The National Estuarine Research Reserves (NERRS) Coastal Training Program (CTP) is a system-wide training program that aims to increase informed decision-making related to coastal resource management at local and regional levels. The CTP serves as the NERRS flagship program for knowledge and information transfer, and provides an effective vehicle to ensure that science-based knowledge and skills get into the hands and minds of those individuals making decisions about the coast on a regular basis in a professional or volunteer capacity. The Old Woman Creek National Estuarine Research Reserve (OWC), Ohio Department of Natural Resources-Coastal Management Program (ODNRCMP), and Ohio Sea Grant College Program engaged the Great Lakes Environmental Finance Center (GLEFC) to aid them in developing a coastal resources management training initiative for Ohio coastal decision-makers. Coastal decision-maker professionals are expected to formulate effective strategies and apply interdisciplinary approaches to solving problems and policy issues that affect the environments of coastal regions. There are a number of professionals in a variety of occupations who make decisions regarding coastal and environmental policy issues. These individuals include those within the coastal resources …

A series of seven focus groups were conducted in various locations throughout northern Ohio to identify and assess coastal resources management training needs across the Ohio Great Lakes basin. The focus groups were comprised of a cross-section of professionals who make decisions affecting watershed areas or Lake Erie coastal areas. Six of the focus groups included decision-makers considered previous and potential users of coastal resources management training (non-providers). A seventh focus group included decision-makers who provide training in coastal resources management (providers).

Coastal decision-makers and training providers in the Ohio Lake Erie basin participated in seven focus groups to generate information on coastal resources knowledge and training needs. Six of the focus groups were comprised of a cross-section of professionals who make decisions affecting watershed areas or Lake Erie coastal areas (non-providers); the seventh was comprised of training providers (providers). Discussions centered on two main areas: core knowledge needs and training needs.

The Brownfields One Stop Shop (BOSS) is the culmination of a process created over a year ago that brought together several federal and local public agencies to address the complexities of applying resources to support brownfields redevelopment. The idea was originally developed by the United States Environmental Protection Agency’s Region 5 brownfields Project Manager, Edwin Smith, and by the United States Department of Housing and Urban Development’s Cleveland Office Community Builder, Paul Diegelman. The GLEFC was asked by the United States Environmental Protection Agency’s (USEPA) Region 5 brownfields staff to provide an assessment of the viability and implementation of the Brownfields Cleanup Revolving Loan Fund (BCRLF) by the 12 pilot award recipients in the Region. The purpose of this report is to evaluate the administrative performance of the BCRLF at the 6-state regional level. It should be stressed that this is not an evaluation of the performance of individual pilots. The Great Lakes Environmental Finance Center conducted a technical assistance workshop for Gary, Indiana officials on June 29, 1999. This workshop represented an important step in the city’s efforts to address its brownfields cleanup and redevelopment needs. The city has begun its participation in a regionally-awarded brownfields pilot grant from the U.S. Environmental Protection Agency (EPA). The workshop agenda focused discussion on overcoming the barriers to brownfields redevelopment and the financing basics of brownfields redevelopment. These topics were discussed in the context of the redevelopment of the Airport Development Zone and a major area of Gary’s waterfront.

In May 1999, the Great Lakes Environmental Finance Center (GLEFC) conducted a strategy-building workshop in Duluth, Minnesota. The purpose of the workshop was to assist the City of Duluth in its efforts to develop actions leading to the successful redevelopment of the USX/Cement Plant site. Particular emphasis was placed on financing strategies pertinent to properties with a history of environmental contamination, often characterized as brownfields. In July, 1998, the Great Lakes Environmental Finance Center (GLEFC) conducted a consulting workshop in Peoria, Illinois. The purpose of the workshop was to assist the City of Peoria in its efforts to develop actions leading to the successful redevelopment of the Darst Street site. Particular emphasis was placed on strategies pertinent to properties with a history of environmental contamination, often characterized as brownfields.
