Meteorologists have encountered problems with the Velocity Azimuth Display (VAD) algorithm in the Weather Surveillance Radar - 1988 Doppler (WSR-88D) System. Under certain meteorological conditions, forecasters have observed differences between the radar's wind profiles and wind profiles from rawinsonde upper-air soundings, or wind profilers. One of the main causes of this problem is inversions in the atmosphere which cause the radar beam to subrefract or superefract, causing the VAD winds to be inaccurately reported at a particular height. The Air Force is investigating the use of imaging laser radar systems as autonomous guidance systems on future precision guided munitions. The Air Force's Wright Laboratory is currently testing a 1.06 micron wavelength laser radar (ladar) at Eglin Air Force Base. Since laser radiation can be susceptible to propagation problems through weather, quantitative understanding of these effects is important to the development of this weapon system. Ladar image degradation, in the form of target dropouts and false returns, was evaluated in various weather conditions. Accurate forecasts of contrail occurrence are essential to military aircrews. Although classical forecast methods have been reasonably successful predicting contrails, there is need for improvement at low ambient relative humidity. This thesis examines the performance of the Hanson method, which was developed to provide better contrail forecasts under drier atmospheric conditions. As a secondary objective, the forecast methods of Schumann and Hanson are compared to the algorithm currently in use by the Air Force Global Weather Central. The Open Skies Treaty provides guidelines allowing participants to fly in air space over other participants' countries to monitor strategic military placement and development. The treaty restricts the ground size of the smallest detail recorded by these aerial imaging systems to any size larger than 30 cm. This restriction is enforced by placing a lower limit on the altitude at which a participating aircraft can fly and it is computed as the value of Hmin. This research optimized two measures of network security by hardening components and improving their reliability. A common measure of effectiveness (MOE) for networks is statistical reliability, which ignores the effects of hostile actions. A new MOE which includes hostile actions was developed. Both measures require component reliability functions, derived using fault trees. Fuzzy Logic and Monte Carlo simulation were used to quantify uncertainty. Results from the model are compared to traditional Risk Assessment results.

This thesis presents a unique methodology merging state of the art Internet and distributed database technology to support distributed simulations with programming language and platform independence. Standardized models of Command, Control, Communications, Computers, and Intelligence (C4I) systems using Integrated Definition (IDEF) models and executable simulation objects are placed in database repositories which can be accessed and implemented over a distributed simulation network using the Common Object Request Broker Architecture (CORBA). The CORBA distributed simulation network accesses heterogeneous distributed databases, performs distributed processes, and supports portability and reuse of simulation objects and interoperability across operating systems and programming languages.

