Technological innovation creates numerous opportunities for businesses, organizations, and societies. Artificial intelligence, machine learning, data science, and big data provide opportunities for developing self-controlling systems emulating human intelligence. In some instances, these systems surpass the performance of humans. The relationship of innovative technology with the law is an important underpinning factor that is often overlooked. Law may encourage innovation but may also inhibit its development and application by adopting stringent regulatory provisions and liability regimes. This article examines the legal and regulatory issues related to new technologies such as artificial intelligence, machine learning, data science, and big data.

Face de-identification (De-ID) removes face identity information in face images to avoid personal privacy leakage. Existing face De-ID breaks the raw identity by cutting out the face regions and recovering the corrupted regions via deep generators, which inevitably affect the generation quality and cannot control generation results according to subsequent intelligent tasks (e.g., facial expression recognition). In this work, for the first attempt, we think the face De-ID from the perspective of attribute editing and propose an attribute-aware anonymization network (A3GAN) by formulating face De-ID as a joint task of semantic suppression and controllable attribute injection. Real-time traffic data at intersections is significant for development of adaptive traffic light control systems. Sensors such as infrared radiation and GPS are not capable of providing detailed traffic information. Compared with these sensors, surveillance cameras have the potential to provide real scenes for traffic analysis. Quadratic unconstrained binary optimization (QUBO) models have garnered growing interests as a strong alternative modelling framework for solving combinatorial optimization problems. A wide variety of optimization problems that are usually studied using conventional Operations Research approaches can be formulated as QUBO problems. However, QUBO solvers do not guarantee optimality when solving optimization problems. Instead, obtaining high quality solutions using QUBO solvers entails tuning of multiple parameters. Modern software systems rely on mining insights from business sensitive data stored in public clouds. A data breach usually incurs signifcant (monetary) loss for a commercial organization. Conceptually, cloud security heavily relies on Identity Access Management (IAM) policies that IT admins need to properly confgure and periodically update. Security negligence and human errors often lead to misconfguring IAM policies which may open a backdoor for attackers. Many combinatorial optimization problems can be formulated as a problem to determine the order of sequence or to find a corresponding mapping of the objects. We call such problems permutation-based optimization problems. Many such problems can be formulated as a quadratic unconstrained binary optimization (QUBO) or Ising model by introducing a penalty coefficient to the permutation constraint terms. While classical and quantum annealing approaches have been proposed to solve QUBOs to date, they face issues with optimality and feasibility. In recent years, the pre-training-then-fine-tuning paradigm has yielded immense success on a wide spectrum of cross-modal tasks, such as visual question answering (VQA), in which a visual-language (VL) model is first optimized via self-supervised task objectives, e.g., masked language modeling (MLM) and image-text matching (ITM), and then fine-tuned to adapt to downstream task (e.g., VQA) via a brand-new objective function, e.g., answer prediction. Fine-grained entity typing (FET) aims to assign proper semantic types to entity mentions according to their context, which is a fundamental task in various entity-leveraging applications. This paper proposes a novel pretext task to address the self-supervised video representation learning problem. Specifically, given an unlabeled video clip, we compute a series of spatio-temporal statistical summaries, such as the spatial location and dominant direction of the largest motion, the spatial location and dominant color of the largest color diversity along the temporal axis, etc. Then a neural network is built and trained to yield the statistical summaries given the video frames as inputs. Event extraction aims to identify an event and then extract the arguments participating in the event. Despite the great success in sentencelevel event extraction, events are more naturally presented in the form of documents, with event arguments scattered in multiple sentences. However, a major barrier to promote documentlevel event extraction has been the lack of large-scale and practical training and evaluation datasets. In this paper, we present DocEE, a new document-level event extraction dataset including 27,000+ events, 180,000+ arguments. Characters in fighting videogames1 such as Street Fighter V and Tekken7 typically reveal a phenomenon that we define as virtual enfreakment: their bodies, costumes, and fighting styles are exaggerated (1) in a manner that emphasizes perceived exoticism and (2) to enable them to be easily visually and conceptually distinguishable from one another. Here, using both quantitative and qualitative methods, including crowd-sourced surveys and analyses of game mechanics, we report on the contours of virtual enfreakment in those games. This study focuses on designing flipped classroom learning activities across pre-class problem-based exercises; with in-class active discussions and practical problem-solving sessions; and follow up with postclass problem-based labs and assessments. We evaluate the effectiveness of our learning activities based on student surveys, course feedback, grades, and teacher feedback for a beginner programming course with non-IS students. We describe detail programming learning activities with comparisons to existing practices based on related work. Our findings are that majority of students (86%) agreed with flipped classroom, but teachers should be aware of the 14% who disagreed and cater for them. Teachers should avoid …

Hitherto statistical type inference systems rely thoroughly on supervised learning approaches, which require laborious manual effort to collect and label large amounts of data. Most Turing-complete imperative languages share similar control- and data-flow structures, which make it possible to transfer knowledge learned from one language to another. Urbanisation is resulting in rapid growth in road networks within cities. The evolution of road networks can be indicative of a city's economic growth and it is a field of research gaining prominence in recent years. This paper proposes a framework for spatial partition of large scale road networks that produces appropriately sized geospatial units in order to identify the type of community they serve. Implementing adaptive learning is often a challenging task at higher learning institutions where the students come from diverse backgrounds and disciplines. In this work, we collected informal learning journals from learners. Using the journals, we trained two machine learning models, an automated topic alignment and a doubt detection model to identify areas of adjustment required for teaching and students who require additional attention. The models form the baseline for a quiz recommender tool to dynamically generate personalized quizzes for each learner as practices to reinforce learning. One of the most promising areas of research to obtain practical advantage is Quantum Machine Learning which was born as a result of cross-fertilisation of ideas between Quantum Computing and Classical Machine Learning. In this paper, we apply Quantum Machine Learning (QML) frameworks to improve binary classification models for noisy datasets which are prevalent in financial datasets. The metric we use for assessing the performance of our quantum classifiers is the area under the receiver operating characteristic curve AUC-ROC. Generating fluent and informative natural responses while maintaining representative internal states for search optimization is critical for conversational search systems. Existing approaches either 1) predict structured dialog acts first and then generate natural response; or 2) map conversation context to natural responses directly in an end-to-end manner. Both kinds of approaches have shortcomings. The former suffers from error accumulation while the semantic associations between structured acts and natural responses are confined in single direction. Background: The increasing demands concerning stroke rehabilitation and in-home exercise promotion grew the need for affordable and accessible assistive systems to promote patients' compliance in therapy. These assistive systems require quantitative methods to assess patients' quality of movement and provide feedback on their performance. A system uses a neural network based model to perform scene text recognition. The system achieves high accuracy of prediction of text from scenes based on a neural network architecture that uses double attention mechanism. The neural network based model includes a convolutional neural network component that outputs a set of visual features and an attention extractor neural network component that determines attention scores based on the visual features. We propose and study a new class of gradient communication mechanisms for communication-efficient training -- three point compressors (3PC) -- as well as efficient distributed nonconvex optimization algorithms that can take advantage of them. Unlike most established approaches, which rely on a static compressor choice (e.g., Top-$K$), our class allows the compressors to {\em evolve} throughout the training process, with the aim of improving the theoretical communication complexity and practical efficiency of the underlying methods.
