The Salt Ponds Project scientific research and management efforts were designed to address the management issues typical to barrier beach-lagoon systems. It was anticipated that the finds of the project would be applied to the management of similar estuarine systems in Rhode Island and elsewhere. This paper presents findsings and recommendations relating to water quality and land use for the watersheds of Quonochontaug Pond, Winnapaug Pond, and Maschaug Ponds. With the inclusion of these waterbodies into the SAM Plan framework, all of the barrier beach-coastal lagoon ecosystems of the south shore will come under a plan specifically designed to protect …

This study evaluates the decision-making process of the U.S. Army Corps of Engineers (COE) as it applies to the selection of land or open-water disposal sites for sediment from dredging projects planned by the COE. The study seeks to illustrate: 1) the structure of the COE decision-making process as provided for in laws, regulations, and COE policies; 2) the operational, economic, and environmental variables that might influence COE decision-making; 3) how the New England Division of the COE makes decisions on disposal sites for dredged material through consideration of operational, economic and environmental objectives. There is no way to measure, on a global scale, the pollution dumped directly into the oceans, let alone all the tens of thousands of particulates, toxics, and gaseous substances are added each day to the atmosphere surrounding the New York Bight. The aim of this paper is to develop a user fee framework for the ocean dumping of municipal sludge. Such a proposal requires a radical departure from the standards and enforcement approach of today's legislation. In the past, energy facilities on the Island of Puerto Rico have not been located in the best practicable sites. This is attributable to the absence of mandatory site selection procedures. This thesis has developed and tested procedures for siting 900 MWe coal fired thermoelectric generation plants. The procedures developed here permit the placement of these facilities within the existing legal regime, with a minimum of adverse ecological and socioeconomic impact. This paper was written with two objectives in mind: to provide information relevant to the protection of the quahog fishery and the protection of human health. Both are threatened as hundreds of millions of gallons of industrial effluents and sewage treatment plant discharges enter Narragansett Bay daily. The implications of trace metal pollution with respect to the quahog fishery have received little attention to date. The purpose of this paper is to assemble scientific, legal, and socioeconomic information in a fashion which will direct future research and management attempts in an effective manner.

On March 23, 1975 oil leaked out of an oil retention pit at a drilling site owned by L.O. Ward. Ward was an Oklahoma wildcatter and the owner and operator of L.O. Ward Oil and Gas Operations. The spilled oil ran down a gully and into Boggie Creek. Boggie Creek is a tributary of the navigable Arkansas River. Most of the waste products of human society end up in the oceans and the number and quantities of pollutants entering the oceans have been increasing at exponential rates. Recognition of these trends has resulted in expansion of international environmental attention to include sources of marine pollution other than vessels. Source, in this sense, refers to the pathway through which pollutants reach the sea. Land-based sources accounts for the vast bulk of the pollutants reaching the oceans. Effective protection of the marine environment, therefore, must include regulation of land-based sources of marine pollution.

It is now clear that the capacity of the oceans to accept some of the by-products of civilization is limited. The oceans can no longer be the world's sink, it we are to maintain the ecological viability of the biosphere. The dangers of the present situation are compounded by the difficulties in defining "marine pollution." A broad-scope overview of the solid waste disposal problem as intensified by legislation against ocean dumping of such wastes. Since the problem of increasing ocean pollution was partly solved by extensive restrictions on ocean dumping, wastes formerly disposed of in the oceans must now be disposed of by other methods. These alternative methods are discussed and cost estimates applied insofar as feasible; effects on the environment and on the conservation of natural resources are also discussed. An analysis of the nature of multiple-use conflict on the continental shelf developed with particular emphasis on the involvement of ocean transportation and offshore oil recovery. The wide-ranging effects which offshore marine accidents may have on coastal residents is discussed. Trends indicate a growth in the level of conflict stemming from competition between those wishing to use the same ocean space for the same purpose, the same ocean space for different purposes, and different but related ocean space for incompatible purposes. Pollution control and abatement has become a national social goal but improvement impeded by lack of adequate resource allocation. The uncertainties of technology, financing, nature, politics, law and institutionalism must be evaluated by corporate and government planners to find long-run solutions. The evaluation of the sensitivity of planning recommendations to the uncertainty involved in this multi-variate problem, along with national economic shifts caused by alternative abatement funding programs is critical in formulating the “best” plan to ensure success of the national program.
