This research effort examines the theory, application and results of side-looking airborne radar operation in hot clutter. Hot clutter is an electronic counter-measure used to degrade the performance of airborne radar. Hot clutter occurs by illuminating the ground with an airborne jammer at some velocity, azimuth, elevation, and range from the airborne radar. When the received RCS scattered hot clutter waveform is perfectly coherent with the radar waveform, the radar believes the returns created by the hot clutter jammer resulted from the transmitting radar. In order to estimate the position and velocity of a target, most multistatic radar systems require multiple independent target measurements, such as angle-of-arrival, time-of-arrival, and Doppler information. Though inexpensive and reliable, Doppler-only systems have not been widely implemented due to the inherent nonlinear problem of determining a target’s position and velocity from their measurements. We solve this problem. In particular, we first establish the lack of observability in the Doppler-only bistatic system, thereby demonstrating the need for multiple transmitters and/or receivers. This research explores noise estimation techniques in an attempt to improve upon a previously developed digital burst transmission Binary Phase Shift Keyed (BPSK) demodulator. The demodulator success is dependent on the accuracy of the estimate of Power Spectral Density (PSD) of the unknown noise. Given a discrete time signal transformed into the frequency domain, the research seeks to determine if it is possible to effectively estimate the PSD of the unknown noise. Explicit expressions are presented that describe the input-output behaviour of a nonlinear system in both the frequency and the time domain. The expressions are based on a set of coefficients that do not depend on the input to the system and are universal for a given system. The anharmonic oscillator is chosen as an example and is discussed for different choices of its physical parameters. The paper discusses the short term scheduling of Hydrothermal for Tanzania Electricity Supply Company (TANESCO) Power System. The problem is to determine on hourly interval the Hydro and Thermal generation. The scheduling keeps balance between production and consumption in a reliable and economical way during the study period. Linear programming (LP) mathematical model using MATL4B has been developed. The constraints are hydrological balance, thermal power plants limitations and load requirements. The result from LP solution gave low operation cost. Generation was mainly from hydro and all reservoirs elevation was high at the end ofplanning period.

The U.S. Air Force is researching the fusion of multiple classifiers. Given a finite collection of classifiers to be fused, one seeks a new classifier with improved performance. An established performance quantifier is the Receiver Operating Characteristic (ROC) curve, which allows one to view the probability of detection versus the probability of false alarm in one graph. Previous research shows that one does not have to perform tests to determine the ROC curve of this new fused classifier. We consider the problem of computing m shortest paths between a source node s and a target node t in a stage graph. Polynomial time algorithms known to solve this problem use complicated data structures. This paper proposes a very simple algorithm for computing all m shortest paths in a stage graph efficiently. The proposed algorithm does not use any complicated data structure and can be implemented in a straightforward way by using only array data structure. This problem appears as a sub-problem for planning risk reduced multiple k-legged trajectories for aerial vehicles.

Novel constructions of empirical controllability and observability gramians for nonlinear systems for subsequent use in a balanced truncation style of model reduction are proposed. The new gramians are based on a generalisation of the fundamental solution for a Linear Time-Varying system. Relationships between the given gramians for nonlinear systems and the standard gramians for both Linear Time-Invariant and Linear Time-Varying systems are established as well as relationships to prior constructions proposed for empirical gramians. Application of the new gramians is illustrated through a sample test-system.

The limited resolution of video imagery taken by aircraft, over geographical areas of interest, hinders the accurate extraction of useful information. The frame resolution of the video is determined by the camera that created it. Information exists about the camera which can be used to increase frame resolution beyond the resolution capability of the camera. This is achieved by a process called super-resolution, which uses multiple low-resolution video frames to create one high-resolution image.

The objective of this research is to demonstrate pattern recognition tools such as decision trees (DTs) and neural networks that will improve and automate the design of relay protection functions in electric power systems. Protection functions that will benefit from the research include relay algorithms for high voltage transformer protection (TP) and for high impedance fault (HIF) detection. A methodology, which uses DTs and wavelet analysis to distinguish transformer internal faults from other conditions that are easily mistaken for internal faults, has been developed. This thesis significantly advances research towards the implementation of optimal Non-linear Ambiguity Suppression (NLS) waveforms by analyzing the Brown theorem. The Brown theorem is reintroduced with the use of simplified linear algebraic notation. A methodology for Brown symbol design and digitization is provided, and the concept of dispersive gain is introduced. Numerical methods are utilized to design, synthesize, and analyze Brown symbol performance. The theoretical performance in compression and dispersion of Brown symbols is demonstrated and is shown to exhibit significant improvement compared to discrete codes. This paper presents the estimation of travel time on highways based on macroscopic modelling. The focus is on real-time values as compared to average or static values. The macroscopic models are used for distributed and time/space lumped settings and corresponding travel time estimation functions and algorithms are developed. The implications of these algorithms for the implementation of various incident management and traffic control strategies are also discussed.

A unique ASIC was designed implementing the Haar Wavelet transform for image compression/decompression. ASIC operations include performing the Haar wavelet transform on a 512 by 512 square pixel image, preparing the image for transmission by quantizing and thresholding the transformed data, and performing the inverse Haar wavelet transform, returning the original image with only minor degradation. The ASIC is based on an existing four-chip FPGA implementation. Implementing the design using a dedicated ASIC enhances the speed, decreases chip count to a single die, and uses significantly less power compared to the FPGA implementation. Design and analysis of a new compensating element for improving the electron pulse front and compressing the pulse duration in a femtosecond photoelectron gun are described. The compensating element is a small metallic cylindrical cavity in which an external voltage is applied in such a way that a special electric field forms and interacts with the electron pulse. This electric field reduces the distances between the faster and slower electrons inside the cavity and efficiently compensates for electron pulse broadening caused by the photoelectron energy spread and space charge effects. This paper presents an effort to validate the traffic incident duration estimation model of WAIMSS (wide area incident management support system). Duration estimation model of WAIMSS predicts the incident duration based on an estimation tree which was calibrated using incident data collected in Northern Virginia. This dissertation demonstrates how the symmetric convolution-multiplication property of discrete trigonometric transforms can be applied to traditional problems in image reconstruction with slightly better performance than Fourier techniques and increased savings in computational complexity for symmetric point spread functions. The fact that the discrete Fourier transform a circulant matrix provides an alternate way to derive the symmetric convolution-multiplication property for discrete trigonometric transforms. Derived in this manner, the symmetric convolution-multiplication property extends easily to multiple dimensions and generalizes to multidimensional asymmetric sequences. The rational resolution analysis RRA is introduced and developed as a generalization of the integer, dilation multiresolution analyses MRA developed by Mallat and Meyer. Rational dilation factors are achieved by relaxing the condition on MRAs that successive approximation spaces be embedded. Conditions for perfect reconstruction are discussed and it is shown that perfect reconstruction is possible with specific constraints on the scaling function the scaling filter must have its roots on the unit circle. This research develops theoretical methods for parameter estimation of filtered, pulsed sinusoids in noise and demonstrates their effectiveness for Electronic Warfare EW applications. Within the context of stochastic modeling, a new linear model, parameterized by a set of Linear Prediction LP coefficients, is derived for estimating the frequencies of filtered sinusoids. This model is an improvement over previous modeling techniques since the effects of the filter and the coefficients upon the noise statistics are properly accounted for during model development. From this linear model, a relationship between LP coefficient estimation and Maximum Likelihood ML frequency estimation is derived and several …
