Over the past 5 years, the number of DoD software organizations that employ nontraditional organizational structures has increased. These organizations, commonly referred to as software factories, often employ the network-based organizational structures found within high-technology industries. This article details ways in which network analysis techniques can be used to create a big picture view of these nontraditional organizations. Drawing on methodologies employed by network researchers, the authors develop and present an interorganizational analysis process that highlights a program's social and economic structures. The quiet zone of a radar range is the region over which a transmitted EM field approximates a uniform plane wave to within some finite error tolerance. Any target to be measured must physically fit within this quiet zone to prevent excess measurement error. Compact radar ranges offer significant operational advantages for performing RCS measurements but their quiet zone sizes are constrained by space limitations. A new method for determining heat transfer coefficient (h) and adiabatic effectiveness (η) waveforms h(t) and η(t) from a single test uses a novel inverse heat transfer methodology to use surface temperature histories obtained using prior art approaches to approximate the h(t) and η(t) waveforms. The method best curve fits the data to a pair of truncated Fourier series.

A new approach to calculating nucleon-nucleon scattering matrix elements using a proven atomic time-dependent wave packet technique is investigated. Wave packets containing centripetal barrier information are prepared in close proximity to nuclear well. This is accomplished by first using an analytic equation to determine the wave packets in a suitable intermediate asymptotic state where the centripetal barrier is negligible. Then, the split operator technique is used to propagate the wave packets back to their original positions under the full Hamiltonian. This work presents a built, tested, and demonstrated test structure that is low-cost, flexible, and re-usable for robust radiation experimentation, primarily to investigate memory, in this case SRAMs and SRAM-based FPGAs. The space environment can induce many kinds of failures due to radiation effects. These failures result in a loss of money, time, intelligence, and information. In order to evaluate technologies for potential failures, a detailed test methodology and associated structure are required. This thesis investigates a modification to Differential Phase Shift Keyed (DPSK) modulation to create a Low Probability of Interception/Exploitation (LPI/LPE) communications signal. A pseudorandom timing offset is applied to each symbol in the communications stream to intentionally create intersymbol interference (ISI) that hinders accurate symbol estimation and bit sequence recovery by a non-cooperative receiver. Two cooperative receiver strategies are proposed to mitigate the ISI due to symbol timing offset: a modified minimum Mean Square Error (MMSE) equalization algorithm and a multiplexed bank of equalizer filters determined by an adaptive Least Mean Square (LMS) algorithm. This dissertation presents principles, techniques, and performance of evolutionary computation optimization methods. Concentration is on concepts, design formulation, and prescription for multiobjective problem solving and explicit building block (BB) multiobjective evolutionary algorithms (MOEAs). Current state-of-the-art explicit BB MOEAs are addressed in the innovative design, execution, and testing of a new multiobjective explicit BB MOEA. A mixed-norm approach to control synthesis for discrete time linear systems is developed. Specifically, the problem of minimizing the H2 norm of a transfer function, subject to a combination of ℓ1 and-or H norm constraints on dissimilar but related transfer functions is considered. The uniqueness of the optimal solution is shown, and numerical methods for approximating the optimal solution to within arbitrary accuracy are developed. These methods generally result in high order compensators which can not be implemented in most practical applications. While airborne, military and civilian aircraft must occasionally jettison unburned aviation fuel into the atmosphere. This research investigates the fate of a jettisoned fuel (e.g. JP-4, JP-8, etc.) from initial release to final ground fall by numerically modeling the physical phenomena governing the fate of this fuel: evaporation, advection, and dispersion. Using previous work in evaporation and free fall of fuel droplets as a foundation, this thesis presents an integrated evaporation advection and dispersion model designed to run under the resources of a typical personal computer. Multirate systems, which find application in the design and analysis of filter banks, are demonstrated to also be useful as a computational paradigm. It is shown that any problem which can be expressed a set of vector-vector, matrix-vector or matrix-matrix operations can be recast using multirate. This means all of numerical linear algebra can be recast using multirate as the underlying computational paradigm. As a non-trivial example, the multirate computational paradigm is applied to the problem of Generalized Discrete Time- Frequency Distributions GDTFD to create a new family of fast algorithms. This research addressed the development of a parallel computational fluid dynamics unstructured grid generator using Delaunay triangulation. The generator is applied to simple elliptical and cylindrical two-dimensional bodies. The methodologies used included Watsons point insertion algorithm, Holmes and Snyders point creation algorithm, a discretized surface definition, Andersons clustering function, and a Laplacian smoother. The first version of the software involved a processor boundary exchange at the end of each iteration with no inter-processor communications during the iterations The second version used inter-processor communication during each iteration instead of the boundary exchange. Air Force leaders, recognizing the need for improved training following the Vietnam War, implemented the Red Flag exercises at Nellis AFB. At the heart of this training is the Red Flag Measurement and Debriefing System RFMDS and its capability to accurately reconstruct the elements of an intense exercise fought over the deserts of Nevada. This thesis uses the technology of distributed interactive simulation DIS to transmit aircraft telemetry onto computer networks, allowing the monitoring and analysis of live Red Flag missions at any site with compatible communications equipment and thesis software. A numerical analysis of the aerodynamic phenomena associated with the high-speed flight of a sharp-nosed, four-finned, high-fineness ratio missile using a block-structured, parallel computer algorithm is presented. The algorithm, PANS-3EM, utilizes a second-order-accurate, shock-capturing, Total Variation Diminishing scheme and incorporates a Baldwin-Lomax turbulence model. PANS-3EM allows for extreme flexibility in the choice of computational domain decomposition and computing machine of implementation. Developmental work consists of conceptualization and verification of the algorithm as well as parallel performance and scalability studies conducted on a variety of computing platforms.
