This Weaber Plain Development Project EPBC Annual Environment Report for the period 1 May 2019 to 30 April 2020 has been developed in accordance with Condition 3 of the Commonwealth Environmental Approval for the Weaber Plain Development Project, EPBC 2010/5491, issued under the Environment Protection and Biodiversity Conservation (EPBC) Act 1999.

The Western Australian Government, Kimberley Agricultural Investment Pty Ltd (KAI) and the Yawoorroong Miriuwung Gajerrong Yirrgeb Noong Dawang Aboriginal Corporation (MG Corp) are completing farm development and conducting irrigated agriculture across the Weaber Plain, north of Kununurra in the eastern Kimberley region of WA.

The Goomig Project (Weaber Plains Development Project) is an irrigated agricultural development located approximately 30 km north of Kununurra, which involved clearing approximately 9,260 ha of vegetation for agriculture. Approximately 11,470 ha of native vegetation surrounding, or remaining between, the cleared areas has been designated as a buffer area (the study area) to be managed to protect surrounding conservation reserves and watercourses (Strategen 2014). Fisheries Science Updates

Recreational, charter and commercial fishers in Western Australia (WA) are reporting significant increases in shark depredation (bite-offs), particularly in the Gascoyne and Pilbara regions.

Shark depredation is an issue across Northern Australia, with similar reports in Queensland and the Northern Territory. Managing shark depredation is complex, and WA is leading the country in research to better inform our management decisions.

Recent research by the Department of Primary Industries and Regional Development’s (DPIRD) has found that:

  • a range of shark species are responsible for bite-offs, including blacktip, dusky, milk, pigeye, sandbar and tiger sharks;

The Western Australian Department of Primary Industries and Regional Development (DPIRD) has identified the need to understand greenhouse gas (GHG) emissions from the livestock sector in detail, with a view to developing emission reduction plans for the state. To achieve this, DPIRD commissioned a life cycle assessment (LCA) for the sheep industry in Western Australia (WA) for the financial years (FY) 2005 (July 1, 2004 to June 30, 2005) and 2020 (July 1, 2019 to June 30, 2020). In July 2021, the Department of Primary Industries and Regional Development convened an ecological risk assessment (ERA) of the fisheries that access the State-wide Small Pelagic Scalefish Resource. The ERA considered the potential ecological impacts of the West Coast Purse Seine Fishery, South Coast Purse Seine Fishery, Purse Seine Development Zones and the recreational fishers who catch small pelagic scalefish. The assessment evaluated the impact of each fishing sector/method on all relevant retained and bycatch species, endangered, threatened and protected species, habitats and the broader environment.

The Project was approved by the former Department of Sustainability, Environment, Water, Population and Communities (now the Department of Agriculture, Water and the Environment) in 2011 under EPBC 2010/5491.

To satisfy Condition 6 of EPBC 2010/5491 and offset the potential impacts of the Project on the endangered Gouldian Finch (Erythrura gouldiae), a Gouldian Finch Conservation Plan was prepared. Climate science factsheets

Current climate model projections for Western Australia (WA) indicate that the average annual temperature will increase by 1.1–2.7°C in a medium-emission scenario, and 2.6–5.1°C in a high-emission scenario by the end of the century. Annual rainfall in the south-west is projected to decline by 6% by 2030 and 12% by 2100 (median values) for a medium-emission scenario, and by 5% and 18%, respectively (median values) for a high-emission scenario. In the northern and central parts of WA, annual rainfall remains relatively unchanged. The climate of WA varies annually, the future projection variation is not within the historical variation.

As part of the Western Australian Government’s commitment to emissions reduction and the sustainable mitigation of climate change, the Department of Primary Industries and Regional Development (DPIRD) identified that the Katanning Research Facility (KRF) is a significant greenhouse gas (GHG) emitter and that the site provides an opportunity to improve our understanding of emissions arising from agriculture, particularly livestock production. This report presents a baseline organisational carbon footprint assessment and a sustainable emissions reduction strategy with the goal of achieving carbon neutrality for the research facility by 2030.

Irrigated Agricultural Development in the North

The Western Australian Government is developing additional land for irrigated agriculture adjacent to the existing Ord River Irrigation Area (Ord Stage 1), in the Kimberley region of Western Australia. The expansion, referred to as greater Ord Stage 2 has identified land along the lower Ord (Packsaddle, West Bank, Carlton Station and Mantinea), the Cockatoo Sands, as well as the Weaber, Keep River and Knox Creek Plains as suitable for development.
