Modern multi-agent Urban Search and Rescue (USAR) operations heavily rely on mobile geospatial Common Operating Pictures (COPs) to maintain team coordination and Situational Awareness (SA). However, the proliferation of high-frequency sensor telemetry at the tactical edge has introduced a data saturation paradox challenge: while information theoretically drives informed decision-making, unmanaged data surges induce increased operator cognitive overload and alert fatigue on mobile End-User Devices (EUDs), while downstream data-broadcasting models inherently strain edge processing and viewport environments.

Consider a Markovian tandem line with finite intermediate buffers and an equal number of stations and servers. Servers are flexible but noncollaborative, so that a job can be processed by at most one server at any time. When a job is being processed, it can be damaged and wasted depending on the proficiency of the server. We identify the dynamic server assignment policy that maximizes the long-run average throughput of the system with two stations and two servers. This project examines the development of a smart boat which could serve as a possible marine research apparatus. The smart boat consists of a miniature vessel containing a low-cost microcontroller to live stream a camera feed, GPS telemetry, and compass data through its own WiFi access point. The smart boat also has the potential for autonomous navigation. My project captivated the interest of several members of California Polytechnic State University, San Luis Obispo’s (Cal Poly SLO) Marine Science Department faculty, who proposed a variety of fascinating and valuable smart boat applications.

In this paper, we introduce a faster query approach using the bit-sliced index (BSI). Our study covers multidimensional grouping and preference top-k queries with the BSI, algorithms design, time complexity evaluation, and the query time comparison on a real-time production performance monitoring system. Wireless underground sensor networks (WUSNs) are becoming ubiquitous in many areas. The design of robust systems requires extensive understanding of the underground (UG) channel characteristics. In this paper, an UG channel impulse response is modeled and validated via extensive experiments in indoor and field testbed settings. The three distinct types of soils are selected with sand and clay contents ranging from $13\%$ to $86\%$ and $3\%$ to $32\%$, respectively. The present work shows a secure-by-design process, defense-in-depth method, and security techniques for a secure distributed energy resource. The distributed energy resource is a cybersecure, solar inverter and battery energy storage system prototype, collectively called the Cybersecure Power Router. Consideration is given to the use of the Smart Green Power Node for a foundation of the present work. Metrics for controller security are investigated to evaluate firmware security techniques. This thesis uses a geometric approach to derive and solve nonlinear least squares minimization problems to geolocate a signal source in three dimensions using time differences of arrival at multiple sensor locations. There is no restriction on the maximum number of sensors used. Residual errors reach the numerical limits of machine precision. Symmetric sensor orientations are found that prevent closed form solutions of source locations lying within the null space. Maximum uncertainties in relative sensor positions and time difference of arrivals, required to locate a source within a maximum specified error, are found from these results. Weight-sharing is one of the pillars behind Convolutional Neural Networks and their successes. However, in physical neural systems such as the brain, weight-sharing is implausible. This discrepancy raises the fundamental question of whether weight-sharing is necessary. If so, to which degree of precision? If not, what are the alternatives? The goal of this study is to investigate these questions, primarily through simulations where the weight-sharing assumption is relaxed. In this paper, I develop a hierarchical Markov Decision Process (MDP) structure for completing the task of vertical rocket landing. I start by covering the background of this problem, and formally defining its constraints. In order to reduce mistakes while formulating different MDPs, I define and develop the criteria for a standardized MDP definition format. I then decompose the problem into several sub-problems of vertical landing, namely velocity control and vertical stability control. The realization of Internet of Underground Things (IOUT) relies on the establishment of reliable communication links, where the antenna becomes a major design component due to the significant impacts of soil. In this paper, a theoretical model is developed to capture the impacts of change of soil moisture on the return loss, resonant frequency, and bandwidth of a buried dipole antenna. The goal of the work is to increase the interoperability and data quality of aggregated ocean observations to support convenient discovery and consumption by applications.
