Non-Gaussian uncertainty frequently arises in learning and control problems involving stochastic dynamical systems, particularly in autonomous vehicles, UAVs, satellites, and robotics. In this dissertation, we propose a new framework that leverages characteristic functions that provides a frequency-domain representation of random variables. The dissertation is structured into three key areas. First, we address model-based stochastic optimal control for linear systems with non-Gaussian noise, demonstrating that characteristic functions can be used to enforce chance constraints and control systems toward desired distributions. Second, we explore data-driven stochastic control, utilizing empirical characteristic functions to handle systems with unknown disturbances. In addition, we derive several …

The control of complex networks is an emerging field yet it has already garnered interest from across the scientific disciplines, from robotics to sociology. It has quickly been noticed that many of the classical techniques from controls engineering, while applicable, are not as illuminating as they were for single systems of relatively small dimension. Neutrosophic set has been derived from a new branch of philosophy, namely Neutrosophy. Neutrosophic set is capable of dealing with uncertainty, indeterminacy and inconsistent information. Neutrosophic set approaches are suitable to modeling problems with uncertainty, indeterminacy and inconsistent information in which human knowledge is necessary, and human evaluation is needed. Neutrosophic set theory was firstly proposed in 1998 by Florentin Smarandache, who also developed the concept of single valued neutrosophic set, oriented towards real world scientific and engineering applications. In this thesis the Double Pendulum Inverted on a Cart (DPIC) system is modeled using the Euler-Lagrange equation for the chosen Lagrangian, giving a second-order nonlinear system. This system can be approximated by a linear first-order system in which linear control theory can be used. The important definitions and theorems of linear control theory are stated and proved to allow them to be utilized on a linear version of the DPIC system. Controllability and eigenvalue placement for the linear system are shown using MATLAB. Linear Optimal control theory is likewise explained in this section and its uses are applied to …

In this note we want to show that the PCR6 fusion rule works and redistributes the conflicting mass properly, contrarily to the authors’ assertion that “the focal element {v3} absorbs almost all of the conflicting mass (the majority).” We also question the validity of the new CREC rule of combination presented by the authors.

The management and combination of uncertain, imprecise, fuzzy and even paradoxical or highly conflicting sources of information has always been, and still remains today, of primal importance for the development of reliable modern information systems involving artificial reasoning. In this introduction, we present a survey of our recent theory of plausible and paradoxical reasoning, known as Dezert-Smarandache Theory (DSmT), developed for dealing with imprecise, uncertain and conflicting sources of information. We focus our presentation on the foundations of DSmT and on its most important rules of combination, rather than on browsing specific applications of DSmT available in literature. Several simple …
