have contributed. Paleoclimate models indicate that both North Africa and North America could have been important source areas …

From April 21 st to April 25th, 1995 students from Utah State University's FW 462 class sampled the trophic gradient in Lake Powell between Bullfrog (Mile 99) and Hite Marinas (Mile 144). We sampled at 3-12 stations along the gradient, depending on the parameter measured. The purpose of the trip was three-fold. First, the primary objective of the class was to provide field and laboratory experiences in aquatic ecology for the students. Historically, thousands of Snake River Sockeye salmon returned to the Sawtooth Valley to spawn. Evermann (1896) reported that the Sawtooth Valley Lakes were teeming with red fish. Bjornn (1968) estimated that 4,360 sockeye returned to Redfish Lake in 1955. These numbers no longer exist. In the 1980's, less than 50 . Snake River sockeye salmon survived to spawn (Bowler 1990). Since 1990, only 14 sockeye have returned. Because of recent declines, the Shoshone-Bannock Tribes (SBT) petitioned the National - Marine Fisheries Service (NMFS) to list · Snake River sockeye as endangered. High-elevation red spruce-Fraser fir forests in the Southern Appalachian mountains: 1) receive among the highest rates of atmospheric deposition measured in North America, 2) contain old-growth forests, 3) have shown declines in forest health, 4) have sustained high insect-caused fir mortality, and 5) contain poorly buffered soils and stream systems. High rates of nitrogen and sulphur deposition (sim1900 and sim2200 Eq·ha–1·yr–1, respectively) are dominated by dry and cloud deposition processes. Large leaching fluxes of nitrate-nitrogen (100–1400 Eq·ha–1·yr–1) occur within the soil profile. We have expanded the study to the watershed scale with monitoring of: precipitation, throughfall, stream hydrology, and stream …

Eolian sand is extensive over the Great Plains of North America, but is at present mostly stabilized by vegetation. Accounts published by early explorers, however, indicate that at least parts of dune fields in Nebraska, Colorado, Kansas, New Mexico, and Texas were active in the 19th century. Based on an index of dune mobility and a regional tree-ring record, the probable causes for these periods of greater eolian activity are droughts, accompanied by higher temperatures, which greatly lowered the precipitationto- evapotranspiration ratio and diminished the cover of stabilizing vegetation. The Wellhead Protection (WHP) program was authorized by the 1986 Amendments to the Safe Drinking Water Act. The Arkansas Department of Health in July, 1986, was designated by Governor Clinton to be the lead agency in carrying out the WHP program. The program is designed to protect the ground-water resource tapped by public water-supply wells from contaminants which are injurious to the public health. It is the first formal attempt by the federal government in its environmental protection role to prevent contamination from taking place, in contrast to costly clean-up or remediation programs. There is growing evidence that postlarvae (megalopae) of the blue crab Callinectes sapidus can slow the progression through the molt cycle while in offshore nursery grounds, and delay metamorphosis until reinvasion of coastal habitat occurs. However, the cues that trigger metamorphosis of megalopae are not well known. This study tested the hypothesis that the time to metamorphosis (TTM) from the postlarval megalops stage to the first crab stage is shortened in the presence of 2 potential macroalgal settlement substrates, Ulva lactuca (Chlorophyta), and Gracilaria spp. (Rhodophyta). Most of the tufas in the Pyramid Lake subbasin were deposited within the last 35,000 yr, including most of the mound tufas that border the existing lake. Many of the older tufas (> 21,000 yr B.P.) contained in the mounds were formed in association with ground-water discharge. The radiocarbon (14C) ages of the older tufas represent maximum estimates of the time of their formation. Lake Lahontan experienced large and abrupt rises in level at ~ 22,000, 15,000, and 11,000 yr B.P. and three abrupt recessions in level at ~ 16,000, 13,600, and 10,000 yr B.P. The lake-level rises …

A building thermal model was used to compute hourly values of temperature humidity index (THI) for a broiler house with and without an evaporative misting system. Hourly summer time weather data for 238 U.S.A. locations covering 30 years were used to develop extreme occurrences of THI. Results were incorporated into a Geographical Information System (GIS) database to create isolines of THI and percentage of hours exceeding a heat stress threshold. Regional variations in misting as a suitable cooling technique are presented in terms of hours reduction in annual heat stress. The technique may be used for assisting in management decisions …

The Kent River Catchment is located in the South-West of Western Australia, approximately between latitudes 34° 15' and 35° 10' South and longitudes 116° 45" and 117° 50° East. The north-eastern boundary of the catchment stretches to the Albany Highway at Tenterden, and from there the catchment curves towards Rocky Gully before continuing to the South Coast (Figure 1.1.1). The catchment is located within the Shires of Cranbrook, Plantagenet and Denmark.

A seminar and workshop was held at Fitzroy Crossing in October 1993 to address the consequences of flooding to landholders and communities.
Damage to flood plain fencing was identified as one of the major concerns to landholders.
An outcome from the workshop was the decision to draw on local knowledge and collate information on options for fence and floodgate designs.
This information was to be made available to land holders and other interested parties - hence this publication.

Arkansas produces approximately one billion broilers each year. Phosphorous (P) runoff from fields receiving poultry litter is believed to be one of the primary factors affecting water quality in Northwest Arkansas. Poultry litter contains approximately 20 g P kg-1, of which about 2 g P kg-1 is water soluble. Soils that have received repeated heavy applications of litter may have water soluble P contents of as high as 10 mg P Kg-1 soil. The objective of this study was to determine if soluble P levels could be reduced in poultry litter and litter-amended soils with Al,Ca, and/or Fe amendments. Poultry …
