Deep neural networks are increasingly required to run on the devices that generate the data. If such a device must perform more than one task, the standard practice is deploying one model per task, which makes memory grow linearly with task count, which is unacceptable when the entire budget is kilobytes. This thesis asks one question in three settings: how much capability can a network acquire without incurring deployment cost?

 Abstract -This conceptual essay addresses the need for systemic and systematic transdisciplinary analytical techniques within cybersecurity and technical security. Current research often relies on static models or experimental data that either fail to capture the dynamic interactions within cellular environments or are not generalizable to other types of pathogens. Identifying behavioral health is paramount for law enforcement officers to provide appropriate follow-up community care. In the current practice, law enforcement offices manually identify these behavioral health cases to allow the designation of the relevant follow-up resources. Police reports generated by officers' response to 911 calls remain an untapped resource for identifying such incidents. Therefore, we advocate for the incorporation of manual annotations from experts, natural language processing (NLP), active learning, advanced machine learning, and ensemble techniques to detect behavioral health cases within police reports. Nevertheless, it still remains a challenge to automatically discover novel, cross-silo biomedical hypotheses from large-scale literature repositories.