The Variable Terrain Radio Parabolic Equation (VTRPE) computer model is a powerful and flexible program that provides calculations of the radar propagation conditions of the atmosphere. It is limited however, by the accuracy and resolution of the input data. This study quantifies the sensitivity of the VTRPE model to the accuracy and resolution of the atmospheric parameters that go into it. Also, two case studies are examined to test the utility of VTRPE in operational use. This research examined the performance of the Air Weather Service (AWS) Fog Model and the potential for using it in the Southeast United States for predicting fog. This task was accomplished in four separate steps. First, a correlation study was performed by comparing different weather elements in observations that met radiational cooling conditions to the observed visibility. This correlation study showed that the 22 UTC dewpoint depression was correlated (0.60) with early morning fog and no other weather elements that are commonly observed had significant correlation with early morning fog. This thesis looked at using new relative humidity (RH) climatologies to improve the Air Force Global Weather Center's (AFGWC) contrail forecasts. To study the effect of the new RH climatolgies, the currently used empirical relative humidity (RH) profile is replaced with a more accurate climatological one, the Stratospheric And Gaseous Experiment II (SAGE II). The study begins by examining accuracy and bias of forecast contrail bases generated by the empirical and SAGE II RH profiles on 42 days. Several previous studies investigated the performance of competing circular error probable (CEP) estimators for small samples. This estimation is important in ICBM analysis because, due to expense, there are a limited number of ICBM test launches. In the most recent previous study (1993), Tongue considered five CEP estimators in a simulation test, attempting to determine the behavior of these estimators for populations of various bias, ellipticity, correlation, and sample size. The USAF operational cloud model, the Real-Time Nephanalysis (RTNEPH), requires infrared and visual scene scans as well as input from the Special Sensor Microwave Imager (SSM/I), featured on the Defense Meteorological Satellite Program (DMSP) polar orbiters. Additionally, SSM/I provides input to the Air Force Global Weather Center (AFGWC) surface temperature model (SFCTMP). The global surface temperatures are required for identifying which pixel of a scene is cloud and which is ground and as a first guess input to initialize NWP models. Air Force Global Weather Center's (AFGWC) Relocatable Window Model (RWM) total cloud forecasts were validated using data for selected days in May, June, and July, 1996. Forecasts were generated twice daily (00 UTC and 12 UTC) to determine the RWM's ability to accurately forecast total cloud cover during the late spring and early summer. The RWM forecasts were post-processed using the Slingo cloud forecast algorithm and compared against AFGWC's operational real time nephanalysis (RTNEPH) cloud analysis model. The use and storage of hazardous chemicals at U.S. military facilities often adversely affect the groundwater when contaminants infiltrate the subsurface as a result of leaks and accidental spills. These contaminants, if not located and remediated in a relatively short time, may move and settle unpredictably, essentially creating a source some distance from the original leak or spill. The spectroscopy of high rotational levels (J ≤ 211) in Bi2 X(Og+) and A(Ou+) was investigated for 2≤v"≤5 and 0≤v'≤4 by observing total fluorescence from laser excitation. Dunham coefficients were derived that fit all observed rotational lines to within 0.01 cm-1. Franck-Condon factors were calculated and experimentally verified for transitions originating from the initially populated levels 0≤v'≤5. Vibrational energy transfer upon collision with rare gas collision partners was investigated for the low-lying vibrational levels of the A-state using spectrally resolved, continuous wave laser induced fluorescence. Optical studies have been conducted upon CdGeAs2 and ZnGeP2, two of the most promising semiconductors being developed for mid-infrared non-linear optics applications. These experiments included photoluminescence (PL) studies of both compounds as well as photoreflectance (PR) measurements upon CdGeAs2. In addition, Hall effect measurements were carried out upon CdGeAs2, to aid in interpretation of the optical data. Four-wave mixing (FWM), a nonlinear optical process, was investigated in resonant cavity light emitting diodes (RCLEDs) and vertical cavity surface emitting lasers (VCSELs) below lasing threshold. These semiconductor photonic devices consisted of an optical gain region of quantum wells sandwiched between two distributed Bragg reflector (DBR) mirrors. Pump and probe lasers were injected into the devices to generate FWM. The dependence of FWM on bias current, pump laser power, and spectral and spatial separation between pump and probe lasers was investigated experimentally. MEMS (Micro-Electro-Mechanical Systems) micromirror devices can be used to control the phase of a propagating light wavefront, and in particular to correct aberrations that may be present in the wavefront, due to either atmospheric turbulence or any other type of fixed or time and space varying aberrations. In order to shorten the design cycle of MEMS micromirror devices, computer software is developed to create, from MEMS micromirror device design data, a numerical model of the MEMS device. These processes change over time in response to both internal and external stimuli as well as to the passage of time. Many domains such as real-time systems diagnosis, (mechanized) story understanding, planning and scheduling, and financial forecasting require the capability to model complex systems under a unified framework to deal with both time and uncertainty. This thesis explores a new approach to modeling the student in an intelligent tutoring system (ITS), by providing a student model which learns new solutions from the student. A prototype of the new approach to ITS is demonstrated in the Euclidean geometry domain. Complete C++, CLIPS, and Tcl/Tk code listings are included in the appendices for reference. Adaptable multiple software agents were targeted for implementation, based on current literature. However, the student model is found to be maintainable without multiple software agents, while still allowing for tracking several possible solution paths when monitoring student solutions. The biodegradation characteristics of three fuel system icing ihhibitors (FSII) were evaluated. FSII are jet fuel additives that partition into water readily and are present in the water drained from storage tank bottoms in concentrations approaching 40%. These concentrations raise concerns as to the disposal and handling of these wastes. The current FSII, DiEGME was evaluated along with two new candidates, dipropylene glycol and glycerol formal. DiEGME appeared to be moderately but not completely biodegradable. It is likely that much of it would be removed in a wastewater treatment plant. Dipropylene glycol only showed signs of degradation after more than …

This thesis proposes a new direct sequence spread spectrum (DS/SS) code phase tracking loop which mitigates the effects of multipath interference on code phase tracking error; such errors can translate to significant range measurement errors in DS/SS ranging systems such as Global Positioning System (GPS). The new code tracking loop, called the modified RAKE delay lock loop (MRDLL), uses maximum likelihood (ML) signal parameter estimation to determine the amplitude, carrier phase, and relative propagation delay of both a direct path and a reflected signal; a multiple correlator code phase tracking loop then exploits these ML signal estimates to remove the …

Deep level defects in hexagonal SiC were studied using digital deep level transient spectroscopy (DLTS) methods over the temperature range of 100 to 800 deg K. New centers were found in bulk and epitaxial 6H-SiC with ionization energies between 0.38 to 1.3 eV, and levels from 0.2 to 0.856 eV were identified in 4H-SiC epitaxy. Direct correlation between inequivalent lattice sites was identified for energetic pairs associated with both vanadium and ion implanted Mg impurities. Nonradioative carrier capture mechanisms were studied and deep level trapping was found to proceed via lattice relaxation multi-phonon emission, indicating efficient electronic lattice coupling in …

This research conducted the first demonstrated use of a micro-electro-mechanical structure (MEMS) mirror array to correct a static optical aberration. A well-developed technique in adaptive optics imaging systems uses a deformable mirror to reflect the incident wave front to the imaging stage of the system. By matching the surface of the deformable mirror to the shape of the wave front phase distortion, the reflected wave front will be less aberrated before it is imaged. Typical adaptive optics systems use piezo-electric actuated deformable mirrors. Computer Generated Forces (CGFs) are important players in Distributed Interactive Simulation (DIS) exercises. A problem with CGFs is that they do not exhibit sufficient human behaviors to make their use effective. The SOAR approach has yielded a human cognitive model that can be applied to CGFs, but this is extremely complex. The product of the research reported in this thesis is a much less complex behavioral framework for a CGF that is easy to validate, revise, and maintain. The use of Micro-Electro-Mechanical Systems (MEMS) in the design of an artificial cochlea is investigated in depth. Interdigitated finger (comb), cantilever, bridge, and mirror resonators are presented as possible devices used to implement the artificial cochlea. These resonators are demonstrated to be extremely high Q devices, capable of being tuned with a simple DC bias. This suggests a possible change to existing cochlea models that claim highly complex AC feedback as being responsible for changes in the damping of the basilar membrane.
